Vor einem Jahr bekam ich per Post ein Paket, mit zwei dicken Heften darin, beide grün gebunden. Auf dem Umschlag des einen war mit einem fetten schwarzen Stift »Tagebuch« hingemalt und rot ergänzt: »eines Okkupantenr«. Kein Absender dabei, kein Brief, keine Bemerkung. Es war nur dieses » Tagebuch des Okkupanten« da, das ich jetzt mit dem stillen Einverständnis des Autors den Lesern empfehle.

Länderübergreifende Kontakte zwischen verschiedenen osteuropäischen Briedensgruppen werden zunehmend häufiger: Gab es bisher vor allem Treffen von Friedensaktivisten aus Ungarn und der DDR — was auch relativ einfacher zu bewerkstelligen ist —, so liegt nun erstmals eine Erklärung vor, die Vertreter von autonomen Friedensgruppen aus der Tschechoslowakei und der DDR unterzeichnet haben, wobei auffällt, daß bei den CSSR-Vertretem sämtliche Unterzeichner aktive Charta 77- bzw. VONS-Mitarbeiter sind.

A high-quality review of the distance learning literature from 1992–1999 concluded that most of the research on distance learning had serious methodological flaws. This paper presents the results of a small-scale replication of that review. A sample of 66 articles was drawn from three leading distance education journals. Those articles were categorized by study type, and the experimental or quasi-experimental articles were analyzed in terms of their research methodologies. The results indicated that the sample of post-1999 articles had the same methodological flaws as the sample of pre-1999 articles: most participants were not randomly selected, extraneous variables and reactive effects were not controlled for, and the validity and reliability of measures were not reported.

Vilniaus universiteto bibliotekos Rankraščių skyriaus fonde „Inventoriai“ (f. 4) saugoma 1760–1761 m. transportavimo, vykdyto Nemuno upe, ataskaita. Ataskaitą parengė ir sutuoktinių Masalskių įgaliotiniui Jurgiui Vrublevskiui (Jerzy Wróblewski) įteikė nenustatytas asmuo, atsakingas už jų prekių gabenimo vytinėmis iš Stolpcų (dab. Baltarusija) į Karaliaučių ir atgal Nemuno upe organizavimą. Viena vertus, šaltinio publikacija iliustruoja šiame „Lietuvos istorijos studijų“ tome išspausdintą Dariaus Sakalausko ir Aivaro Poškos tyrimą, skirtą prekių ir žaliavų transportavimo organizavimui Nemunu XVIII a. Kita vertus, ji atliepia daug didesnius Abiejų Tautų Respublikos ekonomikos ir laivininkystės istorijos poreikius. Iš jos sužinome apie to meto mokesčių sistemą, kuri buvo susiklosčiusi Nemune – Lietuvos Didžiojoje Kunigaikštystėje ir Prūsijos karalystėje, taip pat susipažįstame su specifine vytinių (upinių laivų atmaina) inventoriaus, konstrukcijos ir detalių terminija. Be to, publikacija liudija apie Ružanuose įsikūrusių Kristinos Rožės Sapiegaitės-Masalskienės ir jos vyro Kazimiero Adrijono Masalskio ekonominius pajėgumus ir ūkinius poreikius.

What are the obstacles historical research on antisemitism in interwar romania has to face? Two different narratives shape the memories of contemporary witnesses: On the one hand, Romania was a land of an active, even violent antisemitism. On the other hand, Romanian antisemitism is described as a short-term upsurge in the context of peaceful coexistence. How can these different assessments be explained and brought together? Every research overview needs guiding standards. For the purposes of this essay, the assertions of theories of antisemitism will be asked. How is antisemitism defined? What were its causes? What were the different types of antisemitism? As a result, a thoroughly differentiated picture emerges. Research on Romanian history after 1989 has filled many gaps. This above all applies to the ideology of antisemitism, but also to broad areas of political antisemitism. Religious-institutional antisemitism has been well studied, with a focus on ecclesiastical publications. In addition, there are fields of research for which initial results are available (e.g. physical violence). Finally, there are whole areas for which studies are still pending, especially on the regional, social, and cultural history of antisemitism. We cannot yet conjoin the two mentioned narratives on Romanian antisemitism in the interwar period. But it should be clear which research steps are to be followed.

The article includes an attempt to examine aspects related to legal and settlement conditions of Josephine colonization in Galicia. In the text, legal and political analyses captured the factors associated with the seeds of Josephine colonization and its subsequent development at the end of the 18th century. Then the settlement character of newly created villages was identified. The article uses ordinances related to the process of Josephine colonization, source materials from the Central State Historical Archives of Ukraine in Lviv and the National Archives in Krakow.

Based on source texts and historical studies, the article reviews the documents illustrating the history of fire protection in Poland in the period up to 1795. The review covers documents hitherto unknown or, for unknown reasons, omitted in historical studies (parliamentary constitutions, sejmik lauds, diaries, press, poems and, very rare, iconographic representations). It is also an attempt at a polemic with the works of some contemporary researchers of the Polish history of fire prevention. The study also contains some statistical data related to the fires of the Polish Middle Ages, presented more extensively in the author’s work “Medieval fires - chronicles and records”.

Fakty: Federalny Sztab Ochrony Cywilnej Federacji Bośni i Hercegowiny (dalej: Sztab Federalny lub Sztab)2 wydał w dniu 20 marca 2020 r. zarządzenie zakazujące osobom poniżej 18 i powyżej 65 roku życia przemieszczania się na obszarze Federacji Bośni i Hercegowiny3 (dalej: FBiH). Zarządzenie to weszło w życie z dniem ogłoszenia i miało obowiązywać do 31 marca 2020 r. Celem wydania aktu było ograniczenie rozprzestrzeniania się na terytorium FBiH wirusa SARS-CoV-2.

Prilozi of the Institute of History of the University of Sarajevo is one of the longest-running scientific journals in Bosnia and Herzegovina, which was launched 56 years ago, in 1965. Apart from being one of the oldest scientific journals, Prilozi are also one of the most prestigious historical publications. Accordingly, it was decided to perform a bibliometric analysis of all the previous issues. The aim of this paper is to perform a bibliometric analysis of the first 49 issues of the journal, and the parameters taken during the analysis are: the scope of each individual issue, frequency of publication, number, scope and type of papers, editors-in-chief, editorial boards, and authors. Unfortunately, it was not possible to implement one parameter that is also important in bibliometric analysis, and that is the citation of the Prilozi in other journals. The reason for this is the insufficiently developed infrastructure for such an endeavor. Therefore, the primary focus was on the bibliographic elements of the journal. Regardless of these shortcomings, this paper presents the development and changes through which the journal Prilozi has been from its inception until today.

In the context of the pandemic caused by the SARS-CoV-2 virus, a large number of European countries, including Romania, have sent notifications to the Council of Europe, derogating from the provisions of the European Convention on Human Rights, pursuant to art. 15. The present article aims to examine the derogations of States, both from a formal and from a substantial standpoint, in relation to the provisions of the ECtHR and the case law of the European Court of Human Rights.

În această secțiune a NRDO publicăm două documente de referință pentru dezbaterea internă asupra politicii de combatere a COVID-19. Prima este opinia Consiliului Național pentru Combaterea Discriminării cu privire la proiectul de lege prin care se stabilesc măsuri în domeniul sanitar, pe perioada stării de alertă, pentru personalul din cadrul unor unități publice și private. Opinia a fost solicitată de către Comisiile Senatului cu competențe în avizarea proiectului: Comisia juridică, de numiri, disciplină, imunități și validări, Comisia pentru drepturile omului, culte şi problemele minorităților naționale și Comisia pentru Sănătate. Comisiile au de avut în vedere că CNCD este autoritate de stat autonomă, „garant al respectării şi aplicării principiului nediscriminării”. Am considerat binevenit să publicăm Decizia Curții Constituționale a Republicii Moldova din 30 octombrie 2018 privind constituționalitatea prevederilor care stabilesc că admiterea copiilor în colectivităţi şi instituţii educaţionale şi de recreere este condiţionată de faptul vaccinării lor profilactice sistematice (art. 52, (6) al Legii nr. 10 din 3 februarie 2009 privind supravegherea de stat a sănătăţii publice). Curtea Constituțională a fost de acord că prevederile normative contestate limitează drepturi fundamentale. Însă, a subliniat Curtea, în aceeași măsură, ele promovează drepturi fundamentale. Tratamentul diferențiat al copiilor vaccinați, în comparație cu copiii nevaccinați, dar care pot fi vaccinați este justificat în mod obiectiv și rezonabil. Amintim aceste argumente care privesc vaccinarea copiilor întrucât ele au relevanță și pentru vaccinarea contra Covid-19.

This paper, along with a short introduction on the Habsburg anti-Ottoman offensive during the Great (Vienna) war (1683-1699), brings a translation of the memorandum of the Serbian diplomat and adventurer Đorđe Branković from 1688 addressed to the Habsburg king and emperor, Leopold I. In it, Branković offers his aid to the emperor in his conquests against the Ottomans and seeks the foundation of the «Illyrian Kingdom» in the area of South-Eastern Europe which was liberated from the Ottomans, under the dynasty of Branković. This kingdom would be, according to Branković, a friend to the Habsburg Monarchy and its faithful ally.
