The Relation between Accountability and the Climate of Service in Israeli Public organisations

The paper discusses the findings of a doctoral research project about the relation between accountability and the climate of service in Israeli public organizations. It used a quantitative approach and targeted a number of 2798 respondents. The research population included managers and employees from six public organizations from Israel in autumn 2018l. The final sample comprised 1036 valid questionnaires. The four hypothesis related to the topic were validated, and a positive correlation was found between accountability and service climate. It should be noted that the organization's “general accountability” showed weak correlation with “service climate”. The conclusions point out that accountability of public organizations and of their employees is perceived as an important factor for enhancing the service climate in the public organizations, for increasing the citizen's confidence and creating public system fairness.

Like any other industry, transport faces major changes. This fact implies risks, but - at the same time – great opportunities for improvement and development. The triggers of change come from area of technology, customer’s fast changing requirements and new industry actors that disrupt traditional business models. This study is aimed to achieve two of these aspects: the requirements of retail customers (contractual conditions agreed with the suppliers of transport for distribution to the stores) and the impact of the new technologies. This article focus is on the main conditions that develops new skills and competencies for service companies and remodels the processes according to new technologies.The current analysis ‘scope is to highlight the future trends of the relations between the customer and the carriers and the additional competences they will have to acquire on the Romanian market. The used research method was contract analysis and interviews with participating companies.

This paper investigates the effect of marketing mix elements on export propensity in Portugal. It focuses on an issue that has not been addressed from the point of view of the producers of wine. The research objectives are: i) to assess the importance given by Portuguese wine producers to the different attributes of wine when they export; ii) identify the marketing mix elements that require adaptation in order to be aligned with the international consumer. Results from a sample of Portuguese wine producers show that there are three main groups of factors that Portuguese producers of wine valued: the intrinsic attributes of wine (alcohol, color, certification and region of origin, quality, harvest year, and bottle closure system), market related factors (price, awards, recommendation, positioning, promotion, and context), and extrinsic attributes (brand image, packaging, and label design). Regarding the extent to which wine marketing mix elements should be adapted or not to international markets the results indicated that only intrinsic elements of the wine should remain standardized, while no definitive conclusions could be anticipated to extrinsic and marketing related elements due to lack of statistical significance.

The Balanced Scorecard (BSC) is employed to develop organizational strategic plan based on problems concerned with efficiency and effectiveness, policy, interaction, allocation of resources, making decision, and creating competitive advantage at every organization's stages and levels. This paper concentrates on two concerns: Initially, by examining how Lebanese government bodies perform their strategies; and second, to what extent the use of Balanced Scorecard is embraced as an instrument to measure the efficient and effective achievements on implementing strategy in public service organizations. Attempting to learn and understand the use of strategy in Lebanese government, this research adopts Balanced Scorecard as a model to evaluate the performance of an organization and its direction and proposal in relation to their goals using four main point of views: fiscal or financial, client, internal procedure, and growth and Learning point of views. The study was performed in four Lebanese governmental bodies; Ministry of Finance, Ministry of Energy and Water, Electricity of Lebanon, and Beirut Municipality. Using quantitative analysis, Data is collected using questionnaire to the degree that the chosen authorities accomplished their goals through the four point of views used in Balanced Scorecard model. The findings indicate that the selected government authorities need to participate more and more in enhancing their fiscal, customer interest, inner procedure, and growth and innovation perspectives. The outcomes will contribute to develop and improve the effective application of strategy in Lebanese government bodies.

The importance of decentralised entities strongly increased in the recent period of time due to a stringent need for effective, efficient and high quality public services (Papenfuss and Schmidt, 2015). The aim of the paper is to investigate the difficulties and challenging of self-regulating techniques faced by state-owned enterprises in the context of contemporary transformations. The research presented in this article is mainly qualitative. By conducting this literature review, our work has achieved a twofold objective of contributing to the current body of knowledge from two perspectives: the debate on the difficulty of including these types of companies in the public or private sector, the governments’ challenges to demonstrate their accountability in the context of state-owned enterprises appearance.

Inefficient utilization of human capital in organizations is one of the main factors leading to low productivity among organizations in Israel (Klein, 2017). One of the most promising solutions for preserving human capital at the workplace and increasing productivity is to increase employees’ motivation. This article examines the influence of organizational politics, while focusing on its impact on motivation in public organizations in general and emergency organizations in particular. In addition, this paper presents ways to preserve human capital in public organizations by increasing motivation while neutralizing the negative perception of organizational politics. First, the paper reviews definitions of the key concepts - organizational politics, human capital, and public service motivation. The paper next reviews studies that examined different ways to strengthen motivation in public organizations, including the findings of a study on the influence of organizational politics on motivation. The paper concludes in the presentation of ways by which public service organizations strengthen motivation among their employees in order to preserve their human capital and lead to better and more efficient utilization of the human capital within the organization.

Economy is a priority for the International Organization of Francophonie (OIF), whose objective is to build, together with its member states and governments, associate members and observers, a new model of economic growth in the Francophone space adjusted to the current context of globalization. The actions currently carried out by OIF in the economic sector are based on the priorities of the Economic Strategy adopted by the heads of Francophone states and governments at the Summit of the Francophonie held in Dakar in 2014, even though the organization is built around the affiliation to the French language and the promotion of the diversity of Francophone cultures. By adopting an economic strategy, the Francophone states and governments committed to defend the joint interests of the Francophone space and impose a common reform vision, particularly in the field of trade, access to financing sources and for a more efficient valorisation of innovation and creativity in the service of sustainable development. From this perspective, OIF supports entrepreneurship as a priority, an effort considered essential for a truly inclusive and long-lasting growth, giving particular attention to economic initiatives carried out by young people and women, as part of the gender equality and youth policy. The main objective is to support and strengthen the business environment from an institutional, financial and regulatory perspective. Moreover, the organization has the capacity to gather together expert networks, to facilitate the exchange of expertise, best practices and prediction analyses in the entrepreneurial field, being a truly supportive relay of contacts between professional networks. By its uniqueness and specificity in the current multilateral landscape, OIF is characterized by its capacity to act simultaneously on three essential levels: 1. states and governments; 2. national institutions and civil society; 3. non-governmental organizations and the private sector. The added value of OIF is to take on the role of a facilitator in relation to the national Francophone administrations, acting for the identification and implementation of innovative economic models that generate an inclusive sustainable development. On the background of an international reflection, started at the end of last year, in the context of its 50-year anniversary, regarding OIF directions and governance, this paper revels the main challenges and trends of economic development in the Francophone countries, in a period marked by the disturbance of geopolitical balances, the exacerbation of certain outbreaks of security and economic crises. As part of this effort of evaluation of the institutional governance of the Francophonie and OIF’s place on the current multilateralism scene, answers are sought to a series of questions, that concern the academic and research environment, as well as the national administrations that invest politically and financially in the Francophonie cause: Do the current priorities of the Institutional Francophonie and the current structure of the organization meet the economic development needs and expectations of the Francophone populations that they represent? What would be the added value of the Francophonie in terms of sustainable development, the strengthening of the Francophone economic space, the support for education and Francophone culture or in the field of settling international conflicts? What would be the priority intervention axes?

The distribution activity achieve the totality of the “economic and technical-organizational processes regarding the management and transmission of the flows of goods and services from producer to consumer, in conditions of high economic efficiency”. Thorough understanding about the research methodologies and designs is important for any research as each research method is a distinct strategy of addressing the study process. Case study, phenomenology, grounded theory, ethnography, and narrative are widely used research designs in qualitative studies. A case study is an empirical investigation that examines a contemporary phenomenon in detail and within its real-life context, particularly when the boundaries between the phenomenon and its context are indistinct. This paper argues the appropriateness of selecting a social constructivist inductive qualitative exploratory single-case study research design for a doctoral study of exploring the strategies which one corporate group deploy to establish an effective organizational culture to enhance performance. It is ascertained that case study research design would contribute towards addressing the call for methodological pluralism in organizational culture research, and enlightening the complex relationships relating to the sector and the phenomenon being studied.

Using Benchmarking for Enhancing Management of Public Services. Comparative Case Studies – UK, Sweden and Romania

Benchmarking is a managerial tool aimed at increasing internal and external organizational performance, initially used in the private sector and imported by the public sector in the mid 90s. Although the debate about the challenges and shortcuts of using benchmarking for assessing public agencies performance is still open and vivid in the academic community, the present paper argues for the undoubted net benefits of applying such a tool in the public services sector (with a particular emphasis on public utilities) in terms of stimulating an increased performance, accountability and transparency of local public authorities benchmarked for their performances in service delivery. The comparative analysis between the benchmarking models: the UK top - down approach, the Swedish voluntary benchmarking and the Romanian incomplete benchmarking started as an independent, external monitoring exercise - provides the grounds for a better understanding of the rationale and evolution of benchmarking processes when applied to various segments of the public sector. The lessons learned, common traits and well as differences between the three case studies are illustrative both for the usefulness of the managerial tool, but also for the challenging dynamics that benchmarking processes imply in particular administrative, social, economical and cultural contexts.

The evolution of the IoT technologies is spectacular in recent years, from simple devices able to receive messages and to count the number of steps, to complex devices which get information about the heartbeat rate monitoring, body position, calories burned and even warn us about the UV radiation. The large amount of data from IoT devices is important also for the business environment. We interviewed ten people from Bucharest, who already used at least one IoT device, to understand the impact of the use of IoT technologies on our lives. We identified common characteristics of the people who use IoT applications and devices, and a user profile was created. This could help to understand the advantages and disadvantages of the IoT technologies usage and how it influences people in their lives.

Leveraging Intellectual Capital Management in Virtual Teams: What the Covid-19 Pandemic Taught Us

This study undertakes a review of the scientific literature on the role and impact of Intellectual Capital (IC) with all its components (human, structural and relational capital) on Virtual Team (VT) work. As already proven in the discipline research, IC as a summum of organizational knowledge resources plays a fundamental role in the knowledge economy in sustaining competitive advantage, innovation and performance. Despite an abundance of papers investigating VTs from both a theoretical and empirical perspective, a surprising discovery has been made during this research. The extent of work dedicated to analysing the relationships between IC and VTs is minimal, notwithstanding the unprecedented expansion of the use of VTs since the beginning of the Covid-19 pandemic. Following a first review of the extant literature regarding IC and VTs, a second literature review has been conducted for the benefit of revealing crucial aspects and the newest best practices in what concerns work in VTs. In doing so, the authors attempt to draw attention to the need for in-depth researches in the IC field, to catch up with the business, economic and societal most recent developments. Furthermore, this study aims to provide the practitioners with up-to-date, concise knowledge on the practical aspects relevant for the work in VTs.

Activating the Method of Management by Objectives and its Impact on Institutional Performance: A Field Study for the Tax Directorate in the State of Mascara

This study aimed to identify the extent of the effect of activating the management according to the objectives method in improving institutional performance and to test the relationship between management In terms of dimensions (participation in setting goals, developing an action plan, periodic review, performance evaluation). To demonstrate this, we conducted a field study for the Tax Directorate in Camp Campus of a sample of 64 questionnaires, where the SPSS program was used in statistical processing and data analysis. In order to test the hypotheses, the simple and multiple linear regression method was used. The study concluded that there is no statistically significant effect at the level (α = 0.05) for the two dimensions (participation in setting goals, developing an action plan) on institutional performance, in contrast there is a statistically significant effect at Level (α = 0.05) for two dimensions (periodic review, performance evaluation) on institutional performance.

Nowadays, many companies are aware of the fact that if they can meet the employees’ requests, provide them with sufficient information and quality working conditions, their work performance will be at a high level. As a result, employees can ultimately meet customer request sand the company can move forward. The issue of quality internal communication in companies is not just an issue of recent years. Many international companies are aware of this. However, the issue of internal communication still persists in smaller companies, which do not pay that much attention to it because they do not have enough funds or believe that they are not affected by this issue. This internal communication within the company must take place in both directions, which many companies forget. The observations and opinions of employees and their feedback on the actions of the company, individual managers etc. are also important. Companies should spend enough time just getting this connection from employees, which allows them to streamline individual processes and information gathering, but also the work skills of individual managers,who can increase their soft skills and help organizations work better. At present, which is marked by the COVID-19 pandemic, the need for quality internal communication is even more pronounced. The aim of this study is to analyse the company's internal marketing communication tools. The paper also targets to analyse corporate strategies, management styles, shared values of the company etc., through the analysis of McKinsey 7S selected global company, which operates not only in the Slovak Republic. The methods used for this study are McKinsey 7S analysis,deduction, synthesis, and comparison. Thanks to the McKinsey 7S analysis, the results showed that the company has a friendly climate with open communication and a socially oriented culture based on several shared values and management principles.
