Using smart people to build smarter:

Using smart people to build smarter:

Author(s): Brian Fabrègue,Léo J. Portal,Christopher Cockshaw / Language(s): English Issue: 01/2023

Smart cities have been heralded as new powerhouses of economic growth and their capacity to fill this promise strongly depends on how attractive they are to highly skilled people. In fact, talented professionals can be regarded as their precondition and the fuel of innovation. In this article, we try to articulate how outstanding smart cities have managed to consolidate and retain a highly skilled graduate workforce. To this end, we analyse recent institutional developments in the cities with smart ambitions that achieve the highest smartness scores and compare them to parallel developments in those that obtain the lowest scores or no score across four countries: Belgium, Denmark, the Netherlands and Poland. Taking from theories of economics of agglomeration and urban economics, and following a careful review of the relevant literature, we first highlight reasons that draw highly skilled workers to a smart city before identifying the cities which have proven most able to capitalise on them. In line with existing theories, this article finds that cities which enjoy greater administrative autonomy tend to successfully use this leeway to implement pro-growth policies and amplify them via a regulatory setting that itself encourages business development. Hence, our conclusion provides recommendations towards a pathway of reforms for smart cities willing to authorise more comprehensive policies in order to boost their attractiveness as locations of employment and reach their stated objectives.

Ekoglottodydaktyka? Analiza treści podręczników do nauki języka angielskiego jako obcego w świetle założeń krytyki ekologicznej

Author(s): Alina Mitek-Dziemba / Language(s): Polish Issue: 31/2022

The article is aimed at providing the theoretical background for the foreign language (ESL) environmental education, which is sought in the early manifestations of the environmental movement, as well as presenting the main assumptions of ecological criticism as a benchmark for the educational practice whose major objective is to instil environmental awareness in students at the time of the climate crisis. The second part of the paper includes an analysis of environmental contents in Polish schoolbooks used in the ESL classroom at intermediate and advanced levels. The authors’ decisions regarding the presentation of ecological topics and climate change issues are then investigated in terms of its compliance with ecocritical claims and its support of activist and emancipatory attitudes. The analysis seeks to indicate the best methods and ways of pursuing critical environmental pedagogy which would be able to rise to the challenges of the Anthropocene.

Tematyka ekologiczna w słowackim Państwowym Programie Nauczania dla szkół podstawowych (drugi etap edukacyjny)

Author(s): Anita Račáková / Language(s): Polish Issue: 31/2022

In her article, Anita Račáková analyses how the Slovak State Educational Program for the 2nd level of primary schools incorporates topics related to climate, or, more precisely, to issues of the environment and its protection. Račáková enquires whether these topical issues have been addressed in the Program, in which educational areas and subjects they are handled, and in what form and to what extent. Her analysis shows that ecological and climatic topics have a dual status in programs for the 2nd level of primary schools. They are part of compulsory extracurricular education in the areas of Man and Nature, Man and Society, and the optional cross-sectional subject Ecological Education. These topics are also incorporated into the educational areas of Man and Values, Language and Communication, where they are used as a tool for developing the personality of students.

Възможности за развитие на културния туризъм в област Стара Загора

Възможности за развитие на културния туризъм в област Стара Загора

Author(s): Angel Sherilov / Language(s): English,Bulgarian Issue: 1/2017

The history of Stara Zagora determines some of the most remarkable features of its identity. Today Stara Zagora is a logical consequence of the intertwining of different historical epochs of the past eight millennia. Every era has created certain tangible and intangible traces, spatial structures and cultural models, source of inspiration and knowledge for today. In recent decades, historical sites and their full expression is recognized as a factor in economic development. A similar idea becomes reasonable storage and modern interpretation of history, an important challenge for the Municipal Development Plan of the Municipality of Stara Zagora. Prehistory left the Bereket mound, representing the largest prehistoric structure in Bulgaria and the Neolithic dwellings, which are a unique source of information about lifestyle before eight millennia. Material historical sites and various cultural patterns were formed in time. It is the understanding that the legacy goes beyond the framework of legally defined cultural values, that is, objects placed under legal protection. Particularly relevant is the theme of the economic significance of the cultural heritage, seen as a prerequisite for the development of the tourism sector and its associated service functions. Attractiveness of cultural values, combined with planned and built adjacent environment, create a tourist product which is high in quality.

THE IMPACT OF EU’S ENVIRONMENTAL REGULATION IN ITS PERIPHERY

Author(s): Mihai Dănilă / Language(s): English Issue: 1/2023

The European Union’s desiderate of fully decarbonization until 2050 led to the adaptation of a comprehensive regulation that set ambitious environmental targets. EU’s vision regarding the energy transition is very well expressed through its programs and policies. Currently, European Green Deal and NextGenerationEU mechanism are ambitious strategies that can make the EU’s desires for a sustainable future reality. The first strategy intends to transform the European Union into a modern, green, and competitive economy and to decouple from fossil fuels. The second case refers to the recovery plan that follows to restore the EU’s economy affected by the Covid pandemic. This plan, recently adopted, among his directions, had proposed reforms that make possible the green transition. How do these efforts affect the EU’s neighbourhood in their climate action? Is there substantial evidence that shows the European Union’s influence in shaping the environmental regulation of EU’s neighbours? This article aims to answer these questions using a comparative analysis that includes two EU neighbours, Georgia and the Republic of Moldova. This analysis follows to measure the influence of the EU’s environmental efforts among its neighbours and explore those factors that favor this process. The results of the comparative analysis will be interpreted using the theoretical framework from the Europeanization literature.

Odra. Dlaczego tak jest? I co dalej? – zamiast wstępu

Author(s): Marek Zawadka / Language(s): Polish Issue: 92/2023

The Oder river remains a constant issue in the field of journalism as well as political and economic emotions. The article attempts to organise the discussion on the Oder as a waterway and to display the solutions that can initiate the debate about the future of the river. This issue generates plenty of myths and incomplete statements as the Oder is a river that everyone talks about but very few actually care about it. This can be said both when it comes to the quality of the water and its adjustment to the modern water management in the context of the environmental changes.

Author(s): Petya Dimitrova / Language(s): Bulgarian Issue: 3/2023

Applying nature-friendly solutions is key to adapting cities to climate change, mitigating the ongoing destructive processes and achieving sustainability over time. The main questions that we should consider are related to the expansion of cities, the ways of their adaptation to the rapidly changing environment, as well as the already implemented projects and their future. Adaptation through the application of environmentally friendly solutions and new technologies does not sound like an alternative, but the only way to achieve a longer-term sustainability. All this, of course, would not be possible without a change in the behavioral attitude of society.

Потребност от сигурност и стратегии за справяне със стрес при участници в ХХXI българска антарктическа експедиция

Author(s): Tatiana Iancheva,Doychin Boyanov,Nikolay Panayotov / Language(s): Bulgarian Issue: 5s/2023

There is a growing interest in the behavior, psychological changes, and stress management of polar expedition members in the specialist literature. The need for security as the primary motivation of the individual is one of the personality parameters that significantly influence behavior strategies and the adaptation process, especially in situations of potential threat, tension, and risk. The present study aims to investigate the need for security as a basic motivation of the personality, the primary stress factors, and the preferred coping strategies of the participants in the XXXI Bulgarian Antarctic Expedition on Livingstone Island. The study involved 28 participants from the XXXI Bulgarian Antarctic Expedition aged 33 to 71. 1) Methodology for the study of the need for security in the behavior of the individual – Bulgarian validation of the test by A. Velichkov et al. 1998; 2) Coping Orientations to Problems Experienced scale (COPE – 1, Carver et al. 1989), adapted for Bulgarian conditions (Georgiev et al. 2003); 3) Methodology for investigating the sources of stress in participants in Antarctic expeditions. The majority of participants had a low level of need for security. Significant differences were found according to the level of need for security regarding the Climatic conditions and work mode stress factor. Prior experience significantly influenced preferred coping strategies, Climatic conditions, and work mode stress factors. The results can support adaptation and adequate preventive actions to reduce psychological distress in participants.

Diversity of Cultural Landscapes in the Geographical Space of the Korçë Region as an Embodiment of Regional Identity

Diversity of Cultural Landscapes in the Geographical Space of the Korçë Region as an Embodiment of Regional Identity

Author(s): Arben Belba,Amarildo Shallas / Language(s): English Issue: 1/2023

Man and the environment constitute an inseparable binomial. Images of their coexistence in a given geographical space are reflected through natural and cultural landscapes. While nature has “painted” the landscape with wide brushes, through the mountains, plains and hills between them, the human hand has emphasized the “tonalities” of painting the traces of its activity. Man has given his identity to the space lived and administered by him. His culture is naturally reflected in Herskovich’s definition of “as a man-made part of the environment.” At the same time, cultural landscapes show regional identity, as a perception that human society has made of the opportunities and constraints that the environment has provided for it.

KEY ASPECTS OF STRATEGIC INFRASTRUCTURE DEVELOPMENT

KEY ASPECTS OF STRATEGIC INFRASTRUCTURE DEVELOPMENT

Author(s): Hristo Grozdanov / Language(s): English Issue: 1/2024

The strategic infrastructure is the backbone of every transport network. The development in the last several years changed its course following the geopolitical situation and the enormous growth of electrical and self-driving cars. It is no longer enough to connect borders, we need to connect them in a certain way to ensure that the transport from one country will not face difficulties to the final point. For example, in the current situation if we travel between the farthest points in Europe we will cross different roads, with different characteristics and different rules, but we will reach the final point. If we consider traveling with the electric car it will be impossible as we will need a charging station every few hundred kilometres. To meet society's needs we need to reorganize the ways we are thinking of the strategic infrastructure.

The Place of Women in Environmental Management and Sustainability in Nigeria

The Place of Women in Environmental Management and Sustainability in Nigeria

Author(s): Umezurike J. Ezugwu,Enyimba Maduka,Emmanuel Efem Etta,Samuel Aloysius Ekanem,Ushie Thomas Egaga / Language(s): English Issue: 2/2024

In this essay, we contend that the relationship between human society and physical environment is not gender neutral, as men and women are treated inequitably. There exists an inequitable binary structure between the two polar values, as human society often exploits and degrades the environment, and women are undermined in various occasions. The role of women is undermined in environmental management and monitoring. Our strategy in dealing with this issue of negligence would be to expose the misconception that women have little or nothing to contribute in environmental management beside biological reproductive roles, and activities such as cooking, washing, fetching firewood and nursing of children. We will also show the negative impacts of these forcefully assigned female duties on the climate, and how this leads to pollution, which in turn, obstructs the biospheres (plant and animal species). Using the principle of complementarity, the paper insists on the need to eradicate all socio-culturally perceived superlative attributes of distinction between human society and environment or masculinity and femininity. The paper calls for mainstreaming of gender perspective, expansion of women’s opportunities and participation in environmental management, at all levels, for environmental sustainability.

Interpretacje indywidualne przepisów wydawane na rzecz przedsiębiorców korzystających ze środowiska w ujęciu krajowym i unijnym

Author(s): Artur Żurawik / Language(s): Polish Issue: 2/2024

In many cases, economic activity interferes with the environment. Sometimes it is an activity involving the exploitation of its natural resources. This means, among other things, the obligation to pay various fees. However, the regulations that introduce them may be vague to entrepreneurs to varying degrees. In turn, failure to fulfill statutory obligations may lead to negative consequences, including administrative, legal and financial ones. It is therefore paramount to understand individual regulations so that all obligations imposed on business entities can be fulfilled. Undoubtedly, systematization and dissemination of knowledge about individual interpretations made by relevant authorities and state organizational units will protect entrepreneurs against the negative consequences of failure to comply with the standards introducing orders to pay public dues.

Transformacje na rynku pracy – aktualne problemy oraz propozycje rozwiązań

Author(s): Maciej Ekert / Language(s): Polish Issue: 22/2024

The article aims to address the issue whether the Polish legislation on employment promotion and labour market institutions requires a reform. Economic processes, which can be observed worldwide and which will substantially impact the labour market, including the one in Poland, are currently underway. The paper also aims to introduce the readers to the concept of A Just Transition. The article compares foreign approaches to Polish legal regulations with respect to conducting active labour policies, promoting employment and safeguarding employees exposed to negative effects of transition. The article argues that Poland is not ready for the present changes arising from climate, digital, or demographic transformation. The findings should facilitate the development of suitable labour market policies in this area.

Fantastyka przełomu XIX i XX wieku w służbie edukacji polonistycznej na rzecz kryzysu klimatycznego

Fantastyka przełomu XIX i XX wieku w służbie edukacji polonistycznej na rzecz kryzysu klimatycznego

Author(s): Dariusz Piechota / Language(s): Polish Issue: 33/2024

This article is an attempt to introduce into school teaching the practice of re-reading the canon from an ecocritical perspective, and taking into account new texts raising the issue of global warming. The author suggests including fantasy from the turn of the 19th and 20th centuries, in particular the forgotten works of Antoni Lange, into the curriculum. Works such as New Tarzan and The Memorial of Dr. Chiang-Fu-Li may become an impulse for reflection on the nineteenth-century sources of the current crisis. Paradoxically, fantasy prose at the turn of the 19th and 20th centuries, read from an ecocritical perspective, reveals the aesthetics of modernism in the new, paradoxically realistic setting of the Anthropocene. Apocalyptic images seem extremely compatible with the contemporary realities, and constitute a kind of intergenerational parallel (19th–21st century).
