This paper presents a micro-historical touch to the topic of this conference, which along with the 150th anniversary of the mission of the Congregation of the Resurrection in Bulgaria refers in more general terms to Bulgarian-Polish relations based on the Catholic religion. In the focus of attention will be the Catholic priest Grzegorz / Grigoriy Piegza, 07.11.1851, Rokytnice, Poland – 29.09.1932, Przasnysz, Poland), Polish by origin and Bulgarian by identity, who was involved in the disputes on the priests issue in the Nikopol diocese and the ecclesiastical strife between the two communities of Catholics in the village of Dragomirovo, Svishtov region. The events took place from the end of the 19th century to the immediate aftermath of the First World War - a period when the national factor acquired strong positions in the relationship between state, bishop, clergy and congregation in the northern Catholic diocese in Bulgaria.

Sound presents a unique subject of study, functioning in culture not only as a conveyor of meaning, but also as a sensory and affective intensity. To perform a cultural analysis of acoustic phenomena, therefore, we must take into account both the semiotic/interpretive dimension of soundedness and its bodily/material dimension. Szarecki illustrates his approach with the example of the internet site Coffitivity, which supports creative thinking by reproducing the ambient noise of a cafe. Szarecki draws on the theoretical tools of sound studies and of posthegemonic political theory to show how by arranging and controlling the sound environment Coffitivity broadens the possibilities – in time and space – of performing creative work, thus turning such work into an omnipresent component of everyday life.

For Dolar, voice represents the primordial or animal aspect of the human being, zōē, or naked life. Speech, meanwhile, is understood as voice endowed with meaning. Considering the problem of voice, Dolar argues that zōē rubs against bios, i.e. political and social life. Zōē manifests itself in many areas of life; the primordial voice appears in contexts such as justice, education or religion. It also represents an integral attribute of rulers and dictators, who use their voice to create laws, or who enforce those laws into life. Voice is indispensable for logos and the written word. Therefore it is inexorably linked with social life; it exists between naked life and social life, between sound and speech.

Karol Sienkiewicz’s book Zatańczą ci, co drżeli [Those Who Trembled Shall Dance] has revived the debate on the genealogy of Polish critical art. Kościelniak enters into the conversation by placing two dramatic works within this framework, namely Tadeusz Różewicz’s Do piachu [Into the Sand] and Helmut Kajzar’s Koniec półświni [The End of the Half-Pig]. He argues that there is structural and political similarity with the Viennese Actionists – the pioneers of critical art. Kościelniak grounds his interpretation of Różewicz and Kajza in Julia Kristeva’s theory of the abject. Addressing the fact that art of the abject tends to be automatically associated with critical art, Kościelniak discusses the limits of art’s critical function.

The Narratives of Hate Used by Romanian Parties Labelled as Far-Right. A Comparative Narrative Analysis

This article presents a qualitative comparative analysis of the primary hate narratives employed by three political parties: the Iron Guard Party propaganda, the Greater Romania Party (PRM), and the Alliance for the Union of Romanians (AUR). The study focuses on the following variables: ‘foreigners,’ ‘freemasons,’ ‘Jews,’ ‘protection of Faith and Nation,’ and ‘rotten political elites.’ The analysis is based on official propaganda materials of each party, including patriotic songs, leaflets, newspapers, programmatic documents, and speeches of the leader for the Iron Guard. In the case of the PRM, the analysis includes the party’s official program, ideology, poems, and pamphlets by the leader (Corneliu Vadim Tudor), speeches, interviews, press articles, and extracts from party journals Romania Mare (Greater Romania) and Tricolorul. The AUR’s official website, political program and ideology, Facebook posts, pages, press interviews, articles, and speeches of its leaders constitute the object of analysis. The narratives extracted were analyzed using the ATLAS.ti software, revealing striking resemblances among the hate narratives employed by the parties.

MULTILATERALISM – PAST, PRESENT AND POSSIBLE FUTURES

Starting from the definition of multilateralism, based on its main characteristics – peaceful resolution of conflicts, sovereign states equality under international law, inclusion and active participation of all stakeholders, the present paper examines the current perception of the foundations of global cooperation stability. Thus, considering the high level of interconnectedness as well as the complexity of the crises our world is currently facing, some of the challenges to the multilateral system are presented, focusing on the UN, an inclusive multilateral institution, and the EU, a regional one. Romania’s position in this context is also mentioned. In connection to the Western-based democratic values and liberal societies, three possible futures are exhibited. Under the given circumstances, it has been almost unanimously agreed that reforms are necessary. However, there are still few specific details related to the substance and means of the changes, and there are too many variables to be considered in the efforts to align goals, interests and expectations, as well as to accommodate the structural, functional and strategic elements of transformation.

The radicalization phenomenon has captured the attention of the academic community, considering the need to understand its conceptual elements and to analyze the impact of the main causes that trigger the radicalization process. On the other hand, the rationale to elaborate on this article is that there is no unanimously accepted definition of radicalization at the academic level, and the causes that determine the radicalization process are explained reductively most of the time. Thus, what this article proposes is to review the specialized literature regarding the theoretical delimitations of radicalization, aiming for a definition as comprehensive as possible that would characterize in a holistic manner the process of Islamic radicalization. Also, another objective of the paper seeks to identify the challenges of the academic community regarding the conceptual elements of the phenomenon, using a methodology based on the confrontation of different theories through which the process of Islamic radicalization is explained.

Celem artykułu jest interpretacja strategii artystycznych wykorzystanych przez amerykańską artystkę neokonceptualną Jenny Holzer w pracy Truizmy w kontekście agonistycznej koncepcji polityki Chantal Mouffe. Powstały pod koniec lat 70. XX wieku ciąg wzajemnie wykluczających się znaczeniowo jednowersówek, pozbawionych autora, multiplikowany w różnorodnych formach i obszarach życia codziennego – od przedmiotów jednorazowego użytku, takich jak długopisy czy prezerwatywy, aż po tablice świetlne na Times Square – staje się doskonałą metonimią tego, co można nazwać wiedzą potoczną. Powielając pracę w różnorodnych formach i kontekstach od końcówki lat 70. XX wieku aż do dziś, Holzer obnaża sposoby uprawomocniania się przestrzeni dyskursywnych, próbując włączyć do niej swój własny język.

The aim of this paper is to recover the original intention of Thomas More in creating the fictional island depicted in his book Utopia. Drawing on Erasmus’ 1519 letter, the author suggests beginning with Book II and analysing it separately from Book I. This approach allows for an exploration of the tension between its eutopian and dystopian aspects. The claim that through its unique institutions (notably the abolition of private property) Utopia has successfully eliminated pride, deemed the root of all social evils, is scrutinized and revised. While Utopians are neither perfect nor sinless, their religious evolution offers more grounds for optimism than disappointment.

The Romanian media coverage of the NRRP builds on the political discourse of the public actors who mainly used the NRRP debate either to gain visibility, or to campaign. Emotions, conflict and negativity news values are dominant, and the analysis and contextualization usually lack from the news stories. The present study is a content based approach, which aims to identify who are the most prominent actors involved in the debate about the Romanian National Recovery and Resilience Plan, how these public figures are inter-connected in the media discourse and which are the main features of their discourse, and what topics associated to the six pillars of the Recovery and Resilience Facility are mentioned most frequently in the public discourse of the key public actors.

Optimizations in the Organization and Responsibilities of Local Public Order and Safety Structures Aimed at Improving Service Quality

Our work examines the institutional evolution and transformations that have shaped the local public order and safety structures in Romania, from their establishment, with a focus on improving organization, duties, and the quality of services provided to citizens. We appropriately address the development of the Corps of Public Guards (CPG), initially created for the protection of goods and maintenance of public order, and its transformation into the Community Police, adapted to administrative-territorial units. The governmental motivation for establishing the Community Police, based on efficiency and modernization, is highlighted, and the legal provisions that defined its functioning are analyzed. We then explore the creation of the Local Police as a response to the shortcomings of the Community Police, such as lack of resources and inefficient coordination, presenting the advantages of a stronger legal framework. Examples of good local practices from 2023 illustrate the effective implementation of reforms. Solutions for institutional development and the career management of local police officers are also discussed, through continuous training and adaptation to current requirements. The conclusions emphasize the need for an integrated strategic vision to improve the quality of public services ensuring local public order and safety, and to strengthen citizens' trust in these structures.

Despite the invaluable role of the world ocean in many aspects of human existence, namely environmental, economic, cultural, social, and scientific, the pollution of the high seas remains an on-going concern. The soft law instruments and practices such as education and prevention of pollution from dumping of plastic waste are ineffective to tackle the problems of the world ocean in a comprehensive manner. For that reason, the international legal instruments in environmental law and the law of the sea, are a crucial tool for offering and effective solution to the problem of polluting the world ocean. In that regard, the international conventions in force are the most important instruments which can produce the necessary legal effects. The transnational nature of the pollution of the world ocean calls for the necessity to develop a respective international framework of protection. The new Global Treaty on the Conservation and Sustainable Use of High Seas Biodiversity adopted in 2023 (‘The High Seas Treaty’) has developed such, but the question with efficiency is still pending since it is not yet in force. Together with the Law of the Sea Convention, those are the two crucial international legal instruments that will offer protection of the important marine areas beyond national jurisdiction. While the Law of the Sea Convention tackles main issues of the sustainable use of non-living resources in the high seas, the High Seas Treaty further develops the protection over living resources of the areas beyond national jurisdiction and protects the marine ecosystems from diminishing biodiversity as a result from pollution. However, the main problem with the new treaty is its ratification by at least 60 countries so that it can come into force and provide the so urgently needed protection of the world ocean from pollution.The present study analyses the sanctions provided for violating the Environmental Protection Act’s provisions. It especially examines and criticizes its part about administrative penal liability. It proposes de lege ferenda to improve the Act, adding sanctions against violators to avoid corrupt practices and improve public management in environmental protection.

Automated vehicles are intended to enhance road safety, foster mobility of elderly and disabled people, raise cost effectiveness in transportation sector, etc. At the same time the development, testing, deployment, and use of automated vehicles poses serious threats to human life and fundamental rights. Thus, a variety of legal issues arise – regulation of safety requirements, civil and criminal liability, data protection and privacy, security against cyberattacks. The present paper analyses the legal framework for the use of automated vehicles in France. The scope of the regulation, the safety requirements as well as the criminal liability associated with the use of automated vehicles are discussed. Based on the analysis, conclusions are made regarding the need of elaboration of automated vehicles regulation in Bulgaria.

Irony and the war. How ironic utterances used in social media discourse related to the war in Ukraine counter disinformation

This paper analyzes the types of irony used on social media, specifically X (former Twitter), regarding the war in Ukraine. Starting from the approach of irony from the Gricean perspective (Grice, 1989) and from Dynel’s types of irony (2013), we will take a closer look to a specific Twitter account, DarthPutin, which impersonates the Russian president, from a discourse perspective, by supposedly presenting his evaluation of the war in Ukraine. It is argued here that the type of irony used on this account is propositional negation irony and is used to both show the user’s stance to the Kremlin regime in relation to the war inUkraine and counter the false information spread on social media and Moscow’s propaganda regarding the war.
