Both German politicians and commentators have been talking about the extraordinary importance of the forthcoming European Parliament elections for the future of the EU. The expected decline in support for the Christian Democrats and Social Democrats, combined with the gains expected for parties opposed to European integration, will lead to major changes in the way the parliament functions, and of the EU as a whole. The two largest European parties will probably not be capable of forming a stable coalition, and this in turn could affect who takes up the chief posts in the EU. The results of the European elections could have repercussions for the ability of the grand coalition in Berlin to survive, and decisions regarding individuals in the CDU and SPD. For the German parties, this election is also the most important test before the autumn elections in three eastern federal Länder – in Brandenburg, Saxony and Thüringen. In addition, on 26 May, at the same time as the European elections, elections will be held for seats in the regional parliament in Bremen. For the SPD, loss of power in this federal state would present a major challenge, because the Social Democrats have been in power there for 74 years. More severe conflict and debate can be expected as to whether the CDU/CSU and SPD are to continue ruling collectively. If a minister of justice from the SPD wins a seat in the EP, this could lead to changes in Chancellor Angela Merkel’s government. It is possible that a reshuffle of Angela Merkel’s cabinet would involve appointment of CDU leader Annegret Kramp-Karrenbauer.

Zarówno niemieccy politycy, jak i komentatorzy wskazują na wyjątkowe znaczenie zbliżających się wyborów do Parlamentu Europejskiego dla przyszłości Unii Europejskiej. Prognozowany spadek poparcia dla chadecji i socjaldemokracji w połączeniu ze spodziewanym wzmocnieniem reprezentacji partii krytycznie nastawionych do integracji europejskiej skutkować będzie głębokimi zmianami w funkcjonowaniu parlamentu, a także UE jako całości. Dwie największe partie europejskie nie będą najprawdopodobniej w stanie same utworzyć stabilnej koalicji, co może też wpłynąć na obsadę głównych stanowisk w UE. Wynik wyborów do PE może wpłynąć na trwałość wielkiej koalicji w Berlinie oraz decyzje personalne w CDU i SPD. Dla niemieckich partii głosowanie to jest także najważniejszym testem przed jesiennymi wyborami w trzech wschodnich krajach związkowych – w Brandenburgii, Saksonii i Turyngii, a ponadto 26 maja wraz z wyborami do PE odbędą się wybory do parlamentu krajowego w Bremie. Dla SPD poważnym wyzwaniem byłaby utrata władzy w tym kraju związkowym, gdyż socjaldemokraci rządzą tam od 74 lat. Można się spodziewać zaostrzenia sporów i debaty o kontynuowaniu wspólnych rządów CDU/CSU i SPD. Zdobycie mandatu w PE przez minister sprawiedliwości z SPD może doprowadzić do zmian w gabinecie kanclerz Angeli Merkel. Niewykluczone, że na skutek rekonstrukcji rządu znajdzie się w nim przewodnicząca CDU Annegret Kramp-Karrenbauer.

The paper examines the different basic manifestations of the new populism through the prism of the new realities created by accelerated social change, the mixing of opposing ideological trends and the clashes of radical political ideas and practices. We explore the extreme manifestations of political populism, coupled with irrational utopianism and radical fundamentalism. On the one hand, we have the left-liberal idea of the unlimited development of democracy, of disproportionate tolerance, of achieving equality beyond the law in the name of complete social justice. On the other hand, we have the right-populist answer with the radical language of the hurt traditional culture of primitive everyday life. The classic tyranny of the majority is replaced by the tyranny of constructed political minorities, and their diktat is opposed by the more authoritarian „direct democracy” of the majority of „the people.“ The repressive correctness of populism is a metaphor for the mixing of meanings that practically manifest themselves as their complete opposite. The „political correctness” created in the name of non-violence and culture has degenerated into a political repression of all those who do not think in the paradigm of left-wing ideology. But the answer of the primitive everyday life is the radical national populism combined with far-right anti-liberal and anti-democratic rhetoric.

The democratization of the public communications language extends to the election campaigns as well. The desire to find convincing messages that set the political organization apart from its opponents has made us witness a violation of the good tone of political speech. In order to trace the language used during the July 11 parliamentary election campaigns, a review of the online publications of parties and coalitions (websites and Facebook profiles) was conducted. The research shows hostile rhetoric from almost all parties, using different methods of hate speech, incl. doublespeak, veiled hostility, presenting opponents as a public threat, etc.

The Roman Empire and the Chinese Han Dynasty are two of the strongest state and military formations that existed in Eurasia in antiquity. They have greater or lesser influence on the patterns of statehood formed in the following centuries in Europe and East Asia. The findings made require an in-depth analysis to be rejected or confirmed. It will allow to examine the mechanisms of this reception and the reasons for its success, which in turn implies the specification of ideas and principles, which in the later societies borrow from the two ancient empires. The analysis shows that the Roman Empire and the Han Dynasty have a significant impact on civilizations, which develops on the lands they own or on their neighbouring territories on which they also influence. Their presence is revealed in the spiritual sphere through Christian religion and Confucianism, but also in the administrative through a number of legal and managerial principles and traditions.

The current article is an important step to be analyzed existing mechanism of implementation on integration policies in the field of vocational education and training in the EU Member States. The aim of the article is to present the results of the own study about the impact assessment of the Leonardo da Vinci sectoral programme on the development of the vocational education and training system in Ireland. The text is argued the thesis that implemented in Ireland projects under the decentralized activities (Mobility, Partnership, Transfer of Innovation) realized in the utmost degree the Programme “lower aims” (impact of individual level) and in relatively limited extent the Programme “high aims”. That don’t contribute the Programme to be used for conducting the public education policy for the continued improvement the quality of education and systemic impact on the education system as a whole. The article is an important step as to be highlighted the constancy of the problem related with the implementation of “Leonardo da Vinci” programme in the EU Member States. This should lead to urgent demand for measures and procedures to establish the necessary conditions “Leonardo da Vinci” programme as a part of the new European Programme for Education and Training “Erasmus +” to be able to realize the planned higher public purposes which will be converted in guarantor of sustainable growth and socio-economic development.

The article presents in brief the history and the present of the Rusyns – one of the many European peoples “without a state”. They are an indigenous population of the Northern Carpathians inhabiting a territory in the geographical centre of Europe; however, during their millennial historical development they had their own state only once and for one day. Today, their historical region, Carpathian Ruthenia, is divided between five countries. In Ukraine, where the majority of the Rusyns lives, they do not have adequate political and cultural minority rights. In the rest of the countries, although they have different degrees of cultural and administrative autonomy, the Rusyns are facing the danger of assimilation because of their small number. Even though they are a geopolitical and ethnocultural reality, their future is at stake.

A state certainly represents one of the most important forms of society organizing in social and political terms that had always stood for being a significant place of politicological and sociological analyses. The interest for the state in history naturally varied so that at the end of the 20th century it was marked with a great comeback. The main goal of this paper is to point out to the most important theoretical approaches to the studying of the modern state as well as to underline its position within the context of contemporary social processes giving the accent on: the pluralistic theory, the theory of elites, the Marxism, the theory of public choice, the institutionalism, the ecological approach, the feminism, and the neoliberalism. A state in contemporary society is facing numerous challenges. Globalization, transition, technological development, social conflicts and many other contemporary social processes daily influence the society`s institutional organization as well as the actual society at large. The result of the globalization processes influence is the increasing of the migration process and the capital flow as well. Making the analyses of the relations between the national state and the neoliberal concept we have to point out that the national state is not a burden that one should be liberated from at any cost, yet it is above all the neoliberal concept of globalization.

The article discusses the development of the cult of St. Simeon (Stefan Nemanja, ca. 1113–1199) in the thirteenth century as a core of the ruler’s ideology and a mirror of the political changes in Serbia. The main task is to discover when, how and why the founder of the Nemanidi dynasty became the first and eternal ruler of the Serbs, analyzing the choice of the biblical motifs and quotations in the introductions and in a number of other selected places in the main ideological texts of the period: two Hilandar Monastery charters, one written from the Grand Zhupan Stefan Nemanja himself in 1198, the other – written in 1207/8 by his son, Stefan the First-Crowned as well as three Vitae of St. Simeon, written by his sons St. Sava and St. Stefan and by the Hilandar’s hegumenos Domentian. The study applies the approach of biblical thematic clues, proposed by Ricardo Picchio, hitherto unused for these sources, and takes into consideration also some results obtained through the investigation of early Slavic Orthodox texts from the point of view of the same concept. One conclusion which was arrived at is that the same tradition of biblical exegesis concerning the concepts of the Unfailing Mercy and Continuity of the Apostleship and the motifs of Conversion/New Nations and the Blessed Generation of the Upright, is consistently used in Serbian text for the same purpose – the affirmation of one’s own saints and, through their cults, confirmation of own “institutions of salvation” (ruling dynasty, church organization, liturgical language) as proceeding directly from God. In the three Vitae of St. Simeon different inherited models and patterns are adopted, corresponding to different versions of Ideal Ruler and of legitimization in changing political circumstances in Serbia and in European South-East in the thirteenth century. The last version, long lasting in Serbian political ideology, can be found in Domentian’s Vita (1265), commissioned by the grandson of St. Simeon, Urosh I (1243–1276) to re-confirm the legitimacy of his reign and the independence of the Serbian state after the reconquest of Constantinople in 1261. In this Vita, St. Simeon is presented as the First and Eternal Ruler of the Serbs through development of apostolic connotations in his cult, based on the concept of Unfailing Mercy, with an addition of the motifs of the Conversion/New Nations and the Blessed Generation of the Upright. As a result, St. Simeon becomes the True Baptizer of the Serbs and the First Subject of the Covenant made between God and Serbs ensuring their Salvation through the Christian Rule.

The paper regards comparative studying of the semantic devices of euphemization used in Russian and German political texts. Based on the public speeches of the political leaders of Russia and Germany, the distinctive features and general functions of political euphemisms as effective means to conceal the genuine sense of utterances are revealed. The most frequent semantic means of negative meaning reduction are found in both languages. They are the usage of lexemes with diffusive semantics, metaphors, diplomatic clichés, and collocations, as well as the introduction of lexemes with positive connotations, etc. The differential and common for both languages tendencies of political discourse euphemization are determined.

In the proposed text is sought to answer the question of whether and when we can talk about serialization in the international information flow. An attempt has been made for some systematization of the possible types of serialization, among which the anniversaries stand out. There are two major branches – the traditional serialization and the one generated by the possibilities of new technologies. The example with the ‘Tiananmen Papers’ is considered in more detail. It is also worth noting the borrowing serialization, shown in two examples of connecting processes in the present with such from the recent or very distant past.
