MACEDONIAN ELECTION RULES: CITIZENS VIS-À-VIS POLITICAL PARTIES

The Macedonian election rules, i.e. the setting of the electoral system, produce a double effect, an effect on the voter, and an effect on the party system. Therefore, each change in the electoral regulations would not only alter the voters’ comportment but also impact the political parties. Considering these effects, the paper aimed to compare the attitudes of the citizens and political parties regarding the electoral legislature (both for the parliamentary and local elections); and produce adequate electoral solutions as a corrective for the detected shortcomings of the current regulations. The paper relied on content analysis of theoretical literature and research, empirical qualitative research based on citizens’ focus groups from each region in Macedonia, questioned political parties, and additional data analysis. The ultimate findings propose a way to promote the equal value of each vote, proportional regional representation, and MPs' accountability at the parliamentary elections. For the local elections, the proposed solution referred to reducing the election cost, the possibility of political bargaining, and preserving the legitimacy of elected mayors.

Nuclear, chemical, and biological weapons represent the biggest danger to humanity. During the Cold War, the US and USSR provided ‘umbrella protection’ to convince allies not to acquire nuclear weapons. Most ‘newly’ independent nations never had such security during the Cold War since they were not part of a power bloc. During the Iran-Iraq conflict (1980-1988), the Islamic Republic of Iran was attacked with chemical weapons. Since Mujahedin-e-Khalq (MEK), an Iranian exile organization, exposed Iran's hidden nuclear program in 2002, the topic has gained worldwide attention. Iran's nuclear agenda has produced a worldwide catastrophe despite its NPT membership. Iran says its nuclear program is peaceful and respects Islamic values. Most US politicians and academics consider Iran a rough nation with political and strategic concerns, including regional hegemony, human rights, terrorism, WMD proliferation, and military operations beyond the border. This study examines Iran's nuclear policies to demonstrate its essence, goal, and strategy.

THE UNITED NATIONS AND SUSTAINABLE DEVELOPMENT: UNDP IN THE FIGHT AGAINST POVERTY IN MONTENEGRO

The paper analyzed the challenges of poverty in Montenegro. It provided an overview of the structure and scope of UN action in Montenegro and general sustainable development policies and their national implementation. The objective was to research the contributions of the UN system to the sustainable development of Montenegro while focusing on the role of the UNDP in eradicating poverty. The methodology consisted of the literature overview and the case scenario analysis of integrated social protection and employment policies. In addition, secondary data analysis has been employed to complement the research findings. The paper has identified the national socio-economic situation and the contributions of the UNDP in eradicating poverty through the design and implementation of integrative policies. The research proved the importance of the UNDP in fighting poverty in Montenegro and the effective role of the UN in achieving sustainable development.

In this article the author attempts to describe the social and political reasons of the authoritarian shift in Poland under the Law & Justice (PiS) coalition government. The nationalist and catholic ideology is at the root of dismantling the institutions of the state of law. Unfulfilled economic and social aspirations of large segments of the society were the real reason for the approval of the populist and antidemocratic actions of L&J government. Secondly, the disastrous presidential and parliamentary campaigns of the Civic Platform in 2015 opened the door to power for L&J. There were several self-organized spontaneous protests against antidemocratic policies of the L&J government, but the followers of the governing party have been and still are big enough in number thanks to the support of the Catholic Church hierarchy for the government. Polarization of the Polish society has never been bigger, but prodemocratic attitudes have also been growing recently. Strong prodemocratic local governments and the unanimous support of the majority of the population for the Ukrainian refugees are among the factors of hope for the democratic shift in the Polish electorate, but the opposition parties must undertake a more united and determined action.

The main purpose of this article is to trace, present and analyze the development of “soft” antiterrorist approaches in the form of the so-called PCVE activities (i.e., “preventing and countering violent extremism”) in comparison with more traditional, “hard” counter-terrorism programs (CT) in four European countries: Belgium, France, the Netherlands, and Spain, from 2005 till 2020. In the article, due to a comparison of the local specificity in the area under research, differences and few similarities in the programs aiming at combating political violence in the four EU countries were demonstrated. Each and every state selected for this article has developed various activities and capabilities as an answer to the increasing terrorist threat: Belgium and France, especially until the period 2015–2017, have a preference for “traditional” hard counter-terrorist measures, while Spain and particularly the Netherlands have developed more sophisticated and comprehensive stance including “soft” PCVE approach.

ECONOMETRIC EVALUATION OF PUBLIC DEBT ON INFLATION: EVIDENCE FROM KOSOVO AND NORTH MACEDONIA

The nexus between public debt and inflation has been continuously investigated, but after the pandemic, it has returned to the center of researchers' courtesy. Consequently, this research examines the influences of public debt, interest rates, trade openness, GDP growth, and foreign direct investments on inflation. The study employs secondary data from 2008 to 2021 and incorporates a mixed econometric technique such as the Ordinary Least Squares (OLS) and Arrellano-Bover/Blundell-Bond approach. The study's findings argue that public debt, interest rates, and trade openness significantly influence inflation, whereas GDP growth has a significantly negative impact. Because of the limited number of observations in the context of the research, we have not been able to evaluate the impact in the long term. The uniqueness and relevance of this research stem from its use of a combined approach, and in recent months, a continuous increase in inflation has been recorded throughout the world. The current findings and arguments inspire a productive discourse among academics, scholars, and policy-making entities.

The post-accession evolution of the new Member States to the European Union benefits from limited attention in the EU studies literature. More scholarly works are needed to map the performance of Romania and Bulgaria. Therefore, this paper investigates Romania's performance during the six-month Council Presidency to the European Union in the first half of 2019. Building on the framework of analysis of Karolewski et al., the paper makes an empirical contribution. It seeks to analyze if Romania lived up to the challenges of the office and managed to consolidate its reputation and show its political maturity during this crucial political moment, which countries only get to play every twelve years. The paper argues that the Romanian government aimed to project the image of an active, dynamic, and efficient actor, consensus orientated but without significant policy ambitions. Exchange rate forecasting with Artificial Intelligence

This study concerns the problem of forecasting the exchange rate between the official currency of EU member states, Euro and Albanian Lek, aiming to identify the best predictive model for financial time series future trend prediction. We compare the forecasting performance of linear and nonlinear forecasting models using monthly data for the period between January 2002 until January 2022. We discuss various forecasting approaches, including an Autoregressive Integrated. Moving Average model, a Nonlinear Autoregressive Neural Network model, a BATS model and Exponential Smoothing on the collected data and compare their accuracy using error term measuring indicators, choosing the model with the lowest Mean Absolute Percentage Error value. Finding the most accurate forecasting model would help improve monetary and fiscal politics, as well as orient future personal investments.

„Electoral autocracy” (electoral authoritarianism), as shared by other nondemocracies, consists of the political monopoly of power. However this monopoly is due to elections which always, in populist assumptions, should only confirm incumbents’ ruling legitimacy even when competetive. Why such regimes are so succsessful worldwidely in a contemporary period? The answer is not simple, but to some extent it is because of political rent-seeking and limited so called transactional costs, both beneficial for incumbents as well as for their strict followers, and as a result usually leading to the hegemonic party system. Because incumbents are able – thanks to the credibility of different stable social transfers – to build enough solid „selectorate” needed for repeated reelections. It is not difficult to guess that such relations bring important costs for the rest of the excluded part of society, very often a majority. The price of the electoral autocracy, seen in a longer perspective, will be paid by the whole society.

UNPACKING GENDER DYNAMICS IN ALBANIAN JOURNALISM: A POST-COMMUNIST PERSPECTIVE

This study provides evidence of the challenges faced by women journalists in Albania after the fall of communism based on a nationwide survey of 295 journalists. Despite an increase in the number of women journalists, their emancipation in journalism is not necessarily implied. Women journalists tend to be confined to reporting on “soft news” sections or cultural and social topics, reinforcing traditional gender roles. Many women journalists conform to societal expectations and adopt gender stereotypes to exert influence while facing obstacles such as a male-dominated hierarchy, self-censorship, and pressures from family and editorial supervisors. Female journalists who make a name for themselves often cover male-dominated topics, following a masculine logic to gain respect and struggling to maintain their femininity. The study sheds light on the challenges and complexities women journalists face in Albania, providing insights into the gender dynamics within the media industry.

This article focused on two distinct areas: diplomacy for AI and AI for diplomacy. The first point investigated challenges faced by diplomats associated with creating stability in cyberspace and diversifying objects of cooperation. The second point sought to identify the threats and opportunities associated with AI in diplomacy; to explore the impact of digital tools on diplomatic capacity, technological limitations through digital diplomacy, and uncertain future demand for the diplomatic profession; to investigate the necessary competencies of civil servants in managing alternative reality and collaborating with technical specialists. The research utilized a qualitative approach, employing analysis of existing literature and diplomatic practices related to AI and its effects on diplomacy. The research underscored the importance of diplomats’ readiness for change and their understanding and utilization of new technologies. It highlighted the need for interdisciplinary training programs incorporating innovative thinking, big data management, and machine learning to foster effective collaboration between diplomats and technical specialists. We concluded that embracing AI and digital capabilities can empower diplomats and enhance the effectiveness of diplomatic instruments in achieving national goals in times of peace and hybrid war in the real world and the metauniverse.

A BIBLIOMETRIC ANALYSIS OF HEALTH DIPLOMACY RESEARCH BASED ON VOSVIEWER AND CITESPACE

Research on health diplomacy not only deepens global health governance but also enhances the sharing of information and resources in the field of public health. A bibliometric study was conducted on health diplomacy works published between 1993 and 2023 with “health diplomacy”, “medicine diplomacy”, “health and foreign policy”, or “vaccine diplomacy” as the keywords. VOSviewer and CiteSpace were used to perform the bibliometric analysis. A total of 2,216 articles from the Web of Science database were analyzed. Results found that the United States held a prominent and influential position in health diplomacy studies, followed by China, the United Kingdom, and Australia. The London School of Hygiene & Tropical Medicine, the University of Toronto, and Harvard University were the top three research institutes for health diplomacy. The article from Feldbaum et al. (2010) served as the representative and symbolic reference. These findings showed that topics including power, Covid-19, security, soft power, WHO, vaccine diplomacy, and governance, though with shorter spans, were the focal points in recent years. In addition, health diplomacy research exhibited interdisciplinary, cross-cutting, and temporal characteristics closely related to factors such as politics, economics, environment, and public goods.

This article discusses a new model of the threat of Indonesian terrorism, especially in the East Java region. Indonesian terrorism continues to grow even more dangerous than before because terrorism has a dynamic nature following the times. The research method for this article was a literature study, with data collection techniques using the Harzing PoP 8 application and some data from Google Scholar. The relevant references collected were converted into RIS data types using the Mendeley application. The RIS data was then processed using VOSviewer software to visualize data about previous research related to a new model of the Indonesian terrorism threat. The authors found that terrorism has survived to this day because it found new ways of recruiting and carrying out its acts of terror. Terrorism no longer focuses on a man as the perpetrator but involves women and even children in their actions. Terrorism can also utilize technological sophistication to support group movements and their acts of terror. This is evidenced by the blocking of 600 social media accounts by BNPT, which often uploads radical content in Indonesia.

The role of the geopolitical location of the Hashemite Kingdom of Jordan towards United States (US) foreign policy from 1990 to 2017 is the focus of this study, which addressed the impact of important regional and international political events, positively or negatively, on the development of relations between the two countries in terms of political and security aspects. The study adopted a qualitative approach, and primary data was collected through interviews with 16 participants from political, economic, and security experts in Jordan and the US. Thematic analysis was used to analyze the data obtained. The study concluded that US foreign policy recognizes Jordan as a close ally and considers its stability extremely important; Jordan has a suitable location to defend Israel because critical Arab countries surround it, and Jordan enjoys a unique geographical location in the Middle East. Some political events play an essential role in US foreign policy concerning security aid to Jordan, as the US links its aid to Jordan to political events.

POLITICAL PARTY INSTITUTIONALIZATION FROM A COMPARATIVE PERSPECTIVE: THE CASE OF THAILAND

This article examines the importance of institutionalizing political parties in developing democracy. This article develops the conceptual framework of the institutionalization of political parties, which combines institutionalization factors in both internal and external dimensions and applies this conceptual framework to extract lessons on the institutionalization of political parties in various democratic countries, including Thailand. The results of applying the aforementioned conceptual framework, in particular to the case of Thailand, indicate that the failure to apply the notion of institutionalization to political parties in this country stems from the traditionally narrow-minded approach to considering the institutionalization of political parties rather than problems with the idea itself. Thus, this article suggests that building an institution for a political party is something that can be designed by giving importance to the development of political parties in a structured manner, along with promoting political parties to have the ability to play a solid political role under the democratic regime.
