According to the authors of the policy brief, not declaring in full or partially economic activities in SEE remains widespread in virtually all areas of government – permissions and licenses, labour contracts, social security, taxes and custom duties. It signals a persistent gap between formal and informal institutions and lack of coherent enforcement of rules. Corruption pressure is higher towards those engaged in the hidden economy. At the same time their susceptibility to corruption is also higher, confirming the institutional incongruence. The immense diversity of the scale (from 19 % in Croatia to 81 % in Kosovo), prevailing patterns (no written contracts in Turkey, non-payment of health care contributions in Kosovo, envelope wages in FYR of Macedonia and Bulgaria, non-formalised business in Albania), formal vs informal wage average (higher formal wages in Bosnia and Herzegovina, Albania and Turkey and lower in Kosovo and Bulgaria) requires country specific tailor-made policies and sequencing of reforms.

CSD Policy Brief No. 65: The Wind that Blows from the East: Russian Influence in Central and Eastern Europe

Author(s): Author Not Specified / Language(s): English

The topic of Russia’s influence in Central and Eastern Europe (CEE) has grown in significance after the eruption of the Ukrainian crisis in 2013. The US and EU policy and research communities have scrambled to explain the potential scenarios, tools, and impacts of the Russian influence, as well as propose possible solutions to minimizing its negative effects on European unity. This policy brief, which summarizes the key findings from the joint study of the Center for the Study of Democracy and the Center for Strategic and International Studies (CSIS), Kremlin Playbook: Understanding Russian Influence in Central and Eastern Europe, presents a model for understanding the impact of Russia’s economic influence in Central and Eastern Europe in five case study countries (Bulgaria, Hungary, Latvia, Serbia, and Slovakia), and its relationship to the region’s general decline in governance standards. The study estimates that on average, Russia’s economic footprint in five of the most targeted by the Kremlin CEE countries has ranged from about 11 percent of the economy (in the cases of Hungary and Slovakia) to an astonishing 22 percent in Bulgaria. After 2008 the Russian leadership has aggressively deployed its resource-based resurgent economic power in combination with old time security networks and skillful use of traditional soft power appeal to exploit and further strategic vulnerabilities across the countries of Central and Eastern Europe. Russia has also cultivated an opaque network of patronage across the region that it uses to influence and direct decision-making. This web resembles a network-flow model, which we describe as an “unvirtuous circle” of Russian influence leading to “state capture.”

CSD Policy Brief No. 68: Monitoring Radicalisation and Extremism

Author(s): Author Not Specified / Language(s): English

Over the last decade, radicalisation and extremism have become issues of particular concern for Europe. New risks of Islamist and far-right radicalisation have impelled the introduction of policies, the effects of which are only now being evaluated. As radicalisation that risks escalating into violence is more amenable to prevention than repression, having the capacity to detect early warning signs and trace the spread of extremist activity over time is critical. This brief outlines a set of methodologies for monitoring the risk of radicalisation and the trends in extremism based on an integrated approach to the indicators being monitored and the institutional mechanism doing the monitoring. These methodologies are designed to equip stakeholders – both governmental and non-governmental – with a tool which fuses a broad range of informational inputs; it will enable informed formulation of prevention and counter-radicalisation policies.

The governance of migration flows largely depends on the development of an effective system for returning illegally staying foreigners. Forced return is seen as a "last resort" in the prevention of irregular migration and should be subject to the principles of proportionality and not exceeding reasonable force. In this regard, there is agreement that monitoring of return not only brings openness and clarity on the conditions and treatment, but represents an additional guarantee for the return of persons, including those with special protection needs. In this context, the introduction of an independent and effective monitoring mechanism is a key aspect for the development of the overall framework for forced return in accordance with Directive 2008/115/EC. The aim of the Handbook for forced return monitoring is to provide practical guidance and recommendations to independent observers and standardised report for forced return monitoring. This Handook is developed within the Annual Programme 2013 in scheme grants BG / RF (3) - 2013 "Forced return monitoring" by the Center for the Study of Democracy.

Risks of Islamist Radicalisation in Bulgaria: A Case Study in the Iztok Neighbourhood of the City of Pazardzhik

Risks of Islamist Radicalisation in Bulgaria: A Case Study in the Iztok Neighbourhood of the City of Pazardzhik

Author(s): Mila Mancheva,Rositsa Dzhekova / Language(s): English

In the context of the escalation of extremist Islamist violence in many EC countries today, the issue of the risks of home grown Islamist radicalization in Bulgaria is the subject of heated public debates. Preventing and studying (Islamist) radicalization has become a priority in Europe, giving rise to wealth of publications that explore its motives and causes as well as the processes whereby individuals and groups come to espouse extremist ideas and engage in violent actions. Such studies are lacking in Bulgaria while worries about the potential influence that international terrorist organisations and the related Islamist extremist ideologies could exert in the country are rising. This working paper presents the results from a qualitative study aiming to attain understanding about the vulnerabilities to Islamist radicalisation among a group of inhabitants of the “Iztok” neighborhood of the city of Pazardjik who are considered at risk. The study explores the root causes and the social meaning of the adoption of Salafi interpretations of Islam on the part of sub group local Roma and the root causes and the social meaning of certain manifestations of sympathy with radical Islamist ideas and organisations among some members of the group. Careful attention is paid to the factors and channels through which the two processes are fostered. A discussion is provided to the issue of the vulnerabilities to potential radicalisation among members of the group of Roma professing Salafi interpretation of Islam.

Jednog martovskog jutra 2014.

Covid i Golijat

Author(s): Žarko Puhovski / Language(s): Croatian

Integracja ubezpieczeń środowiskowych i systemów zarządzania środowiskowego według ISO 14001 – raport z badań

Author(s): Malwina Lemkowska / Language(s): Polish Publication Year: 0

The article is a summary of research on the actual and potential integration of environmental insurance and ISO 14001 environmental management systems (EMSs) in Poland. The aim ofthe research is to analyze the relationship of the above-mentioned instruments of environmental risk management and to identify the factors determining the propensity of enterprises to implement such elements of the system that will increase the usefulness of ISO 14001 standards for insurance purposes in the future. The data for the study were obtained through an asynchronous group interview conducted on the Bulletin Board platform among insurance sector experts and through a survey of organizations that implemented the ISO 14001 system in Poland. Template analysis of qualitative data, supported by narrative techniques and statistical analysis based on the chi-square test of independence, U Mann–Whitney test, Kruskal–Wallistest, Spearman’s rank correlation coefficient were used to interpret the data. Environmental management systems according to ISO 14001 are not, in their current form, used in the process of providing insurance cover for environmental risk. Organizations managed according to ISO14001 rarely design and implement solutions useful to insurers. The latter, however, are statistically significantly correlated with the awareness attributes of the organization. Awareness attributes were also strongly related with the variables describing the propensity to implement additional – useful for insurance purposes – EMSs elements. The strongest motivators for the above, however, were of a non-insurance nature (e.g. obtaining tax credit).

Влиянието на миграционните процеси върху социеталната сигурност в Европа

Author(s): Elislav Ivanov / Language(s): Bulgarian Publication Year: 0

The report analyzes the rapidly developing processes in the changed geostrategic environment, which with the beginning of the new century are being activated, changing and emerging as increasingly contradictory. The ever-increasing geopolitical contradictions, both in the global and regional aspects, which pose a threat to the Bulgarian geo space, are investigated. These processes also affect Bulgaria, as a participant in the international security system. For this reason, clarifying their genesis, driving forces and motives would help to build an adequate vision and behavior of the country in an increasingly complicated geopolitical and geostrategic situation. Constantly increasing security threats, risks and challenges have a significant impact on societal security, which is directly dependent on the development of the war in Ukraine and migration processes in Europe.

The report examines issues related to the establishment and activities of the National Resistance Front (NFS) in Afghanistan. The organizational structure, leadership and ideological platform of the NFS are indicated, as well as the forms of resistance to the rule of the Taliban Movement (TM). The reasons why the NFS is currently the only opposition force opposing Taliban rule are analyzed as well. The report focuses on the Taliban operations in the north-eastern Afghan provinces against NFS forces, with a focus on Panjshir province.

Europe is entrapped

Author(s): Blagoje Grahovac / Language(s): English

It is less important whether in appraisals of the new social-political processes there is more scientific ground or the laic comprehension thereof. It is important that the rate of those processes is far higher than the referent theoreticians have been predicting. Different kind of conclusions can be made today about the world as a “global village”. I am pointing out four of those which can have a great significance in consideration of geopolitical processes. Firstly, new technologies have made all the civilisation achievements in all fields accessible to almost the whole mankind on the planet. Secondly, the achievements in the field of democracy are intriguing to everyone, disregarding of the real value thereof. Thirdly, globalisation side effects are expanding and connecting faster than anything else. Typical globalisation side-effects are organised crime and corruption, neoliberalism as fascism and armed religious fanaticism. Fourthly, in the past times the role-models were in our surroundings. The role-models today are the ones from greater distances. Social networks are becoming the means in this conclusion. All of the aforesaid becomes a parameter of strategic significance in disclosure of geopolitical processes.

Strategie firm w obliczu sankcji nałożonych na Rosję

Strategie firm w obliczu sankcji nałożonych na Rosję

Author(s): Beata Stępień,Szymon Truskolaski / Language(s): Polish Publication Year: 0

Purpose: In this chapter, we analyse how companies responded to sanctions imposed on Russia after its invasion of Ukraine. We examine the impact of selected external (public-legal pressure, the size of sanctions and crisis caused by the war) and internal factors (strategic agility, code of ethics and sustainable conduct) on the degree of compliance with sanctions and the type of adaptation strategies adopted. Design/methodology/approach: The objects of the study are medium-sized companies from countries that have imposed sanctions (here, Poland, Germany and the US). The results come from an electronic questionnaire survey conducted in 2023 among 610 medium-sized companies operating in industries directly or indirectly affected by trade restrictions. Findings: The company’s code of ethics and the perceived severity of the crisis have the greatest impacton the approach to sanctions and respective adaptation strategies. At the same time, external and internal pressure affect companies in opposite directions, with consequences for their adaptation strategies.

Eko-ekstremizam

Author(s): Aleksa Simić / Language(s): Serbian

Ecological degradation and climate changes in the past decades have caused the growing concern of citizens and the formation of many movements for environmental protection. However, along with legitimate activism, radical and extreme groups have emerged that use violent methods to advance their goals. In recent years, there has also been a significant increase in environmentally motivated violent incidents, which can lead to the delegitimization and criminalization of justified environmental initiatives. Serbia is no exception in this regard. Thus, in the last few years, environmental initiatives have appeared that oppose lithium mining in Serbia, which the authorities called eco-terrorists and eco-extremists in order to discredit them. Therefore, it is important to clearly distinguish radicalism from extremism in order to support democratic activism while preserving community safety.

Covidocracy – An Analysis of Narratives About the Pandemic in the Function of Capturing the State

Author(s): Jelena Pejić Nikić,Srđan Hercigonja / Language(s): English

Although the analysis covers the entire year 2020 and the beginning of 2021, the greatest attention was given to the state of emergency in the spring of 2020. The construction of the narrative was facilitated in the conditions of excessive presence of government representatives in the media, at almost daily press conferences, addresses to the nation, and numerous appearances of the President of the Republic, the Prime Minister, doctors from the government’s Crisis Response Team and several ministers on television. In addition, access to authentic information on the consequences of the pandemic was largely denied to the public. In that narrative, the holders of power, the President of the Republic in particular, were presented as skillful and dedicated saviors of the citizens from the plague. The elderly population, the functionality of the healthcare system and the economy took turns as priorities (victims) that needed to be protected.

The Security Sector in the State of Emergency: Testing Democracy

Author(s): Isidora Stakić,Jelena Pejić Nikić,Katarina Đokić,Marija Ignjatijević / Language(s): English

This analysis by the Belgrade Centre for Security Policy (BCSP) concludes that during the 52 days it spent in a state of emergency, Serbia failed the test of democracy, thanks to a series of failings and irregularities in the conduct and control of the security sector. The police did not always conduct themselves professionally, proportionately and as politically neutral agents primarily concerned with the needs and rights of citizens. The criteria on the basis of which the Ministry of the Interior issued permits for movement during the curfew were not prescribed, which is why they were misused during the flare-lighting incident. People who arrived in Serbia before the state of emergency was declared were often not informed that they had been placed under mandatory self-isolation. Police harassment was observed in at least three cases, with the police internal control department reacting publicly only once.
