The article discusses the components and peculiarities of personal-oriented learning in the Lower secondary school educational degree. The relationship of the participating groups to the “subject-subject” interactions has been investigated. Maximum results in terms of success and competency development can be achieved only in coordination in the synergetic collaboration of the efforts of pupil’s, teachers and parents in relation to the activity of the trainees, their participation in interactive methods, in extra class and extracurricular forms. The family environment has an important influence on the success and achievement of competencies. Pupils with one parent are less successful in extracurricular activities and have lower levels of competencies, requiring greater attention from teachers and families in achieving better results. Pupils evaluate the role of extracurricular learning, self-search and information discovery and the development of self-thinking that prove important to their achievements. All participants in the training process take the approaches, the techniques and the forms through which the open synergetic educational environment is organized and are satisfied with the acquired knowledge when completing the education under the Bulgarian-mathematics-foreign language.

The cultural diversity and the culture of plural coexistence becomes the global problem of existence. Mutual penetration and leveling of the boundary having divided the world into Other and Own is relevant, as it challenges identity in the conditions of openness and unification. Own culture is able to reveal its potential and present its essential features and original character only in the context of a different cultural dimension. The complex intertwinings, connections, influences of the cultures of different peoples and their worldviews in a single world cultural space are illuminated by the dialogue. Dialogue determines the nourishing interaction, which allows to get richer by knowing the unique, valuable experience of the Other, to expand the horizons of one’s own existence. The atmosphere created by the dialogue is marked by humanism, implies the dignity and the right of each participant to argue their own point of view, therefore, to use their own intellectual abilities, knowledge and values.

The article deals with the analysis of the state of the primary schoolteachers’ preparation for communicative-rhetorical activity at school, diagnostics of formation of communicative-rhetorical skills of future teachers. The theorists and practitioners give an important place to rhetoric as a science and an academic subject in the training teachers of the new generation. It is the communicative and rhetorical skills as an important component of the general and professional culture of the teacher that will help the primary school educator to organize the pedagogical process effectively, build convincing communication with children, their parents, colleagues, officials etc. However, in the theory and practice of pedagogical education and science the phenomenon of communicative-rhetorical competence as the most important component of the teacher's professional profile is not realized, its structure is not distinguished, psychological and pedagogical bases and, technology of its formation for students are not clearly defined, the world’s experience of rhetorical personality formation is studied. This was confirmed by the results of a survey conducted among undergraduate students, graduates of pedagogical faculties of Vasyl Stefanyk Precarpathian National University, Kamyanets-Podilsky Ivan Ogienko National University, Drohobych State Pedagogical University of Ivan Franko, students of postgraduate pedagogical education Ivano-Frankivsk, Khmelnytsky, Lviv regions.Thus, most respondents consider their level of communication and rhetorical skills to bein sufficient. More than 70% are afraid of the audience; 84% do not know how to speak “without paperˮ. All respondents, including teachers, regardless of work experience, called the main reason for the ineffectiveness of pedagogical communication the fact that during professional training they did not have well-formed communication and rhetorical skills. The obtained results convincingly prove the need for their purposeful formation in future primary school teachers. Optimal construction and implementation of the educational process for the formation of students’ communicative and rhetorical skills is possible with a technological approach, the essence of which is to modernize the didactic system based on the study of its components and experimental verification of its effectiveness, as well as the introduction of in general, the rhetoric of the initial process in the pedagogical institution.

СРБИ У ПОМОРИШЈУ: ИЗМЕЂУ СЕЛА И ГРАДА

Based on the fieldwork research of Serbs in Arad county (Romania) done in 2013–2015, the paper analyzes narratives about personal relocation to the city of Arad and elements of biographical stories given in the form of digressions in narratives covering the themes of traditional Serbian culture. Collected material comes from the settlements of Nadjfala/Satu Mare, Felnak/Felnac, Monoštor/Mănăştur Munara/Munar, Tornja/Turnu, town of Arad, as well as from published memories of the victims of communism. The time period covered in the narratives starts from the period of communism, through the Revolution of 1989, all the way to the modern, parallel world and double life in the villages and Arad at the same time. The narratives are divided into five thematic units that cover the current situation in the settlement, memories of the Felnac tamburitza orchestra, trips to Arad from a children’s perspective, fragments about everyday life in Arad and today’s situation of emotional division between the village and the city. The attached transcripts are verbatim and reflect the different degrees of preservation of the Serbian language (Šumadija-Vojvodina dialect) and the corresponding influence of the Romanian language in each individual participant.

The article represents an analysis of complex indicators observed by National and European statistics relevant to the relationship between poverty and the level of education of the population. The study covers a 5-year period (2016 – 2020) and all Member States of the European Union. It is upgraded with a correlation analysis of permanent risk of poverty and early school leavers in Bulgaria within the same time span. The aim is to highlight the strength and direction of the relationships and dependencies between them. Based on the investigated indicators, the author's thesis about education as a key factor in reducing poverty in Bulgaria is confirmed. The research uses an analytical approach, which is based on a combination of analysis of literature sources and research of documents, but mainly uses comparative empirical and correlation analysis. For the purpose of the study, three groups of main indicators were adopted: complex, educational and poverty indicators.

Internet mediation is playing an increasingly important role in informing the public about scientific news. Thus, it became the main source of data that formed the public’s image of science. The digital traces that users leave on many online platforms are an important source of empirical data that is barely being used; it may reveal new ways to connect science and society. That is why we propose anew conceptual approach within the Public Understanding of Science, which will lay the foundations for future empirical research. It integrates the combination of Actor Network Theory and machine learning in the analysis of large text arrays, which allow both quantitative measurement and qualitative analysis of popular scientific discussions in the online space.

Education for sustainable development (ESD) is a priority in school practice. It is a tool for achieving sustainability and aims to prepare young people for a balanced, harmonious and sustainable world for the present and future generations. The concept of sustainable development is constantly evolving and enriching. ESD is based on a three-component system: environment, society and economy. The paradigm for sustainable development is becoming increasingly popular in the education system. It integrates ESD principles into all levels of education. One of its goals is to form competencies for sustainable development. The research uses the methods of pedagogical research: critical review of the literature, content analysis of curricula, methodological modeling. The research focuses on the methodology for effective implementation of ESD in school practice. The purpose of the present study is to interpret highlights from the content of ESD; explore opportunities for the formation of competencies for sustainability in school practice; present models reflecting the main components of ESD and the interrelationships between them. This article contributes to expanding the debate on ESD and operationalizing the competencies for sustainability in a specific subject area.

The pandemic has posed serious challenges to all spheres of public, economic and political life. This necessitated the development and implementation of a number of measures related to the new organization of work of companies and institutions. Communications – with external and internal audiences – have begun to play a key role not only in the immediate survival of organizations, but also in their successful recovery from the crisis. Crisis communications are especially important in this process. One of the sectors facing the biggest challenges during the Covid pandemic was education. Those working in the field had to prepare completely new communication programs aimed at process management. They also had to adapt their current communication strategies to meet the requirements of the environment. The material will consider the main characteristics in the communication of the restrictive measures of educational institutions in Bulgaria in the period 2020 – 2021. Some techniques and methods of rhetoric applied during this period will be presented.

The article focuses on studying the success rate of NSA “Vasil Levski” students in the period of distance semester examinations in the conditions of the COVID-19 pandemic. The average exam scores between in-person and remote examination periods are compared. The following indicators were examined: the number of examinations held and the number of examinations passed by students; distribution in absolute and relative values of the scores obtained in the range according to the Bulgarian assessment scale; averages of the scores obtained. It has been found that the distance learning platform virtual.nsa.bg offers favorable conditions for quality online exams, which allow obtaining grades adequate to the knowledge shown by the examinees. The methodology by which test exams are created in the platform, and the security mechanisms developed when conducting exams significantly reduce the opportunities for examinees to artificially increase their grades without having demonstrated the required knowledge.

This article presents some reflections on European integration in times of increasing uncertainty. The migration crisis, the pandemic and the Russian aggression against Ukraine have revealed the European Union’s vulnerability to shocks and threats, mainly of external provenience. They undermined intra-EU solidarity, exposed cynicism and egoism of some EU members, and showed the far-reaching economic and resource dependence of the European Union. Thereby, they undermined the postmodern integration project promoted by the European Commission. The article contains a critical analysis of selected aspects of European integration relating to the security-determined dilemma of identity of the European Union as a bridgehead of a collective defense of the West against external threats. The argument put forward in this article holds that the weakening role of the EU in the international arena, the growing risk of instability, as well as the increased vulnerability to security threats are the results of neglect in supranational decision-making processes, fear of responsibility for defending the global position of the West and the lack of readiness on the part of governments and citizens for a revision of the geostrategic determinants of the Union’s identity in the face of increasing internal tensions and external pressures.

The years 2018–2022 witnessed an acceleration of processes leading to an important transformation of the post-Cold War international order. The most important phenomena are: growing great power tensions (visible in the open Sino-American rivalry and, above all, in the Russian invasion of Ukraine), global effects of the COVID-19 pandemic and (connected to the previous ones) weakening of the world economy’s growth dynamic. In such a turning point in international order’s evolution, the issue of international leadership acquires an outstanding importance. The declarations of PRC’s party-state leadership leave little doubt as to their aspirations to international leadership. The main aim of this article is to assess the perspectives for PRC to play a role of an international leader in the face of the aforementioned trends in the international order’s evolution. The main axis of the text is formed around three research questions: To what degree PRC meets the requirements of effective international leadership: power resources, vision of international order and other actors’ support? Do main processes transforming the current international order (great powers’ conflicts, transnational threats and economic difficulties) support or degrade China’s ability to exercise international leadership? What are the possible future scenarios concerning PRC’s international leadership?

Dezinformacja w stosunkach międzynarodowych w warunkach czwartej rewolucji przemysłowej

This paper examines the opportunities for international disinformation resulting from the technological development under the Fourth Industrial Revolution and from its social implications. It assumes these phenomena have brought new instruments and opportunities for states to make use of disinformation on an unprecedented scale which has been enabled by the features of the contemporary information environment based mostly on Internet and social media. As a result disinformation has become arguably easier, more efficient and, therefore, more threatening than ever before. At the beginning the paper explores the aforementioned features and outlines which disinformation strategies can be used on a large scale in such circumstances. It identifies subsequently states making use of the new disinformation toolkit in their foreign policies as well as their main motivations and enablers. The final section presents the countermeasures to disinformation that could be undertaken and assesses the limits of their application.

Self-Assessment – a Component of the Competence-Based Training in the Profession “Applied Programmer”

The article discusses the idea of competency-based education (CBE), which is increasingly used to improve training for the modern knowledge-based economy. A general description of such training has been made, in the center of which is the learner. The ideas for ADDIE were used – a training model that meets the objectives of the UNCCD. The article focuses on self-assessment as one of the characteristic forms of CBE assessment. The results of the self-assessment of students participating in the training in the profession “Applied Programmer” are presented. The study involved students studying under the National Program “IT Career Training” (NPITC), with which the CBE was conducted and a group of students in which traditional training in the profession was conducted. The prepared self-assessment questionnaire includes questions related to the development of basic and specific competencies. The questions on specific competencies are based on the competency models used in the IT sector. The results of the survey show that students who participated in the CBE have a higher self-esteem than student strained in the traditional approach. It is necessary to conclude that the CBE is suitable for use in modern education, despite the need for serious preparation before its implementation.

NATO has an interesting history in dealing with the Human Security concept and its derivates. In a non-formalized past, we have considered various efforts in planning and conducting operations as proving the spirit of Human Security: the effects-based approach to operations and the comprehensive approach, the counterinsurgency philosophy, civil-military cooperation (CIMIC), and NATO support to civil emergencies.However, this is not close even to the arguments on the "right to intervene", or the "responsibility to protect", allowing the use – as a last resort – of the hard power in extreme cases of people endangered by their governments, failing to protect citizens from genocide, war crimes, ethnic cleansing, and crimes against humanity. For this, we have the illustrative case of Libya, where NATO had a major stake in the crisis resolution.Currently, the Human Security paradigm is present in NATO’s theory and practice, focused on several main lines of effort, in areas NATO conducts operations, missions, or activities. The paper further inquires about the interpretation of Human Security in NATO and its operationalization perspective.

Human trafficking, one of the worst violations of human rights, dignity, and integrity, usually takes place over a large territory, where traffickers take advantage of the naivety and vulnerability of victims. Traffickers also exploit a lack of synchronization between state institutions with the responsibility of preventing and combatting this phenomenon. Considering the pandemic and digitalization have directly contributed to the evolution of human trafficking, the paper aims to present the risk factors, threats to public order, and public safety caused by human trafficking. The fundamental nature of human trafficking is dehumanization for profit, which is the distinguishing factor from other criminal activities. The paper also presents the European and Romanian legal frameworks which organize the fight against, prevention, and prosecution of this transnational crime.
