If recent debates have centered around the irregularization and border securitization against non-EU migrants in the EU (Jansen et al., 2015), especially in the context of the “refugee crisis”, less attention is paid to the irregularization of migration of EU citizens, such as Europe’s Roma minorities (van Baar, 2014a; van Baar, 2015). The paper aims to critically interrogate the processes of securitization, irregularization, criminalization and nomadization of recent Roma westward migration in Europe. By discussing the cases of France and Italy’s “securitization packages”, I will show that the “excessive mobility” of Central and Eastern Europe (CEE) Roma is not the result of their alleged nomadic lifestyle but rather the outcome of policies of expulsion and “voluntary return schemes” put in place by Western governments. These policies reinforce the status of “third-country nationals” for the CEE Roma (although they are citizens of EU member states) and deepens the socio-political exclusion at a time when the European Commission (EC) and member states have put in place social inclusion policies that should have enhanced their European citizenship.

This paper focuses on the multiple influencing of the individual and societal wel-being by both economic and non-economic social factors which stimulated the development of some composite-aggregate indicators centered on the specifics of social justice and the quality of life. Harmonizing the psycho-sociological, economic, and political theories regarding quality of life with a new, wide statistical database (synthetic, global indicators) opens actual opportunities for correlating sectoral social policies at global level, right at the time of their design. So, specific indicators were developed for social justice, equal opportunities, and inclusion, etc. in the framework of some database accessible in real time to all member countries of the EU. In fact, the presence of synthetic/output and aggregated social indicators (social inclusion, social justice, happiness, etc.) measures the impact of the social policies on the individual/societal wel-being, and as regards life satisfaction of the individuals within a community (Precupeţu and Voicu M. 2005, Zamfir E. and Magino 2013). These indicators can measure not only the current state, the simple static presentation of the situation in the living conditions of the population, but also its dynamics over time, as continuous process of changes and improvements brought to the quality of life. Maslow’s pyramid of needs, the general systems’ theory, sociologic and anthropologic functionalist and structuralist theories, as well as the modern life satisfaction theories become explanatory theoretic milestones for supporting interactive and balanced policies. Moreover, only by the mutual determination and inter-conditioning relationship of the sectoral policies supported by multiple social indicators, the general changes over time might be evaluated for the quality of life.

This article reviews the regulations of the pension laws in Romania over the postcommunist period. It aims to analyze the implications of these regulations and the changes that occured over time. The pension law of 2000 was passed rather late, the one in 2010 can be considered less necessary, while the most recent of 2019 includes a major modification by equalising pensions for women and men with the same work record.

The main objective of this study is to analyze the situation of school abandonment in Romania, by classes, residence and gender. Also, the individual, school, social and economic factors that influence the pupil to leave school are followed. School abandonment is more a process and less an event in itself. Social inclusion and equal opportunities are the main solutions to tackling this social problem. Early school abandonment is both an individual problem and of the society as a whole, which is why social prevention and target policies need to be carefully considered. Also, an increased attention is paid to schools of arts and crafts, which have a major influence on the prevention and preventing school dropout.

Anthropologically speaking, culture, by and large, marks the opposition culture vs.nature giving specificity to the human being way of existence. Cultural facts – knowledge,techniques, institutions, ways of behaviour, visions upon universe – sign of the culture’s unity have an “acquired” character, they are created by the human kind and independent from the biological laws, they are not known outside the human being. They represent a new environment, different from the natural one. This new environment (equally material and spiritual) interposes between man and nature and among people within a collectivity; it moulds the relationship of the human being with the self and it is the result of the synchronicity of the relationship of the human being with the society.

The concept Health promoting universities implements the World Health Organization's strategy for holistic approach towards health in the higher education system. The aim of this article is to review the development and implementation of the "Health promotion universities" initiative internationally. Methods: A review of the available literature was carried out for the period 1995 - January 2020 with the following key words: health promoting universities, healthy universities, networks, historical development. Inclusion criteria for the sources have been defined. Results: Based on the search 86 sources have been found, 51 of which comply with defines inclusion criteria. More than 300 European universities and more than 1000 higher educational institutions from the world have endorsed the principles of health promoting universities. National networks of health promoting universities exist in 6 European and more than 10 countries in North and South America, Asia, Canada, Australia and New Zealand from the start of the movement. Conclusions:The initiative is developing successfully and is proving a growing interest globally, but has not been adopted in the strategy of any Bulgarian higher education institution.

The purpose of this article is to develop a methodology for risk analysis by transforming structures. A methodology for risk analysis is proposed by transforming structures based on existing links between the system description through a block diagram, a fault tree, and an event tree. Risk analysis of risk techniques by fault tree and event tree provides an unambiguous relationship between element parameters and parity of equivalent elements describing a system or a subsystem. An example of risk analysis by transforming structures is presented, according to the proposed methodology applicable to risk identification, including transformations between block diagram and fault tree and event tree, as well as variants to determine their risk (at accepted value of damages), according to acceptances made. A methodology has been developed and examples of risk analysis by transformation of structures are shown.

The purpose of this report is to examine and analyze models for measuring the benefits and return on investment of corporate training. It is a matter of creating and executing a solid strategy. The results of the report show that measurements, including ROI, are determined by the training and business needs of the company. This report contributes by examining and analyzing the measurement models of Kirkpatrick and Phillips' learning outcomes in the light of eLearning, as well as the methods for assessing the quality of eLearning content. The contribution of the report to research is that it can be used as a basis for exploring a more robust methodology for measuring e-learning outcomes.
