As a result of the law about censorship of 31 July 1981, the conditions of publishing texts in print somewhat changed. Internal prints of an organization were among texts which no longer underwent the preliminary control. Owing to this, numerous student magazines, published as internal prints of the university, sprung us like mushrooms in the Catholic University of Lublin in a small circulation. At least eleven of them were published by the student government or its sub-departments. The group included both magazines which appeared only once or a few times ( e.g. “Spojrzenia”, “Brzytwa”) and the ones which went beyond the university entourage (e.g. “BIS”).

The Brukenthal Library is in possession of a valuable French incunabulum, printed in Paris in the year 1483. It is a juridical book, namely the old variant of the common law of Normandy, which was in force for no less than about 600 years. These laws were primarily concerned with possession litigations, such as property and inheritance. They greatly varied from one region to another, and, because of this fact, among French jurists a trend had gained ground with the purpose of settling the various common laws in writing, to order this field. This old Norman law is still in force in the Channel Islands, where it still is the basis of the civil legislation, and was even reprinted there at the end of the 19th century. The book was acquired by the Baron Brukenthal, who had a juridical background himself: it is recorded in the old 3-volume catalogue of the library – yet there are no analogous items in the library.

Traditional models of library quality and functionality assessment are mainly based on the use of statistical data and indicators. The need to expand these patterns started to be noticed, taking into account both the recipients of the services, as well as the environment in which the libraries function. The comprehensive analysis of libraries should cover all areas and components of their functioning. The aim of the article is to present a model that is constructed within the framework of the project Performance Analysis for Polish Research Libraries. The model includes: the assessment of functionality by the means of using statistical data and indicators, opinions and evaluations obtained in user satisfaction surveys, as well as the impact and value assessment. Libraries at higher education facilities have been using functionality indicators since 2001, since 2011 work has been carried out concerned with the addition of an indicator (introduced to the forms in 2017), the study of the impact and value of libraries is a new issue. Knowledge on this subject can be derived from international recommendations (ISO 16439) and projects implemented in other countries.

Umowy transformacyjne (transformative agreements) w kontekście otwartego dostępu do wyników badań naukowych

Over recent years, open access has developed very dynamically in the world. Many countries have implemented an open access policy and created different ways to publicize the results of scientific research. There are many rules and guidelines related to it, among others Plan S, which aims to implement from 2020 full and unrestricted access to publications resulting from the results of research financed from public funds. The introduction of such activities involves signing and, in particular, transforming existing contracts with publisher into agreements based on the principles of open access the so-called transformative agreements. Standards are created to support national consortia and libraries in negotiating the implementation of a new type of contract, eg. five negotiation rules with LIBER publishers (Ligue des Bibliothèques Européennes de Recherche – Association of European Research Libraries). The aim of the paper is to present good practices and familiarize with activities implemented in the world in the implementation of open access strategies, in particular policies of selected European Union countries in negotiations with scientific publishers, which may become an inspiration for activities related to openness in science implemented in Poland.

The library in Kladovo is among only four Serbian libraries that include mobile library (in a bus) known as bibliobus. Kladovo’s bibliobus has been operating since 2010, and 95% of its users are children under the age of 14, so that the most used and the most needed library material is children’s literature. The purchase of publications for libraries by the Ministry of Culture and Information of Republic of Serbia used to be a very significant means of books acquisition for bibliobus users, but this year it has not been the case. Only 1% of the budget allocated to the library has been allotted to its bibliobus, instead of up to 50% as in previous years. In 2019, only 6 books were actually ordered for the bibliobus, and all the other purchased books were obligatory, not chosen by librarians. Thus, the paper shows why the current model of purchase is absolutely inconvenient for smaller libraries and bibliobuses. The author thinks that if librarians could freely choose the titles for their libraries, with the Comission in the advisory role, the purchase of publications for libraries would be better and more effective.

The intensive technological development and globalization are giving rise to new challenges in the protection of personal data. The internet is overflowing with information and at any moment there is a latent risk of possible misuse through particular websites, social networks, or platforms. It should be emphasized, first of all, that the right to protection of personal data in Serbia is guaranteed by the Constitution (which also indicates the importance of protecting this right) where Article 42 stipulates that collecting, holding, processing, and using of personal data are governed by law. The use of personal data outside the purpose for which they were collected in accordance with the law, except to conduct criminal proceedings or protect the security of the Republic of Serbia in the manner prescribed by law, is also prohibited. As a consequence of the process of accession of the Republic of Serbia to the European Union, the harmonization of legislation and the direct application of EU laws, but also because of the shortcomings of the old legal solution, Serbia adopted a new Law on Personal Data Protection at the end of 2018, with a delayed application period of nine months. This paper presents the new Law on Personal Data Protection, explains the basic concepts (personal data, types of data, controller, processor, data processing, data protection, data transfer, commissioner, data protection officer) and certain novelty elements brought by the Law on Personal Data Protection.

Alecu Russo State University’s Rare Books Collection was established in 1945 at the same time, when were foundated the Educational Institute and its Scientific Library, in order to preserve documents of a great cultural value. The promotion of rare documents may be performed in different ways, including the bibliography of rare books, books with autographs, dedications and exlibrises, communications in national and international professional meetings, articles, on-line exhibitions, indexing these works in Institutional Repository ORA USARB, Open Platforms and Libraries: Calameo, ISSUU, Scribd, Slideshare, wich may be presented to students.Constituirea fondului de Carte Rară din Universitatea de Stat „Alecu Russo” din Bălţi, a început odată cu fondarea Institutului Învăţătoresc şi a Bibliotecii Ştiinţifice (a.1945) şi continuă până în prezent, în scopul păstrării, conservării şi punerii în valoare a documentelor de o deosebită valoare culturală. Promovarea acestor documente are loc pe mai multe căi, inclusiv bibliografierea cărţilor rare, a cărţilor cu autografe şi dedicaţii, ex-libris în lucrări bibliografice, comunicări în cadrul întrunirilor profesionale naţionale şi internaţionale, articole în presă, expoziţii tematice on-line, plasarea acestor lucrări în Repozitoriul Instituţional ORA USARB, pe Platforme şi biblioteci deschise: Calameo, ISSUU, Scribd, Slideshare, prezentări în faţa studenţilor etc.

More and more in Romania it is felt the need to have well-trained teaching and administrative staff in order to transform schools, universities and libraries into inclusive environments. Often, not only the material base is missing (for example: access technologies), but a large part of staff also feels that they do not have the skills necessary to ensure effective communication with people with disabilities and their families.This research aims to investigate the training needs of teaching staff and librarians, both in schools and universities. This article uses a mixed methods research, combining a survey based on questionnaire with one-on-one interviews. At this research 85 respondents participated, 34 of whom were professors and 51 were librarians. A majority of respondents (95%) consider necessary to take part on courses for updating the knowledge and skills necessary for working with children / pupils / students with disabilities and their families. Also, the respondents point out the need for a team of specialists to mediate the relationships between professionals and people with special needs.

Hybrid nature of modern threats for cybersecurity and information security

The paper deals with phenomena arising from radical disruptions in numerous spheres of human activity that challenge the conventional understanding of security. Authors endeavour to contribute to understanding of these changes and the emerging paradigm. The notions of cyber security, information security in relation to the cyber-physical systems security, and information security in broader sense which describes safeguarding the information flows to cyberspace and media were considered. Authors explore modern manifestations of these threats, and then dive into the hybrid nature of the threats to cyber- and information security, describing cyber threats and cyber attacks as merged with existing ‘conventional’ techniques. The examination of hybrids threats - the cyber leverages to diplomacy, the practice of cyber retaliation, cyber sabotage and espionage, cyber weapons and the cyber arms race - was given.

This report looks at a situation unparalleled in the history of libraries and the possibilities for reaction in several aspects. An overview of the opportunities for virtual work with users of the National Library “St. St. Cyril and Methodius” during the crisis is made. Synthesis shows also actions taken by library executives who participated in the Webinar on Libraries and COVID-19: Management Strategies and Stress, organized by the ALA, the Association of American Libraries. Discussions provide an opportunity to formulate problems and search for solutions to overcome them. Ways of protecting employees, preservationof the books and documentary heritage stored in the library, maintaining and keeping further consumers’interest in library services are discussed. The current situation requires librarians around the world to reschedule their work efficiently by remote performing of their daily tasks. It is clear to everyone, that the challenges are likely to continue.

As a result of the information contained within these systems, the scientific and research community, as well as the institutions that finance it, make decisions that define the development of the scientific field and the researchers working in it. The current article presents how the importance of the citation indices indirectly leads to the appearance of fake information systems that imitate their function with the purpose of achieving financial gain. For this purpose, 3 such systems are analyzed: “JIF”, SJIF, and Citefactor.org.

This text looks into an interesting Bulgarian technical publication, namely the first Bulgarian book on radio-frequency engineering, A Wireless Telegraph (1905) by electronic engineer Boris Leshtov. Written both accessibly and for the masses, yet demonstrating detail and a comprehensiveness, this book acquainted the reader with the emergent world of a new means of communication, the radio. From a philological perspective, it serves as an intriguing testament to the introduction of hitherto unfamiliar technical terms into Bulgarian at the dawn of the 20th century. This text offers a detailed account of the ways in which new lexemes were introduced and of the apt neologisms coined by the book’s author. The significance of the first Bulgarian book on radio-frequency engineering is assessed.
