The globalization processes of the 21st century are fundamentally transforming the conditions of Slovakia’s interaction with other countries and cultures as well as the promotion of our interests in the international arena. In the global world diplomacy is expected to also be capable of maneuvering in the environment of many informal and non-governmental structures which supersede national borders. Since diplomacy is becoming a management tool for the regulation of globalization processes in favor of national interests it must be modernized to be prepared to respond even more flexibly to new trends and events. However the modernization of management is a challenge not only for the Foreign Service but also for the entire public sector. Today all elements of public administration are more and more confronted by the pressure to improve their performance and effectiveness.

COUNTERING FAKE NEWS

The increased presence of fake news is seen to pose a challenge to our democratic society. Consequently, we are seeking to identify, understand, and overhaul the vulnerabilities of the media environment in order to limit the phenomenon and consequences of fake news. This Route evaluates the tools, existing knowledge, and ongoing research useful for countering fake news. It provides an overview of existing initiatives by governmental organisations, media outlets, and civil society, and discusses the challenges and dilemmas each actor faces. Furthermore, it assesses the knowns and unknowns of the impact of fake news and those of countering initiatives. Based on this assessment, it identifies the primary gaps in our knowledge regarding how to respond to fake news, as well as the potential of technological innovation and future research directions to close these gaps. In conclusion, it finds that our largest challenge might not merely be the establishment of efficient counter-mechanisms to fake news, but rather how to implement these without undermining institutions and processes that are vital to our democratic system.

Public Institutions and The Internet: Policies and Practice in Bosnia and Herzegovina

Freedom of Access to Information Laws in Bosnia and Herzegovina do not contain provisions on the publishing of public information online, which impedes the development of proactive transparency of public institutions. Moreover, different sector laws and special policies, as well as guidelines and recommendations that pertain to the maintenance of websites of public institutions, partially oblige public bodies to publish certain types of information on the Internet. Such a fragmented legal framework for online information disclosure leads to uneven and undeveloped practice of web presence and transparency of public institutions in BiH. It is of key importance to improve the existing Freedom of Access to Information Laws by introducing provisions on mandatory proactive disclosure of a wide spectrum of information on the websites of public institutions, and operationalize such disclosure further in bylaws on the development and maintenance of official websites.

Razvoj sistema e-nabavki u Bosni i Hercegovini

Uspostavljanje jedinstvenog portala za e-nabavke (www.ejn.gov.ba) krajem 2014. godine predstavlja dobar osnov za razvoj efikasnog sistema e-nabavki u BiH. Međutim, do sada je implementirana otprilike polovina funkcionalnih modula neophodnih za zaokružen sistem elektronskih javnih nabavki, a nedostaju i važni formalno-pravni preduvjeti, prije svega kada je riječ o podzakonskim aktima iz Zakona o elektronskom potpisu i izmjenama Zakona o javnim nabavkama, kojima bi se omogućilo elektronsko dostavljanje i evaluacija ponuda, što ukazuje na to da je sistem elektronskih nabavki još uvijek u ranoj fazi razvoja.

In particular, European nations such as Poland, Germany, and the Czech Republic, which are among the top supporters of Ukraine, have found themselves on the frontline of this information competition. Meanwhile, in the Western Balkans, which are far from the conflict zone but not immune to its reverberations, the influence of Russian media has only grown stronger.

European Youth: Addressing digital challenges

Following global trends, social media has become an instrumental part of daily life for most Albanians. Even before the COVID-19 pandemic, it was a primary means for social communication and receiving information on current affairs. Moreover, since the outbreak of the pandemic, social media has cemented its position as an irreplaceable aspect of people’s personal and professional lives. While it is wonderful that the internet allows education, business, and daily life to continue, there are some challenges to such dependency on social media. For example, disinformation spreads six times faster through social media channels than actual news, and social media platforms create opportunities for unsupervised communication, which can lead to harassment, abuse, and blackmail.
