Mitmekihiline Setumaa

The article addresses some etymological issues of the place names of Setumaa, which have hitherto received insufficient attention, if any. Those issues include Baltic substrate names. Attention is drawn to those names of Russian origin that reflect sound changes enabling relative dating. The article emphasizes the necessity of a systematic in-depth investigation of the stratigraphy of the whole toponymic material recorded from Setumaa, with a view to obtaining new reliable information on the settlement history of the region.

Urban marketing for smart cities

This article addresses the difference of Place, Image and Branding for urban marketing in Public Management of Ecuador. The government with the aim of planning and making decisions in real time should include the perspective of local governance and the construction of an image for its own country and the international arena to acelereate the local socio-economy development. This conceptual framework was designed to address the relationship between governance, and socio-economic development. The hypotheses proposed for this study were based on good governance and socio-economic development in Ecuador expected by the enforcement of urban marketing in Public Service Management moreover local governments are the key factors for translating investments revenues to sustainable economic development and, urban marketing as successful in terms of theory and practice when local governments are involved in the process as main actor to activate the economy of countries. The methodology used is secondary data sources including various types of books, journal articles, government reports and implementation plans.

Sacred Water Pools of Hindu Sacredscapes in North India

The basic metaphysical frame of life in ancient India, that of sacred water (paviṭra jala) and the notion that “Water itself is life” (jala hī jivan hai), can be illustrated with case studies of two cities. Settled continuously since 1000 BCE, the cities of Varanasi and Ayodhya have been eulogized as the salvific holy-heritage cities in India known for their ritualscapes associated with sacred waters and pools. According to the ancient treatises and tales, there were fifty-four sacred tanks (kunds) and wells (kūpas) in each of these cities, and they became important sites for purification rituals, pilgrimage, healing and festive celebration by devout Hindus. After providing descriptions of the sacred water pools, this essay in part explores traditions associated with a water-pool sacred to the Sun god in both the cities. More broadly, using ancient texts, present participatory surveys, and ethnological narration, the essay considers the long-lived sacrality of water pools in these holy cities and current development strategies involving them.

Casa-Muzeu dedicată profesorului băcăuan Grigore Tabacaru

Built in the middle of the 19th Century, the museum-house in Hemeius-Bacau is an architectural space where the local school functioned for well over a century. The son of priest and teacher Alexandru Tabacaru, Grigore Tabacaru was born in this edifice, which has been included on the list of Historic Monuments from Romania. One of the reasons behind declaring the building a historic monument was mainly due to the personality who first saw the light of day in this place, in the spring of 1883. Grigore Tabacaru outlined, through his contributions of scientific and educational role, to the memorial importance of such an establishment. A second reason is that the Tabacaru family setup a cultural society in Fantanele-Hemeius (1905). The society was endowed with a library, the purpose being that of „learning the village life” by having the villagers read „books corresponding to practical needs, as well as literary books”. The peak of community work was „Tabacaru’s School”, where the Teacher himself „would read to the peasants every Saturday night political, social, economic and cultural news from gazettes”. A last support point, in the logics of memorial interconnections, was the editing of the publication entitled „School. Pedagogic magazine drafted by the members of the primary education teaching staff. Fantanele-Bacau” (1905) – the editorial office of the periodical being housed under the generous roof of the same family. Thus, years later, at the initiative of teacher Petru Juverdeanu and a group of former students of the great Bacau pedagogist, a „museum-house” was setup in this edifice (1971-1972). Seen from outside, the building’s architecture is not an imposing one, that can be classified in one particular style. Functional, from the very beginning for the several tens of children over the years, it will become insufficient for the primary school classes in Hemeius village. The damage of the roof or resistance structure are significant. Still, we subscribe to the title of „museum-house” suggested in the 70s of the previous century by those who wanted to honour the work of one of their kind. Such an approach granted, and at the same time used the memorial value of the objects saved from Tabacaru family. But as with us, the Romanians, a miracle will not last more than 30 years… in the murky years after the „’89 moment” the „museum-house” of Hemeius received another „destination”. Although rightfully registered as „Grigore Tabacaru’s Memorial House, Hemeius” in the Historic Monuments List of 1992, the ground floor was leased starting with 1999. Although the building is considered to be „public property goods of the Romanian State”, everything that was gathered over the years in Grigore Tabacaru museum-house degrades with every passing year…

Ludwik Wawrzynowicz jako organizator życia kulturalnego w regionie częstochowskim

Ludwik Wawrzynowicz was a graduate of the Music Conservatory in Warsaw. He started his professional career in Warsaw as a singer of the Warsaw Opera. In 1902 he came to Częstochowa, where he took the position of artistic director of the "Lutnia" Singing Society and choir conductor. In 1904 he founded the L. Wawrzynowicz Music School in Częstochowa. He ran the facility and was an active teacher for 42 years, until 1946. The school contributed significantly to the flourishing of Częstochowa's musical environment and the city's cultural life. Wawrzynowicz was an animator of musical culture and an organizer of numerous concerts. He has performed as a conductor, pianist, organist and speaker. He was also a journalist and regular music rapporteur for "Goniec Częstochowski" in the years 1906-1939. He also published articles in other periodicals. He was a versatile activist, an active popularizer of musical culture. He exerted a significant influence on the development of the musical life of Częstochowa.

This research aims at specifying the territory and time of the establishment of traditions to decorate women’s shirts with discontinuous supplementary-weft weaving among the peoples of the Volga-Urals region, as well as at identifying the ethnic environment in which these traditions had their roots. Certain ethnographic, ethnoreligious, and ethnoterritorial groups of the peoples in the region acquainted with the tradition under study and the territory of its emergence were analyzed using the historical comparative method and taking into account the history of migrations of these ethnic groups, their neighborhood environments, and major vectors of their interethnic interactions. The results obtained reveal that during the early 20th century women’s shirts in the Volga-Urals region were made following two distinct traditions in using the elements of discontinuous supplementary-weft weaving as a decoration that differed over time and place of their formation. The earliest one is associated with decorating the coarse motley shirt along the lower edge with a sewn-in patterned ribbon made using the discontinuous supplementary-weft weaving technique. Among the Tatars of the Volga regions, this type of decoration appeared by the mid-17th century. In the Bashkir, Udmurt, and Mari costumes, such shirts were the borrowed element. Another tradition, to decorate shirts with supplementary-weft rosettes distributed evenly across the surface, became established no earlier than the mid-19th century within the area where the interactions between the Tatars and Bashkirs took place and where similar shirts were observed in the early 20th century among the Tatars, Bashkirs, Udmurts, and Maris, i.e. in the northwestern part of the Ufa Province and the adjacent northern and western territories. The results obtained can be used for further studies of traditional costumes of the peoples of the Volga-Urals region and their interethnic interactions.

This article presents, for the city of Fortaleza, the result of the indicators of five of the seventeen sections of the standard NBR ISO 37120:2017 - “Sustainable Development of Communities - Indicators for urban services and quality of life" which establishes an international standard of key indicators and encourages communities to become more proactive, ensuring that stakeholders develop and implement a management system suited to the needs of each region. This standard, launched in 2014, defines the methodology for a set of 100 indicators, divided into 17 sections, which address social, environmental and economic aspects of cities. The five sections chosen for this work were: education, health, security, shelter and transport, since they are key areas for the development of any city. Fortaleza's results, in each of these sections, are discussed and compared with those of 58 other cities available through the World Council on City Data (WCCD) database. It is, therefore, an unprecedented study, since there is no related work in the literature for the chosen city. As a result, it can be seen that, of the 31 indicators evaluated in this work, Fortaleza was below the average of the cities certified by the WCCD in 19 indicators, above the average in 7 indicators and it was not possible to calculate another 5 indicators. It is also evident that in all the sections studied there are critical points that must be evaluated by the public power for the treatment and consequent improvement of urban services and quality of life of the population of Fortaleza.

Objectives This paper aims to define the perspectives and peculiarities of optimizing territorial development and increasing sustainability in a smart city context. The importance of localizing the UN SDGs, the increasing popularity of the smart city concept associated with the ICT revolution as well as the need of finding out-of-the-box solutions to resolve the challenges faced by communities make this research scope highly relevant. Prior work The previous research shows that the smart city approach implementation may have sustainability-oriented and sustainability-lacking scenarios. The smart city concept may not always have linear impacts on sustainability. It is needed to further contribute to the scientific discussion focusing on particular smart city cases to provide recommendations for municipalities on how the territorial development can be sustainably optimized. Methodology The paper considers the practical cases of the three smart cities such as Espoo (Finland), Dundee (UK) and Bristol (UK). The literature review, analysis of public sources, case study, and in-depth interviews with the representatives of these cities are used to analyze, in terms of sustainability, the dimensions such as the strategic positioning, advancements and challenges, partnership and stakeholders involvement. Results It is determined that sustainable territorial development has huge potential of being reached and accelerated within the smart city environment. However, unleashing such potential may be threatened by lack of a particular sustainability agenda, misinterpretation of smart city as only a technological issue while the sustainability and inclusivity by-design vectors are missed. Overall, the strategies and practices of territorial development in these cities were considered. The concluding recommendations are likely to be useful for municipal authorities of other territories while intentionally applying smart solutions to reach more sustainable human-centric community development that will be beneficial for the vast number of Quadruple Helix stakeholders.

This paper aims to explain how Russia used the Kosovo-precedent formula in the conduct of its aggressive foreign policy in the last 22 years after Vladimir Putin became for the first time president of Russia. At first it investigates in detail the road to independence in the case of Kosovo and takes a look at the two different theories developed in this context, the special case argument and the theory of precedent. After finding that the Kosovo question is a political rather than a legal one and that the West has failed to explain without any doubt how Kosovo does not set a precedent for other conflicts, it shows how Russia had played the Kosovo card in three defining cases for the aggressiveness of its foreign policy: the recognition of Abkhazia and South Ossetia after the Russian-Georgian War in 2008, the annexation of Crimea in 2014 and the recognition of the two separatist republics in eastern Ukraine, Donetsk and Luhansk, followed by the Russian Invasion of Ukraine. In the end, it demonstrates that Russia had used the diplomatic inability of the West in its own favour, by violating basic international law and threatening peace and security in Europe.

Borders as imaginary or physical lines that serve as elements of separation (exclusion) and unification (inclusion) are widely discussed in fields such as history, international relations theory, international relations history, strategic studies, political science, and political geography, to name a few. Recent advances in the study of border problems have reshaped the conventional research paradigm in the fields of geography and political geography. This is why, in a study on the contemporary meanings of borders co-authored by numerous famous European and North American academics, an analysis of research paradigms, concepts, and future perspectives in border studies is offered. Corey Johnson and Reece Jones see borders as a complicated network of political, social, and cultural influences as long as sovereign states dominate the planet.This article will conduct an empirical examination of the Baltic Sea region's limits during the interwar period. It considers the complexities of borders as a twinning of political, social, cultural, economic, and psychological processes and occurrences, practically all of which are connected to a manifestation of power in its "hard" component. It is referred to as a "hard" border, pointing to the ones that divided Poland from Lithuania, or the Soviet Union from the Baltic States and the rest of the world, and as a "soft" or even "the softest" border, referring to the boundaries of the Scandinavian states during the same time period. As a complement to national ideologies, the notion of political and surveillance checkpoints would be an extension of Anssi Paasi's dual vision of discursive and emotional spaces (encompassing acquisition, exclusion, protection, love, hate, and violence). Liam O'Dowd's case for the need of understanding the history of state-building processes is compelling. While our study will concentrate on state and supranational processes, it will also examine border-related activities at the local and regional levels.

Аутор рада је себи поставио за циљ да сажето прикаже историју, говор и ономастику Банатске Црне Горе. У првом делу рада су подаци о писаним поменима њених данашњих насеља, о времену досељавања Срба на њене просторе и о њиховом пореклу, о српском становништву и о његовом световном и верском животу итд. Други део је посвећен „банатско-црногорском говору“, који је, у ствари, српски архаични, периферијски говор, са незамењеним старим јатом, са бројним фонетичким и морфолошким особинама, са архаичном лексиком и позајмицама у њој из страних језика. Његов трећи део је кратак осврт на „банатско-црногорску ономастику“, која је углавном српска, али има у њој и елемената немачког, мађарског и румунског порекла.

Throughout prehistory, the territories of today’s counties of Shtip and Karbinci as a result of favorable living conditions were inhabited by humans. Of course, despite the well-being of life in these territories, there were various types of dangers that endangered the lives of people and the material goods they created. Therefore, it was necessary to organize protection and rescue, which was performed through the use of various methods and ways. In this way man and his material goods managed to fully or partially withstand the challenges created by the dangers they faced in this time period.
