Międzynarodowy regionalizm, czyli współpraca bibliotek i instytucji kultury w obrębie euroregionów (na przykładzie województwa śląskiego)

A Euroregion is a form of cross-border cooperation between the regions of the EU Member States, candidate countries and their neighbours. On the Polish territory, cross-border cooperation has been taken within sixteen Euroregions. In the Silesia province there are three: Euroregion Silesia, Cieszyn Silesia Euroregion and Beskidy Euroregion. The article presents the analysis of the activities of public libraries in municipalities belonging to the different Euroregions in Silesia. Cultural and educational projects undertaken by the libriaries under the euroregional cooperation programme are discussed.

E-books Usage by the Academia at the University of Mysore: a Survey

The academia of the University of Mysore in India encompasses faculty and research scholars. Both are involved in research, publication and lifelong learning, and faculty members are deeply engaged in assisting students. Besides the print collection, the library users have access to a variety of electronic resources. In the recent past, the librarians have been encouraging a more effective use of e-books, which are web based and downloadable. The library’s collection of electronic books is growing. It is said that ‘the most important development in literature in the world after Guttenberg is the e-book’ [6]. The aim of the present study was to evaluate the usage of e-resources at the University of Mysore. The paper covers demographic characteristics, computer and Internet usage, types of e-books accessed, the purpose of search, and duration of e-books use. E-books provide easy and instant access to the content and are convenient to read and browse. The findings of the survey reveal that the e-books of Springer, Taylor & Francis were used the most. Reference e-books were used very frequently. A lack of awareness together with acquisition costs seem to hinder usage of e-books.

ARHIVSKO ZAKONODAVSTVO NA NIVOU BOSNE I HERCEGOVINE

With the entry into force of the Law on Archival Material and the Archive of Bosnia and Herzegovina, the 1987 Law on Archival Activity of BiH has ceased to be valid. The new law, in spite of the fact that it covered the basic areas and spheres of archival activity, also contains certain deficiencies. First and foremost, the law is not fully adapted to the time it was created and intended. The disadvantages of the Law are professional and technical. Professional disadvantages are contained in the fact that the Law did not cover all the very important vocational chapters. Among other things, the issue of materials on new information holders has not been addressed at all, nor is it in any way a busy attitude or rules offered to solve this problem. Also, the issues of technical and technological protection of materials (microfilm, scanning, etc.) are not covered at all. The law does not cover the problem of war production of registry materials and its protection, which is of great significance for the reconstruction of our close past due to the time and circumstances in which it was created. There is also nothing to say about the need for conservation and restoration of archival material. The provisions of the Law did not deal with the field of ordering and archiving in the archives. In addition, the law does not provide answers to many areas of archival profession: the issue of training of staff and their professional training and the pursuit of vocational qualifications, then issues of cultural promotion activities, issues of use by foreign citizens, etc. Some of the identified shortcomings in the law can be replaced by the adoption of the foreseen subordinate legislation. However, the Law on Archival Material and the Archive of Bosnia and Herzegovina should have been much more content and systematic, which would create the possibility of more adequate resolution of many professional issues at the level of Bosnia and Herzegovina and its administrative part.

Nauki teologiczne na uniwersytetach europejskich mają już wielowiekową tradycję i stanowią odzwierciedlenie znaczenia „universitas” w wymiarach uczelni wyższej. Obecnie w Europie wydziały teologiczne funkcjonują na kilkunastu uniwersytetach państwowych – poza Niemcami istnieją m.in. w Wiedniu, Pradze, Bratysławie, Strasburgu, Salzburgu, Innsbrucku, Grazu, Zagrzebiu, Splicie, Fryburgu, Ljubljanie i Kownie. Natomiast w Polsce myśl o powrocie wydziałów teologicznych na uczelnie państwowe odrodziła się na nowo dopiero wtedy, gdy pozwoliły na to przemiany demokratyczne obejmujące Europę środkowo-wschodnią, czyli po roku 1989.

Conceptual approaches to the definition of the term «fact»

Different significant features, which correlate with the word «fact», are actualized through the peculiarities of the notional system of different branches of scientific knowledge. There is no single common scientific interpretation of the term «fact». The purpose of the research is to investigate the semantic structure of the term «fact», to formulate and substantiate its definition. Definition wording of the social-communication term «fact» involves identifying its taxonomic relations: the place of the notion among other notions and semantic (hierarchical, causal-consequential) connections between them, realized through the logical systematic of the notion. To detect essence of the notion of «fact» should be investigated universal properties and relations of objective realization forms of this phenomenon– the general structures which build categorical scheme. The theoretical and methodological basis of the research consist of scientific theories and concepts which form the fundamental scientific positions in philosophy, social communication, mass media, terminology. The philosophical theory of cognition generates factual concepts by studying the processes of obtaining knowledge about the essence of things, natural and social phenomena. The basic platforms of philosophical generalizations concerning the epistemological nature of the facts include: correlation of objective reality and language; dependence of human cognitive activity and language creation; the relations of objective reality and judgments about it. The social and communication aspects of the factual concepts are focused on the investigation of the functional characteristics of the fact in mass media creativity and editing, correlation of the fact with the objective reality and human consciousness. Specificity of the study requires the use of basic notions of the theory of the term, application of methods for terminological analysis: analysis of the semantic structure of the term «fact»; detection of the term relevance to the requirements of uniqueness and accuracy; establishment of the term signifies; categorical analysis of the notion. By creating a system of knowledge about the essence of the fact it is possible to provide modeling of social-communication term «fact»: the establishment of significant properties, connections and relations, allocated in notions definitions which are related with notion of the fact by generic-species relations: genitive notion – fact, specific notions – phenomena, processes, events. The semantic structure of species notions includes the meaning of «changing a particular object». This changing is a factor of the cognitive process and their transference to the consumer of information by means of social communications is a component of the knowledge management system since it is conscious and purposeful. Comparison of the logical relations between notion of «fact» and notions, which are connected to it by causal-consequential relations, is relevant. Social-communication notion of «fact» has close causal-consequential relations with the notion of «information»: the fact is an origin of information in a diversity of interpretation versions. Changes in space and time lead to appearance as a consequence of, which is reproduced by sign equivalents of a particular sign system. Conducted research makes it possible to conclude that for the social communications sphere we consider the following scientific definition to be reasonable: the fact is an obvious change of the objective reality in space and time, objectified and interpreted by the system of social communications for human cognitive activity. The fact reveals a complex, systemic phenomenon, realized in space and time and manifests in the triad of interconnected and interdependent signs, which have epistemological, dialectic, social and communicative aspects.

PREUZIMANJE I OBRADA NESREÐENOG ARHIVSKOG FONDA OPĆINSKOG JAVNOG TUŽILAŠTVA BUGOJNO

The multi-year process of judicial reorganization in Bosnia and Herzegovina has led to the establishment of the Cantonal Prosecutor’s Office /Prosecutor’s Office of the Central Bosnia Canton / Central Bosnia Canton and the termination of the work of seven (7) municipal public prosecutors’ offices. Following the reorganization, the Cantonal Prosecutor’s Office / Prosecutor’s Office of the KSF / KSB handed over the registry and archives of the municipal public prosecutor’s offices to the Cantonal Archive Travnik, predominantly in an unhindered condition. The archives of the municipal public prosecutor’s offices represent an extremely important archival material created in the socialist period, especially from the aspect of social, cultural and practical significance. Although the legal obligation of the owner of the archival material, the transfer of archival material to archival institutions in a state of solid state, in this case it was not possible to do so with the holder, and because of the importance of archival material, we agreed to take archival material in such a state. In this we present our experience of the importance of taking over and processing an unarranged archival fund, the Municipal Prosecutor’s Office Bugojno, which was a great challenge and a difficulty because it was regulated by the method of provenance and re-establishing the order of documentation. In the Archives, about 7 (seven) meters of archive records were taken from 1977 to 2004.

The application of methods of social network analysis in bibliometrics and webometrics. Measures and tools

The author describes in the article the use of social network analysis (SNA) methods in the field of bibliometrics and webometrics. Although the beginnings of the application of these methods in various fields took place several years ago, their adoption in bibliometrics and webometrics still has not achieved popularity. While in foreign publications attempts have been made to use SNA methods, e.g. for the analysis of co-authorship networks, the results of Polish national bibliometric studies boil down mainly to tabular forms. The first part of the article briefly introduces the reader to the world of SNA issues. Next, the author proposes possible interpretations of SNA measures in bibliometric applications. The article concludes with an example of the practical application of selected SNA measures used for data from the national bibliographic database, CYTBIN. The proposed visualizations make it possible to discover relationships in the data analysed which would be difficult, if not impossible, to be noticed in a traditional tabular forms.

The Importance of the Romanian Library of Freiburg for the Romanian Exile in the Context of the Beginning of the Communism and the Sovietisation of the Romanian Society

One can notice a growing interest regarding the discovery and the highlighting of the forms of cultural resistance in the 1950-1989 period, especially the highlighting of the importance and significations of the post-war Romanian exile, in the communist period, based on the conservation and development of the interior existence together with keeping the modernist reaction regarding the autonomy of the aesthetics to its political insubordination.The Romanian Library of Freiburg constitutes an essential starting point in highlighting the types of cultural resistance of the exile. The Romanian cultural exile begun at the start of the 50s in Romania, when the persecutions of the intellectual elite orchestrated by the political regime also started. This article aims to analyse the historical and political context of the appearance of the types of cultural resistance that determined the appearance of cultural associations in the diaspora as a response to the censorship, with a review of the types of associations and cultural institutions that appeared as a form of protest and preservation of Romanian cultural values.By correlating studies from interdisciplinary fields, we can reunify the image of Romanian exile and its main directions, reconsidering the role of cultural institutions in the context of the transformations of the communist period.

Information Literacy of Library Science Students at the Faculty of Philosophy, University of Sarajevo

This paper analyses information literacy competencies of students at the Department of Comparative Literature and Library Science, Faculty of Philosophy, University of Sarajevo that offers bachelor's degree and master's degree in library science. Survey on information literacy competencies of library science students at the Department was realized by the online questionnaire for self-assessment that was developed on the basis of Permutation Model Components with the purpose to obtain insight in student’s perception of their information literacy competencies, to detect to what degree students improve their information literacy competencies and confidence during studies and what possible difficulties they face in this process. This is particularly important considering that there is no separate information literacy course adopted in Departments curricula but the information literacy related content is offered and taught in different courses. Analysis expectedly reveals that in general students feel confident in their information literacy competencies, that their information literacy competencies progressively improve during their studies, but also that students consider that the introduction of a stand-alone information literacy course would greatly contribute to the simpler and faster improvement of their information literacy competencies.
