On the basis of data from the European Innovation Management Academy, Innovation.bg 2015 analyses the strengths and weaknesses of Bulgarian companies in commercialising innovation. Although 80 % of companies have innovation strategies, they are rarely communicated clearly to company staff. While such strategies have the potential to focus the use of limited resources, their full effect cannot be achieved if staff, business partners and clients are not sufficiently aware of them.

Types of Barriers to the Integration of the EU Gas Market

The article discusses the problem of barriers to the integration of the EU internal energy market. The study is concentrated on gas market. The EU needs to combine particular gas markets and integrate gas networks in order to create energy highways.This article applies a combination of factor and systematic analysis and comparative research meth­ods. The study includes the analysis of official EU documents such as documents and directives, as well as the Network Code on Capacity Allocations.The analyses and research tasks include: the analysis of the potential model of integration of the gas market, the analysis of the level of reserved capacity of existing interconnectors in Europe by 2030, the analysis of the role of LNG terminals on the EU gas market, the analysis of traffic capacity of the existing interconnectors that allows to determine further investments and the types of barriers to the gas market integration process.The results of the article are: the direction of the integration process of the EU gas market, identification of the significance of LNG terminals in the gas market in Europe, identification of the main types of barri­ers which could protect the national gas markets and contribute to slowing down the integration process.The integration of the EU gas market is a challenge because the member states will protect their interests as well as their own energy companies. The creation of the EU internal energy market ne­cessitates the development of energy infrastructure as well as good regulations. It is also important to increase the understanding of and trust in the energy field between European Union countries, at the expense of national interests, in order to achieve energy solidarity in the EU gas market.

The creation and development of decentralized financial management of secondary education is one of the major changes concerning the Bulgarian education. The article analyzes the economic theories, on the basis of which the principles of financing the Bulgarian education are developed. With the introduction of the delegated budget system in 2008, the reform aims to transfer resources, decision-making rights and responsibilities to deliver services to lower levels of public governance. Decentralized financial management affirms and extends the financial and economic autonomy of the school as an important prerequisite for improving the quality of education in Bulgaria.

The Olympic movement has the potential for development through the use of Olympic marketing. The development of marketing aspects becomes particularly relevant in connection with their exceptional significance in order to increase profitability and ensure financial independence from external factors. In addition, owing to its marketing activities, the Olympic Movement is capable of shaping and maintaining a high profile of Olympism, which is the most important intangible asset of the International Olympic Committee.Today, the Olympic Movement is one of the most dynamic nonprofit marketing areas. The experience gained in recent years allows it to confidently develop and serve sport and society. At the same time, in order to achieve a qualitatively new level of development, the Olympic movement needs to analyze its marketing activities, accumulated their own knowledge and experience, as well as the involvement of such experience from related fields of activity. Taking into account that the way of improving Olympic marketing is considered by the IOC as the leading force in the progress of Olympism, efforts should be directed directly to the field of study.The article deals with the components of Olympic marketing, due to which the synergy effect is achieved. It shows the features of the Olympic marketing complex, marketing activities and the main activities of the NOC of Ukraine, aimed at the development of the Olympic movement and popularization of a healthy lifestyle among the Ukrainian population. The analysis of indicators of financial support has been done and it shows the social effect of marketing activities of the NOC of Ukraine.

The aim of this study is an assessment of the consequences of the possible implementation of certain models of VAT collection for agricultural producers at the regional level, taking into account the peculiarities of the development of the agrarian sector of the Kirovograd region.On the basis of systematization of the basic models for the collection of value added tax (VAT) in the field of agricultural production and taking into account the peculiarities of the agrarian sector development in the Kirovograd region, the author made variant calculations, evaluated the effects of the possible implementation of certain models for agricultural producers at the regional level.It is established that VAT accumulation ensures increase of profitability of wheat production in agricultural enterprises of Kirovohrad region from 39,4% (0-variant) to 55,3% (with VAT). The introduction of models of taxation of agricultural producers to the value-added tax should be implemented taking into account the peculiarities of the development of branches of agrarian production in certain regions of Ukraine and orientation to the basic norms of the legislation of the EU.

This paper will analyze the strategy of public funding of educational institutions of Ukraine and the region and define prospects paid (private and public) higher education.Higher education should be oriented to the needs of the labor market and socio-economic development of the country and the region. As a result - contracts with final consumers of educational services partially displace state order. With the increasing role of non-budgetary funds encourages the establishment of university research and production facilities that will promote the commercialization and dissemination of research results and innovation.Further development of the toll of higher education in Ukraine is to some extent justified. Only should not forget that the cost of education services in this case must take into account not only the cost of high school, but the reality find jobs after graduation.

The present article contains comparative analysis of international and Ukrainian approaches to taxation of property and its gains in terms of natural persons and legal entities with relevant recommendations and suggestions. In more details we have considered real property taxes, taxes on property transfer and taxes on net property, excluding debts.The main recommendations and suggestions, developed on the basis of performed analysis, are as follows: to divide property into two categories of “new” and “old” property considering acquisition of property rights in the form of privatization; to levy taxes on property and its gains at the local level taking into account location of such property; to use registration fees instead of taxes on property transfer; to develop unified approach as for taxation of property of natural persons and legal entities; to change approach as for taxation of inheritance and to consider property owned by the deceased person as conditionally sold at the moment of death with relevant taxation of income for amount of such conditionally sold property on the general basis.Additionally, we reviewed advantages and disadvantages of property taxation and assessed prospects of implementation of real property taxes in Ukraine. Upon results of such review we concluded that implementation of taxation of property and its gains in the taxation system of Ukraine is potentially productive, since such taxation may become one of the main and stable source of financing of both local and national state budgets, however, there are certain advantages and disadvantages of such type of taxation.One of the key advantages of property taxation is the fact, that such taxation can become a reliable source of budget expenditures financing. This tax can also be used for taxation of non-residents’ property, as well as financing services related to property maintenance and development of infrastructure. Additionally, it is almost impossible to avoid and evade such taxes and they can contribute to development of effective local authorities through greater autonomy in financing of their expenditures.The main disadvantages of implementation of real taxation of property and its gains are as follows: taxation of property and its gains taxes unrealized income from capital, i.e. such tax is levied regardless of whether the property was used in the economic activity and has become a source of income; taxes on property and its gains are usually paid once per year and may reach significant amount, thus, if they shall be implemented they will be paid by the overwhelming majority of the population and may lead to significant social disturbances; use of taxes on property and its gains will require execution of annual revaluation of property, which shall be also negatively perceived by citizens, since there will be always disputes regarding adequacy of the revaluation and therefore the amount of accrued tax.

The study examines the significance of the contribution of the 2007 – 2013 Regional Development Operational Program (OPRD), co-financed by the European Regional Development Fund (ERDF), to energy efficiency of buildings. The framework of the analysis is based on a logic model and the methodology also includes a unit cost analysis. The article presents the overall progress on energy efficiency at European and national level and provides conclusions regarding the progress, contribution, and efficiency of energy efficiency measures funded under the program. The overall conclusion of the study is that in spite of the good absorption rate of OPRD 2007 – 2013, the ERDF is not used efficiently; the contribution of the program to the energy efficiency of buildings is not significant; and the design of the program and the specific energy efficiency measures do not include sufficiently specific and justified objectives.

The review of the multitude of normative documents, regulating this system can help in the identification of the problems and search for possible solutions. And since the system is dominated by state-owned higher education schools it is only logical to ask ourselves whether at least part of the problem is in the system’s relationship with the State.

The main characteristics of the companies carrying out and exhibiting interest in trade with Sub-Saharan Africa are identified based on the analysis of a representative survey of Bulgarian enterprises. In order to deepen and streamline the results obtained and to formulate adequate recommendations to the companies and the government for the future development of their policies, a number of companies with real trade relations with countries from the region were identified, with which structured interviews were conducted. The study discusses the results obtained – the first section presents briefly the general features of Bulgarian trade with Sub-Saharan Africa, the second focuses on the identified synthetic profile of Bulgarian companies trading with the region, while the third, main part of the study summarises the attitudes and assessments of Bulgarian business outlined within the structured interviews.

Social security coordination in Europe with focus on self-employed persons: the quantitative approach

The article deals with international coordination of social security in the EU, aiming special focus on self-employed persons. The article outlines an overview of international social security coordination system with its legal sources and presents original research using cluster analysis method based on statistical data compiled by European Commission experts. The presented research is based on a conducted cluster analysis bringing together principal macroeconomic characteristics describing relative size and relative strength of economies, in particular total number of inhabitants, GDP per capita, in internationally comparable purchasing power parity version, and average wage, with quantitative expression of labour migration, represented by short term mobility covered by the European law posting provisions. The research question was formulated towards exploration whether there are some common features in short-term mobility inflows created by independent self-employed persons in the European internal market. The results showed prevailing lack of consistency leading to the fact that the clusters reported by the model were not comparable in size, when two of them embraced nearly all the examined European countries and the other two only few of them.

Smart specialisation is a key policy instrument of the European Commission, which European regions can use to identify and develop their competitive advantages. It is based on five guiding principles: place-based priorities; targeted investments in sectors with existing critical mass of resources; bottom-up approach; broad view of innovation that also includes social innovation; clear monitoring and evaluation mechanisms. If these are applied effectively, smart specialisation can help resolve some of the main long-term obstacles faced by the Bulgarian innovation system, such as the lack of sufficient funding for R&D and the weak link between business and science. In turn, this would help achieve the strategic objective of the Innovation Strategy for Smart Specialisation of moving from the modest to the moderate innovators’ group in the European Innovation Scoreboard by 2020.

The text analyses legal regulations of guarding rights when retransmitting protected works, included within Radio and TV programmes, as different kind of use. The Copyrights and Related Rights Act deals with audiovisual work/soundrecording/videorecording as issues of protection but not with the program as a complex of rights and that reach the public via technological infrastructure. The core ways of protection are implemented in the RTA-broadcasting organisations have guarantees against illegal program retransmission and over protected works within when retransmitted by electronic networks.

The analysis of strategic documents, international acts, directives and regulations of the European Union, as well as normative acts of the national legislation leads to the conclusion that this system, including state bodies and respective administrative agencies, is in the process of constant improvement but still is not effective.
