Towards the Internationalisation Process of Lithuanian Universities

Under the pressure of globalisation and information technologies’ revolution nowadays world is char­acterized as fast changing and unpredictable. In such environment organisations cannot act separately in local markets. Consequently the internationalisation becomes as one of the vital preconditions for surviving in nowadays world.This paper focuses primarily on the internationalisation process which is complex and multifaceted. For this reason the authors present the deep analysis on internationalisation concept and introduce it as a process which is developed in regional, national and local – organisational levels.Higher education institutions and especially universities face the challenge of internationalisation as well. Universities which prepare graduates for nowadays labour market should react to ongoing changes and make their strategies orientated towards internationalisation. Universities separate­ly implement internationalisation in their institutions according to their own institutional priorities. However it is noticed that the fragmentation of internationalisation process makes a negative impact on universities activities and competitiveness. Consequently the universities should think about their internationalisation strategies achieving their strategic goals. Scientific problem of the article is based on fostering competitiveness of Lithuanian universities in the EU or even global market, where inter­nationalisation appears as one of main preconditions to achieve it.In developing these insights the paper aims to reveal the peculiarities of internationalisation process in Lithuanian universities. To achieve this aim three tasks were solved: to analyse the development of internationalisation concept; to analyse political and strategic guidelines of internationalisation of Lith­uanian universities; to highlight the peculiarities of internationalisation implementation in Lithuanian universities.The paper presents qualitative research methods such as: analysis of Lithuanian and international sci­entific papers, analysis of the EU and Lithuanian documents, statistical comparative and explanatory analysis and interpretation.The results of the article: there was presented the common concept of internationalisation; there were analysed political and strategic guidelines of internationalisation of Lithuanian universities; there were highlighted main peculiarities of internationalisation’s implementation in Lithuanian universities.

Criteria for Sustainability of Old- Age Pension System Based on the NDC Principles

The topicality of the research subject. The foundations of the old-age pension scheme based on notional accounts, also referred to as the “notional defined contribution” or “non-financial defined contribution” (NDC) old-age pension scheme, were laid in Sweden in 1994, when the prevailing view was that a sus­tainable defined-contribution PAYG old-age pension scheme is impossible.Since then, the NDC system modifications have been implemented in several countries; since 2000, this scheme is also part of the Latvian pension system and works significantly better than the other part of the pension system - the funded pension scheme. However, the sustainability of NDC scheme is still being questioned.To prevent the NDC pension system sustainability problems, the authors (Pukis, M., & Dundure, I., 2012) in their publication “The Sustainability of the Pension System in Latvia” and (Dundure, I., 2015), the article “Sustainable Old-age Pension System by Developing Notional Defined Contribution Pension Scheme” have proposed a modified NDC model that provides sustainability of the pension system considering the known risks inherent in the pension system.The aim of the paper is to research and analyse the conditions for building a sustainable pension system by developing a Notional Defined Contribution pension scheme and working out an adjusted (modified) old-age pension calculation formula.In order to achieve the above mentioned aim, the authors set the following tasks:Define the old-age pension system based on NDC principles;Define the primary objectives of pension systems and perform analysis of pension adequacy;Define the conditions for achieving a sustainable old-age pension system based on NDC principles;Develop an adjusted (modified) old-age pension calculation formula based on NDC principles.In order to achieve the established aim and tasks, the following scientific research methods have been used in the work: analytical method, comparative method, logically and abstractedly constructive method.The analytical method and the comparative method are employed for conducting pension adequacy analysis and examination of pension capital indexation and indexation of pensions after retirement, as well as for the purpose of studying the Notional Defined Contribution pension system. The logically and abstractedly constructive method is employed for making forecasts and defining the main research results – the conditions for ensuring pension system sustainability that have been determined by the authors in the course of the research.The authors proved that by basing on the principle of generation solidarity and equity and through improvement of NDC pension calculation formula, it is possible to create the old-age pension system, which would be capable of excluding the old-age pension instability causes.

The Safety and Security of International Trade as a Determinant of the Business Strategy of the Polish Customs Service

The aim of the paper is to analyze the influence of safety standards in the international trade of goods on the activity of the customs administrations on the example of the Polish Customs Service.The safety of trade of goods in the international market is one of the main aspects affecting the actions taken by the customs administrations worldwide. The safety is most often defined as a condition in which the vast majority of risks associated with the conducted activity, have been identified, the prob­ability of specific adverse events has been defined, accepted and special measures have been taken to limit the risks. In the era of globalization and trade liberalization the concept of risk analysis in the international trade and improving safety in the international supply chains is particularly important for all areas of business, as well for the public administration activity. Therefore Author of the paper is going to search for answers to the questions: To what extent the need to increase the safety of in­ternational trade in goods determines the customs service’s activity? What initiatives are undertaken by the customs administrations in order to define and to reduce the risk of goods trading? Searching for answers to these questions in first part of the paper Author will define the concept of safety of contemporary international trade by referring to the World Customs Organization Safe Framework of Standards to Secure and Facilitate Global Trade (WCO, 2007). The second part of the paper deals with the nature of the customs service and its activity by stating that in the era of liberalization the inter­national trade of goods the competition and the role of customs authority has evolved. The third part of the paper is focused on the impact of safety standards in the international trade on Polish Customs Service activity. In this part of the paper specific strategic document: Business Strategy of The Polish Customs Service will be analyzed. The new business services offered by customs administrations, which aim is to ensure the safety of the international goods trade, will also be indicated and the effort to evaluate the effectiveness of these services will be taken.In this paper, the following research methods were used: a descriptive method, an analysis of litera­ture and a statistical inference.

Cointegration of Monetary Policy in GCC Countries as Measure of Economic Integration

Economic integration in the world is not always an explicit and intentional process. For some regions we are able to observe unintentional coordination of economic policies that results from following similar institutional and legal solutions. One of such cases can be recognized in the nominal sector of the national economy. As a consequence, a group of countries may be forming a de-facto currency union. It could alternatively compose an OCA without any need for forced nominal convergence. This paper focuses on monetary policy stance and its developments in the period from 1981 to 2013 of a very special group of resource-based economies. The GCC countries share many similarities in the underlying exchange rate regime solutions. They are in the same time following some explicit economic integration initiatives.It happens, however, that due to the financial turmoil after 2008, many of the integration processes have been reversed, or stopped. An empirical research tries to answer a question of the extent to which the integration process in nominal sector has been developing. For this purpose the monetary policy stance correlation is measured. Observing its developments, with a cointegration analysis in a standard(non-structural) VAR model, delivers interesting in sights into an issue of the GCC as an OCA. With statistical data provided by the World Bank (WDI Database) it is possible to observe significant convergence in monetary policy stance among all but one of the GCC countries. This study draws attention to a broader picture of a region that has potential of benefiting from a common market. However, not all GCC countries seem to be suited for economic integration in nominal sector. It is Bahrain that shows significant divergence for the whole period covered. There may be many country-specific factors, but persistence of asymmetry in monetary policy in this particular case allows for skeptical thoughts. If the GCC initiatives are continued, the economic integration will be more challenging in the new situation. As the observed convergence in monetary policy stance has been present from late 1970s one could suggest that it could have been a non-intentional process, but a result of similar exchange rate regimes. However, the latter divergence has been a result of conscious changes in the economic policies that affect the nominal sector.

Günümüzde küreselleşme sürecinin kaçınılmazlarından biri dünya ekonomisinde yabancı sermaye hareketleridir. Özellikle Gelişmekte Olan Ülkeler bakımından sıralanabilecek tüm olumsuzluklarına rağmen, bu ülkelerin yabancı sermaye ihtiyacı kaçınılmaz bir gerçektir. SSCB’nin dağılmasından sonra bağımsızlığını kazanan ülkelerden olan Azerbaycan’ın da bağımsızlıktan bu yana geçirdiği değişim ve gelişim süreci gözönünde bulundurulduğunda, sözkonusu durum daha net bir şekilde ortaya çıkmaktadır. Şöyle ki, Azerbaycan’ın 1990’lı yılların başında yaşanan ekonomik buhrandan, günümüzde dünyanın yüksek oranda büyüyen ekonomileri arasında yer almasında sözkonusu yabancı sermaye yatırımlarının rolu büyük olmuştur. Fakat bu durumun yabancı sermayenın dezavantajlarının gözardı edilmesi anlamına gelmemesi gerekmektedir.

Generation of electric power increased rapidly in the late 19th century. Riga introduced these new technologies very early: the first electric bulbs were switched on here as early as 1876. In the 1890s, more than twenty small private power stations operated in Riga. The first small power station funded by Riga’s municipal government was constructed next to the Riga City Theatre and canal in 1887. In the early 20th century, the local authority monopolised this field and created the first centralised power supply system. This article explores the construction history and architecture of Riga’s power utilities, including the small architectural forms that emerged in Riga’s urban environment along with the building of the main electric power plant. Riga City Power Station in Andrejosta. Situation, Construction History and ArchitectureRiga’s municipal government was interested in commissioning effective and lasting utility structures; therefore high-level specialists with a European reputation were invited to design projects in fields where there was no previous local experience. Engineer Oskar Miller (1855–1934) from Munich, founding father of the German electrical power industry and co-founder of the international concern Allgemeine Elektrazitäts-Gesellshaft (AEG), had become renowned in the sphere of urban electrification. When the municipality approved the introduction of a centralised electric supply system in late 1901, Miller was entrusted with designing the power station. Early on the location of the power station was allocated at Andrejosta, an industrial territory quite close to the city centre as well as next to the railway and waterway. Miller devised the power station project in 1902. Architect Karl Felsko (1844–1918) worked out the project’s details, endowing the overall image of the power station complex with architectonic expressiveness. Construction supervised by Felsko began in 1903 and the object was put into operation on 1 May 1905. Felsko had given the silhouette of the building ensemble a dynamic nature, and a small tower with a pyramidal spire served as a vertical accent, emphasising the power station entrance. This element could remind one of a sacred architectural ensemble. Besides, unlike most examples of Riga’s industrial architecture built of yellow brick, the power station complex was constructed of red brick. The colour may have been chosen because of parallels with the sacred tradition in the shaping of the image of the complex. The base part of the façade, bands of cornice dentils and window surrounds were plastered and painted white, creating an expressive contrast between the dark red brick wall areas and the light plastering. Comparing Miller’s sketches with the realised object, one should note that Felsko had introduced much more audacious and modern solutions for the window openings, significantly reducing the supporting function of the end wall of the turbine hall and glazing in the largest part of the wall plane. The Riga coat of arms decorated the entrance to the power station, demonstrating the municipality as the owner of the complex. Substation Architecture of Riga’s Electrical GridAlong with the electrical grid, substations were also installed: in 1905 there were 57 transformer points in Riga but in 1914 their number had risen to 306. Such small transformer points in Riga’s urban space had iron containers or kiosks set up in the early 20th century, larger structures were enclosed in purpose-built stone constructions. The stone substations were similar in appearance to kiosks. The main transformer station was located on Aleksandra (present day Brīvības) Boulevard and it was designed by the City Architect of the time Reinhold Schmaeling (1840–1917). It was a pavilion-type building enclosed by the park greenery. The building had a circular layout. The roof dome topped with a lantern was covered with dark-coloured tiles in a scale-type pattern, creating a textural effect and tonal contrast to the modelling of light façade surfaces. The form of the building with its sinuous rhythm and decorative façade finish complied with the character of Art Nouveau. The appliqué-type decorative sculpture of the façade contained modern abstract, geometric motifs of the time, such as the circle and three grooves. A geometrically stylised sun motif was included in the portal part while a naturalistic sunflower motif crowned the portal and was repeated in the décor of the cornice strip. These motifs were most likely intended to emphasise the semantic meaning of the plastic décor, bearing in mind the building’s function of introducing modern lighting in the city. The small free-standing building in the very centre of the city’s ring of boulevards had given the architect a chance to express himself as a skilful master of building. If this substation located in the city’s representational and recreation zone had stylistically valuable, individualised architecture, in other places rational simplicity and standardisation were preferred. Three so-called iron containers have survived in Riga’s public space from the early 20th century; they were mass-produced for substations by the local Union factory. It was founded as a branch of the German venture in Riga in 1898 but was taken over by the international concern AEG already in 1904. In 1914, the city had several dozens of such low-voltage switching stations. These small architectural forms were visually similar to advertising hoardings, so they came with the warning: “Do not paste advertisements here!” During World War I, most of power station equipment and transformers were evacuated to Russia in 1915 and 1916. At the end of World War II, strategic objects of Riga’s power grid, including the power station in Andrejsala, were destroyed in 1944.

The aim of the article is the formulation of basic theoretical and methodological approaches to the assessment of social and employment potential. The method of assessment of social and employment potential of the region is based on available statistical information that reflects the patterns of its components. Social and employment potential - a category that allows to reveal not only the potential of each individual subject of industrial relations, but also enhance the possibility of such additional benefits arising from the social relations. Analyzed its component structures, which formed by demographic, economic, intellectual, social and psychophysiological components. These potential components of the region are formed on the basis of specific components of personal potential of its carrier, namely, health, morals, activity, intelligence, organization, education, professionalism and resources of the time. Have been provided the calculation and analysis of partial indices of social and employment potential areas of Ukraine tracing trends of change over the past 10 years and offset ranking positions. We used the method of cluster analysis of social and employment potential in the regions of Ukraine, which allows to track overall trends for individual territorial social systems that will help identify the causes of problems and appropriate situations. The conducted research is important for public authorities, who can use the constancy of collecting statistical information on indicators that reflect the development of social and employment potential for the settlement, including under and we offer techniques to other terms that have helped to make forecasts of areas. This allows to form, develop and implement effective employment opportunities for people from employment in the economy of the region.

Today Ukraine's country specific distribution became private households. Unable to find work in the new farms , much of the rural population alone seeking other forms of employment - creating new subjects of small-scale agricultural production, which constitute a large portion of the informal sector of the rural economy. According to statistics in Ukraine currently operates more than 4 million different size and the nature of individual farms. They play a significant role in solving the food problem of the state and social problems in the village, producing almost half of the gross agricultural output of the country. According to experts they employ more than 2.5 million people.Occupying a "niche" in the social division of labor, private households carry inherent to the function of self - preservation and peasant families. But the most important is that in the period of market economy in Ukraine these farms allow you to mitigate the problem of rural employment and significantly stabilize the social situation in rural areas.However, its activity private households experiencing great difficulties. Not solved for working them peasants employment and social protection.

Zakāh is one of the important Islamic financial instruments. It is a resource for economic development in Muslim society. The management of zakāh in Malaysia is normally placed under the State authority. Focusing on the Federal Territory of Kuala Lumpur (FTKL), this study seeks to analyse the zakāh collection and distribution framework from certain selected Islamic banking institutions. The collection of data is made based on the available reports from 2009 to 2013, as obtained from the Zakāh Collection Centre or PPZ that is established under the Islamic Religious Council of FTKL or also known as MAIWP. Based on the examinations done on the zakāh collection and distribution framework in the FTKL, it is found that the collection and distribution figures of zakāh continue to increase in subsequent years through the efforts made by the institutions. The observation indicates that the practices of zakat collection and distribution as carried out by the Association of Islamic banking institutions already comply with the principles of Sharīah. However, there are particular areas that require improvements from the Islamic banking institutions for achieving better performance in the zakāh collection and distribution. This is crucial for the economic enhancement of Muslims in Malaysia.

This paper observes the implication of Musharakah Mutanaqisah (MM) in the current Malaysian Islamic banking arena. Musharakah Mutanaqisah was previously suggested as a better alternative for Islamic home financing to replace the controversial Bay` Bithaman Ajil (BBA). However, till date, almost half of the Malaysian Islamic banks that offer Musharakah Mutanaqisah financing have stopped providing it. Many studies have been done on the theory, Shariah issues, features and usage of Musharakah Mutanaqisah instruments, but there are limited studies conducted on the implementation of Musharakah Mutanaqisah from the viewpoint of the Islamic banks and customers. The objective of this paper is to discuss the implication of Musharakah Mutanaqisah implemented by the Islamic banks in Malaysia, focusing on the context of legal documentations from the perspective of academicians, banks, and customers. The result shows that due to the documentation issues, Islamic banks face higher risks, and there is an increase in the documentation costs for the customers while implementing Musharakah Mutanaqisah. The finding also shed some lights on the Islamic finance industry in Malaysia.

The underlying principle and concept of Islamic Financial Institution (IFI) is Shariah. Shariah itself consists of aqidah (faith and belief), akhlaq (moral and ethics) and fiqh (law). These three components are the foundation of all IFI’s activities, including risk management activities. One of the concepts used in risk management is three lines of defense. The three lines of defense’s concept provide a clarity regarding roles and responsibilities of various risk functions within an organization. IFI should adopt the concept of three lines of defense as part of their Enterprise Risk Management framework to strengthen the effectiveness of their risk management function. The author proposes three lines of defense model for an IFI in this paper. The foundation of the proposed model is Shariah while its pillars are knowledge and Islamic culture.

No literature on this area in Maldives could be found and as such reference to primary materials such as unpublished statistics, reports, brochures have been made. The article reveals the relationship of the autonomous recession of the Russian economy with an established model of economic growth based on raw material export; the system flaws, distortions and contradictions of the Russian economy have been shown, making the mentioned model of GDP growth unsuitable for solving large- scale problems of the modern age. The authors substantiate the necessity of the transition of the Russian economy to a new type of economic development of the neo- industrial type. An evaluation of the quality of economic growth in Russia of the 2000s from the perspective of the criteria for sustainable and inclusive development has been undertaken. A macro model of the innovation system of a particular subject of the Russian Federation has been built, which allows judging the dynamics and intensity of innovation processes in the regional economy, disparities in the regional innovation system development. A series of measures is proposed, aimed at creating a neo-industrial model of development of Russia, the key ones being: development of a competitive innovative business environment, widespread and effective use of innovative cluster technologies, a radical transformation of the investment policy of the Russian enterprises, effective regulation of social and labor potential.

Opportunities and Challenges of Dates Industry in Saudi Arabia: A Study of AlKharj Region

Production of dates in Saudi Arabia has a major contribution in the development of the country's economy as well as its' agricultural sector. In terms of production as well as exports of dates, Saudi Arabia is in the forefront of other countries in the world. The market for dates in Saudi Arabia is also fulfilling the needs of local markets. The geographical and climatic conditions of the country have several advantages to further increase the production of dates and their exports to compete at international markets. Almost 25% area and 40% of total production in Saudi Arabia is from AlKharj region of the kingdom. A sample of 44 respondents representing farmers, customers, and marketers are surveyed and the data results of their opinions on opportunities and challenges of the industry are analyzed. By using SPSS, goodness fit and item fit analysis of data has been also tested. The study results identified several opportunities for dates marketing and however concluded that the farmers and traders are faced difficulties in marketing of their produced dates. Based on the analysis of study results, it is also proposed that by the ways of date festivals, easy hiring of labor and, awareness of financial support schemes from the government would definitely support the industry and its stakeholder to face the challenges at present.

Emerging Profiles of Indian Outward Foreign Direct Investments

Emerging economies are coming forward and contributing large share of FDI outflows in world’s total FDI outflows. In the global economy, India has spring up as major recipient of FDI and also significant outward investors. Due to the strategic importance of Outward FDI Indian companies spreading their footprints by making Greenfield and brownfield investments across the globe. There is a need to study the status of emerging India in terms of OFDI country. In this paper attempt is made to analyze the FDI outflows from India. The study tries to explore trends of Outward FDI to exhibits the sector-wise and year-wise distribution of Indian direct investments abroad. The period of study covers the data from 1996 to 2014. Additionally, the study attempts to provide list of top foreign acquisition by Indian firms’ industry-wise, sector-wise. From the results obtained, Singapore is the most preferred investment destination by Indian corporates followed by Mauritius, Netherland, USA and UAE. India is showing unprecedented growth in FDI outflows, there is a need of appropriate investment promotion efforts and home country government supporting terms of bargaining with host country government for implementation of projects should be given to boost the confidence of Indian companies.
