Między mimikrą a rebelią. Pejzaż (post)kolonialny regionalnej literatury

Mikołajczak looks at postwar regional Polish literature – especially the literature that originates in the so-called recovered territories – from a postcolonial perspective. Her point of departure consists of two related assumptions: first, that the relationship between regional works and the historically variable political and cultural centre plays a key role in the mechanisms of these works’ creation; and second, that the development of these works is steered by a tension between regionalism’s tendency towards the universal on the one hand and its tendency towards differentiation on the other hand. These opposing tendencies also inform the positions of ‘mimicry’ and ‘rebellion’ that recur in different stages of the development of regional literature, representing a compensation for the weakness that results from the conditioning of centre and periphery.

This article traces the development of urban activism centered in the area of inner Nicosia (focusing on its southern part) in the last two decades. It provides an overviewof the main alternative social and cultural practices in the city through a discussionof meaning attribution by various different groups co-existing, sometimesconverging and sometimes diverging but expressing directly and indirectly in variousways and forms their dissent from the mainstream ideologies. The focus is on specificinitiatives and small social movements contesting existing institutions, structures andprocesses such as the division of the city (and country), consumerist lifestyles etc andengaging in semiotic struggles over the definition and interpretation of the city andthe right to it. It thus offers an account of the development of an open communityrooted in inner Nicosia formed on the basis on social networks and cultural traits asthese have been constituted through specific radical politics and ideational frames.The analysis stands at the intersection of social movements, urban studies and communicationwhile the primary methodology is ethnography. It adopts a historicalperspective examining the key processes under way at the turn of the Century inthe city of Nicosia and then discusses explicitly two particular forms of cultural andsocial contestation that have emerged in 2009-2010 and 2011-2012 arguing that theirunderstanding must be based on the genealogy of events and dynamics that precededtheir emergence.

This article examines the practice of female genital mutilation in the Republic of Dagestan. The secrecy of this issue requires empirical analysis. We aimed to review the data of empirical research in the Republic of Dagestan. The results of the study allow to reveal the problem of the existence of female circumcision in the Republic of Dagestan, to learn about its prevalence, causes, purposes and types. In the article the focus is on the conceptual understanding of sociological, anthropological and cultural concepts used to describe the causes and determinants of the problem. In this article analysis is focused on the general theoretical concepts of control of women’s sexuality. Female genital mutilation (FGM) practice is rooted in religion beliefs and patriarchal attitudes within a frame of sexual and mental oppression of women such as control of women’s sexuality. For many girls, undergoing FGM, it is a traumatic experience that may adversely affect their physical and mental health. This article intends to investigate the religious and socio-cultural determinants of FGM practice. It draws examples from communities in Dagestan that practice FGM as a rite of religious initiation and a symbol of belonging to the tribal community. Religious leaders (traditional Islam and Salafi) try to preserve and popularize the hidden tradition of female circumcision, citing contradictory religious sources.

If the International Criminal Court (ICC) can not prosecute leaders who committed war crimes, it will be the end of justice and system for the international community. This study, examines both the efforts of international community to prosecute Assad, who committed war crimes in Syria, in the ICC, and the Russian factor in UN Security Council (UNSC), which has the authority for the statute of the international court of justice. The responsibility of Assad has been watched for a long time due to his crimes against humanity and war crimes in Syria. It is also vital that the General Secretary of UN declared that Assad committed crimes against humanity and war crimes and he must be prosecuted. In this regard, it is crucial how to prosecute Assad, because Syria has not ratified the Rome Statute of the ICC, so, just the attempt of the ICC Prosecutor for the jurisdiction over Assad in the ICC is inadequate.

For the economy, it is a general truth that capitals and investments tend towards countries having low risk ratios and closed to market. Investments can be relatively less depending on the risks and other factors in different regions. However, it is possible to develop the regions with low economic standards by minimizing the risks. For this purpose, SMEs and entrepreneurship should be encouraged and supported locally and regionally. Thus, by resolving the economic development differences between regions including financially supported areas, the regions can be kept at reasonable and acceptable level. In this study, some implementations on improving conditions and removing barriers to entrepreneurs in underdeveloped regions economically and socially in Turkey and EU through incentives and supports will be explained.

The 1980s, when the public relations departments in the public administration sector of Turkey have started to be organized and based to legal grounds and gained corporate identity, underlines a period when important transitions has occurred in public sector in the world. This transition that is experienced in the Turkish Public Sector through the impact of globalization has manifested itself by several structural changes that occurred in public relations departments in Turkey. This condition which is encountered in an environment where the judicial organization is not sufficient and that the public administrators exhibited a somewhat problematic opinion toward the public relations phenomenon seem to lead to a detrimental impact in settlement of public relations disciplines and hence on its related employees. In this study, the sources of problems that are currently experienced in public sector are discussed and the issue of what kind of solutions should be applied in order to reconstruct these departments are discussed.

The article continues the series of observations related to the problem of identity construction among the East European emigrants/immigrants “in the West” (Europe and USA) before and after the “democratic changes”. It presents the second case (the first one was published in the first volume of the thematic issue “The Road I-II” of the journal “Bulgarian Ethnology“) which analyses materials from the United States. The study examines an example of “successful” immigrant from Bulgaria in USA who constructs his identity and a number of aspects of his life on the basis of the Russian national narrative. If the Estonian case demonstrates an identity constructed on the basis of national narrative founded on folklore (pseudo-folklore) sources, the present case shows a national narrative constructed on the basis of the Russian history, classic literature, art and so on, i.e. based on the Russian “high culture”. The study is based on long-term observations and particular fieldwork conducted in 2015-2016 in New York and Long Island, USA.

The Transformation of a Religious Site. The Rock Church of St. Petka in the Town of Tran: between the Religious Cult and the Tourist Attraction

The focus of the research is St. Petka Rock Church located in the town of Tran, near the Bulgarian-Serbian border. This religious site is related to the strong and vigorous local cult of a saint who is well-known in the Balkans, St. Paraskevi-Petka. The cult is supported by an interesting local legend according to which St. Petka lived in that same small cave within which the church is situated today. Because of this,St. Petka is considered the patron saint of Tran and its inhabitants. The religious site and the specific cult of St. Petka in the past, as well as today, play an important role in structuring the religious life of the local community and constructing its identity.Proceeding from the historical presupposition and formation of St. Petka’s cult in the region, this article aims to examine some of the characteristics of the development and function of St. Petka Rock Church as a site of worship, as well as to study the changes which have occurred in the last two decades when the religious site was recognized as a site of cultural heritage and a resource for the development of local tourist products in the context of local sustainable development.

FROM IRREDENTISM TO STATE DISINTEGRATION: GREATER SOMALIA DURING SIAD BARRE REGIME (1969-1991)

‘Greater Somalia’ refers to the union of the five regions inhabited by Somali people under the same state. For decades, and especially since colonization, this idea has tried to unify the different Somali peoples in the Horn of Africa: Italian Somalia, British Somalia, the small enclave of Djibouti, the Ogaden and Haud (under Ethiopian rule) and the Northeast border of Kenya. The pansomalist objective has never been fulfilled despite Mogadishu's repeated attempts to integrate all these territories. The last attempt was the so-called war of the Ogaden (1977-1978) driven by the dictator Mohammed Siad Barre, who was defeated. Despite the disaster, the dream of Greater Somalia has remained active for several years. However, the fall of Siad Barre in 1991 and the disintegration of the state of Somalia erased at one stroke the pansomalist aspirations. Finally, the purpose of this article is to analyze the unifying aspirations of Somalia from the Ogaden War to its total disintegration and the strategies promoted by this government until its fall in 1991. The Research methods includes the analysis of historic resources, such as the Constitutions of Somalia and different previous articles and books related to this topic.

This study sets oneself goal of focusing the attention of the authorities on the respect and the protection of the rights of autochthones of the urban areas. Indeed, the urbanization of the many countries, such as Ivory Coast, was made by infringing on the rights, especially on the right to collective ownership, on the rights of the natives of the chosen geographical areas. With regard to this historical injustice put the United Nations in 2007 an instrument of the protection of the human rights of the indigenous communities. In spite of this progress of the international law, some people are victim of abuse of power. The example of the Alladjan, natives of Abrogouaman in Abidjan is evocative. The investigations held at the headmen of this locality and at the population, as well as the documentary retrievals revealed that the right to the collective ownership of this people is denied by the authorities of the Ivory Coast. This state of affairs is a break on the improvement of theirs social conditions and a threat to their survival, things which it is important to repair.

Five international expedition of the project “Cave research of the Holy Mountain Athos – Greece” took place in 2016 and 2017. This phase of the project was organized by the Bulgarian Caving Society (BCS). The explorations were focused in the surroundings of Bulgarian Orthodox Monastery „St. Georgi Zograph“. 46 natural and artificial caves with total length were explored and surveyed. 32 of them were artificial. From a functional point of view, artificial caves are divided into 4 categories: Water collection galleries Kariz, Ganats; Drainage channels; Fountains with tanks attached to them behind water; Tanks. The work analyses the construction of the underground structures. Description of the most important of them is given.

The paper aims to show how a current place can be an embodiment of multiple collective perceptions of cultural reality. Karlukovo is a small village in northern Bulgaria and it is very good example for that hypothesis. On the one hand, it is a popular touristic place for its natural gifts – there is a cave nearby, which is a natural phenomenon for its two holes in the form of eyes on the roof of the cave. On the other hand, “Karlukovo” is a stereotype both for “madhause” and for gypsies. The reason for that is the local mental hospital, which is famous around Bulgarians and is known, that it hosts the most difficult psychological cases. Next to it, for several years the Bulgarian media spread information about crimes, where many houses have been robbed. As half of the local population is migrated gypsies, many people thought that gypsies are the offenders (even that this may not be the reality). On third place, the village is a site for the native’s collective memory, which saves myths, family stories, songs, collaborations, festivals, etc. The locals do not support the narrative of the mental house. For them the hospital is outside the village, it is part of the governmental health infrastructure, and it is just a coincidence that its location is close to the village. This makes them struggling with the common stereotype of the mad house. Yet, for the last 2 years Prohodna cave gains popularity and tourism is growing. The common perception of Karlukovo is changing and getting more and more pleasant. All of this shows how a single site can adopt multiple, inconstant and changeable narratives.

The wild technological advancement since the mid of the 20th century and he progress in research around the earthen field determined new horizons and priorities in the scientific studies related to climate. In the end of the 20th century start the so called “high-frequency studies of the polar radiance”. Those are the American programs HAARP and HPAAS – Alaska, and LIRPU-Porto Rico; the Russian SURA – Nijniy Novgorod, and the EISAT (Norway, Germany, France, Great Britain, Finland, Japan and China) – nearby Tromsø in Norway. The official purpose of those research programs is the improvement of communications, and satellite observation. But in the last decade in the scientific field it is more and more actively discussed that the priority are actually the developments and experimental activities with the so called “climatic weapon”, realizing direct human influence on the climatic conditions in specific parts of the earth surface.

Space is the basic concept of geographical analysis, and the spatial relations established between the different elements of the environment are those that structure the planable territory. On a temporal scale, the European space was shaped by a variety of vectors, which ultimately sought to make the use of the geographical landscape more efficient, implicitly by increasing accessibility between expanding cities, between supply and demand. Accessibility is the main "product" of a transport system. This determines the advantage of positioning one region over the others (including itself). Accessibility indicators can be defined to reflect, within or outside the region, the transport infrastructure affecting the region. Geographic Information Systems (GIS) are used as scientific and methodological tools for measuring accessibility, monitoring the resulting indicators, identifying spatial disparities and finally finding solutions to support territorial planning.

Recommendations, best practices and key factors of smart city and smart citizenship

Objectives The goal of the paper is to present an overview of current and future-oriented smart city concepts with particular consideration of smart citizenship. Prior work The evolution of the academic references is considered regarding the subject area. Approach Based on a systematically filtered governmental, business and university research corpus, a global insight is synthesised. Results Applying text network analysis, key factors and best practices of smart cities were mapped. The resulted summary provides the future smart city developments and the smartification of citizenship. Beyond, the analysis has explored unexpected essential metaphors from rainforest to backbone providing a specific overview of smart city and smart citizens. Implications The resulted recommendations support the relevant strategy of the future city managements, and also, the upcoming and comprehensive academic analysis. Value The highlighted trends and metaphors contribute to the holistic view of smart city and smart citizenship by specific recommendations.

Human resources are a primary source for development of a country. The importance of social policies and human resources for social development is a matter of particular consideration in today's globalizing society. Social development, human capital, human resources are factors that are related. The problem of the country's social development is a topical issue throughout the European Union. When analyzing the development of social development of the country,several concepts and methods are applied in practice. The aim of the article is to compare the development of social development in Slovakia using a composite indicator. Composite indicators as a tool for ranking objects are becoming more and more popular. The article describes various methods of its construction, their advantages and disadvantages. The construction of this aggregate indicator is based on the application of more complex and multidimensional statistical methods. The result of the statistical survey is a finding of steady growth of social development in Slovakia. The close negative dependence between social development and unemployment is illustrated.

This paper aims to study the factors that determine unemployment in the Arab world. The study utilizes the panel regression method for the time series period from 2000 to 2016. The study tested the impact of many variables on unemployment such as macroeconomics variables,educational variables, labour market variables and besides studying the impact of economic freedom and the financial crisis of 2008. The results show that economic freedom has negative and significant relationships with total unemployment, the male and female unemployment as well. The impact of 2008 financial crisis on total unemployment appeared to have no significant impact on total unemployment.
