Retrospektivní modelová mikroekonomická analýza důchodového valorizačního mechanismu v období 2006−2017

The paper deals with the issues surrounding the valorisation of properly granted pension benefit in 2005 in five model situations of pre-pension income from the perspective of the Czech pension system. The analysis shows that between 2005 and 2017 there was no significant increase in the real value of the gradual valorisation of pension benefits under the law governing pension insurance and on the situation of its gradual nominal increase in individual model situations. The paper deals with the issue of the adjusted valorisation mechanism in the period of 2006−2017 from the point of view of the consumer price index for households, together with a comparison of the real value of the pension benefit according to the consumer price index per pensioner. In this context, the contribution highlights a situation where the real value of the average amount of the pension benefit calculated by statistical data is higher than the individual real value of the pension benefit. This indicates a different nominal and realistic development between the individual retirement benefit and its national average.

Even before the adoption of the Administrative Code by the Government, in July 2019, by emergency ordinance, the doctrine, but also the public environment brought more criticisms regarding it, criticisms that concerned not only the substance of the regulation, but also the method of adoption. The Ombudsman submitted to the Constitutional Court the exception of unconstitutionality that he formulated after almost two months from the entry into force of the emergency ordinance through which the Administrative Code was adopted, but we will not discuss in our analysis neither the reasons invoked, nor the character of the constitutionality of the normative act currently in force. We have chosen to analyse the most important legislative solutions in the field of administrative acts through O.U.G. no. 57/2019 regarding the Administrative Code, as the new regulation establishes, in our opinion, new, more flexible and more coherent rules, regarding the administrative acts by which the service reports of the civil servants are established, modified, suspended or terminated and to those by which the disciplinary sanction of the civil servant is ordered. Also, based on the previous jurisprudential solutions, the Administrative Code also makes some necessary clarifications regarding the documents to be annexed, published and/or "communicated to the civil servant together with the administrative act, especially regarding the administrative acts aimed at senior civil servants.

Counter-cyclical fiscal policy in developed countries: does governance hinder?

Fiscal policy is an effective instrument in helping governments in developed countriesovercome a recession with a high unemployment rate or a hot economy with a high inflationrate to keep the economy on a stable path. Does governance contribute significantlyto keeping this goal in these countries? The study looks for an answer by empiricallyinvestigating the role of governance in the output gap – fiscal policy relationship for a groupof 27 developed countries between 2002 and 2019. It employs the difference GMM ArellanoBond estimators and the PMG estimator for estimation and robustness check. The resultsprovide some interesting findings. Firstly, both public spending and government revenueare counter-cyclical, confirming the counter-cyclical fiscal policy in developed countries.Secondly, governance hinders the counter-cyclical fiscal policy. The findings imply somecrucial policies for governments in developed countries in running the fiscal policy.

Worldwide Fiscal Progressivity: What can we Learn from Subjective Wellbeing Economics?

The link between fiscal progressivity and subjective well-being at global level is an issue that has hardly been considered in the literature on the Economics of Happiness. Oishi et al. (2012) is almost the only work in this field, and they concluded that those countries which had more progressive income tax systems were also happier. Our work use their definition of progressivity as the difference between the upper and lower marginal rate on income, in order to prove its relationship with subjective well-being (SWB), but we have observed that such indicator is not very significant for a sample of 111 countries. Besides, we conclude that the fact that a country's maximum income tax rate is high turns out to have a strong influence on the declared subjective well-being of its citizens. One possible explanation for it could be that they are countries with a high GDP per capita in which disposable income after taxes remains high. However, it must be taken into account that in our work we have managed to isolate the influences that the GDP per capita variable could have using the principal component analysis method.

The purpose of this study is to determine the essence of the concept of "taxation" from the standpoint of its understanding as a social process based on disclosure of its specific properties, characteristics, key features and evolutionary development. It is grounded that taxation should be understood as the procedure for collecting taxes based on organizational and economic relations, interconnections and interaction between its subjects (participants - the state, taxpayers, tax agents, society) and objects (taxes, meetings), during which the reallocation of the gross domestic product is carried out in order to create a financial basis for the state's activities. The key actors in the tax process are the "state" - on the one hand, as a social institution and various government bodies authorized on behalf of the state to carry out certain actions and functions with the aim of formulating and implementing state tax policy and taxpayers - on the other hand, which have an object of taxation and are obliged to pay taxes and fees. The relationship between these entities is ensured by taxes are the main object of the tax process. The totality of social actions of tax entities, which ensure the functioning and change of taxation as a social system, forms the process of taxation itself. Taxation as a social process took place several evolutionary stages of development, taking different forms: origin, development, stabilization, adaptation, transformation, decay, transients. Taxation is proved to be a cyclical social process (since the taxing process is based on the interaction of different actors (participants in the taxation process) that are consciously focused on each other, taxation retains identity in time and its inherent evolutionary character), the level of development of which causes not only general indicators of state development, but also social indicators of social welfare, since with the help of taxes, on the one hand, financing of state needs is carried out and possible The implementation of the state functions of its functions (mainly at the expense of taxes formed a revenue part of the budgets of different levels - this shows the fiscal function of taxes), and on the other hand - it is precisely at the expense of taxes that the regulation of social processes is carried out (as the social function of taxes manifests itself).

THE RELATIONSHIP BETWEEN PUBLIC DEBT AND ECONOMIC GROWTH: THE CASE OF AZERBAIJAN

This study investigates the relationship between public debt and economic growth in Azerbaijan by applying FMOLS model to data from 1995 to 2020. The findings of the study show that government debt negatively affects economic growth. They also indicate that a 1% growth in export and real exchange rate increases GDP by 0.209% and 0.202%, respectively. The results of this study are useful for policymakers and they advance the economic literature to facilitate further research into developing oil-rich countries.

In this text, we will present the situation that prevailed in Greece and the management that existed in matters of public administration, oriented to its liberal side and the relationship with statism that was a brake on the adaptation of the administration. «The centralized system of power, promoted mostly in governments centered around the figure of the prime minister, limits the role of external actors in policy-making. It is a process based on the "leadership" of ministers, with the support of their close advisers" (Maistros, 2009). The dependence of the administration on the parties is high. As Featherstone (2009) says, «the political system is administratively unified and highly centralized. The government in Athens allocates the resources, defines the rules and decides the projects, and the regional authorities are almost completely dependent on the prospects of the outcome of the next parliamentary elections».Key words: public administration, liberalism to statism, reforms, Greece.

Food resources are important for ensuring national food security. The text examines the production of basic food products from agriculture in Bulgaria, as an important source for the formation of the country’s food resources. Innovations used in the production of the studied products that have a positive impact on the quality and quantity of production are considered. Proposals are given for innovations in productions that do not apply them. Based on the analysis and assessment of the consumption of basic products, from the point of view of their biological value, problems related to food security are identified. A view is being developed that an important element of security is the emphasis on the connection between national food resources - innovative production technologies – nutritional functionality of food products. These issues are considered through the prism of existing dynamic changes and in the conditions of uncertainty.

The aim of the report is to outline the expected novelties that European farmers will face in the new programming period 2021-2027. ЗЕЛЕНАТА СДЕЛКА НА БЪЛГАРИЯ

The text examines the green economic recovery projects, set out in the Bulgarian National Recovery and Resilience Plan (NRRP), designed to stimulate economic development after the Covid-19 crisis. Although greenhouse gas emissions are unevenly distributed and the richest 10% of the world's population are responsible for 52% of cumulative carbon emissions, which stem mainly from transport, Bulgaria is committed to the development of more green energy and energy efficiency incl. through the NRRP. Two variants of the national plan are analyzed, highlighting some market and regulatory problems. An adapted methodology for ranking the projects in the Bulgarian NRRP is applied and the stimuli of the RES sector are analyzed.

Th e professional community is increasingly addressing the problems of business performance of public enterprises with majority state ownership. Although it is the companies that have signifi cant natural resources and are of strategic importance, very low returns on equity, or even losses are present in their business. In this research paper we investigate business performance and the level of corporate governance of Republic of Srpska (RS) public companies with the majority state-owned listed on Banja Luka Stock Exchange, especially Elektroprivreda RS companies. Measuring the success of the business enterprise is based on the analysis of fi nancial statements for the last fi ve years, using indicators of profi tability and market indicators. Particularly, we assess the level of corporate governance in companies Elektroprivreda RS, in survey research using Scorecard Banja Luka Stock Exchange questionnaires. Th e aim of the study is to indicate low levels of business performance of surveyed companies in relation to foreign as well as the low level of corporate governance in companies Elektroprivreda RS. It also signifi es the relationship between the used indicators and the level of corporate governance and the need for changes in the state policy towards the management of the state capital.

The debt buildup process: Bosnia and Herzegovina – Republic of Srpska versus other European countries

Financial and economic crisis from 2008 created debt problems throughout the world, in developed and developing coutries. Although the problems cause by the crisis were similar for all coutries there were some specific diferences between them. Here, effects of firm’s indebtedness in the Republic of Srpska are analysed in comparison with 15 European countries before and after the crisis, which serve as a benchmark. In the RS and also other considered countries in the collapse year (2009), the relative debt increases of under and over median firms differed drastically. In the main crisis year of 2009 the RS had 2 percentage points higher impact (relative to the Core European countries) of the financial accelerator or/and correspondingly different effect of the shape of firm investment distribution on the debt increase. In 2009, country specific effects on the debt build-up process disappeared for all other observed countries except the RS, while in the year after the collapse they disappeared in the RS and picked upped again in all other countries, showing lagging of the impact of the crisis as well as a milder effect in the RS.

Market position and competitive advantage of insurers in the integrated Montenegrin insurance market, can be sustained by improving professionalism, taking into account the needs of the insured, strengthening of financial capacity with the aim that insurers accept the big risks, introducing of sophisticated insurance products, as well as by adjusting the business for competitive strategy of global market. Implementation of European insurance legislation in order to integrate Montenegrin into European insurance market is a big challenge for all insurance market subjects. Considering the size and specificity of Montenegrin insurance market, it is necessary that when creating new and changing valid legal solutions, regulator takes into account not only the deadlines for the adjustment of insurance companies’ businesses with EU regulations, but also the stability of the insurance market in Montenegro. In order to establish an adequate institutional framework for integration into the European market, the Insurance Supervision Agency of Montenegro should adopt legislation in line with European Union directives and the fundamental principles of the International Association of Insurance Supervisors. By implementing the „Solvency II” project, with a proactive and adequate control of the business, the insurance companies will have to identify and evaluate the risks they are exposed, to anticipate market changes, to improve internal controls and to maintain its financial stability. All mentioned will have the positive influence on the future prosperity of the insurance market.

The answer to the question of whether global processes manifested in the form of financial crisis, are opportunities or limitations for the development of the national economy requires two basic assumptions: – Knowledge and understanding, and interpretation of the essence of global processes and – Knowledge of the structure, of human and material resources, national economy. The aforementioned assumptions can be met only under the condition of systematic and continuous monitoring and analysis of global processes and trends in the national economy. Knowledge in finance and related fields provides success in finding opportunities in crisis circumstances. Decision making authorities do not possess adequate financial literacy and knowledge and understanding to identify and implement opportunities. A crisis is an opportunity, it has been said a long time ago. It derives from the Greek word Krisis or Chinese Wei which indicate crisis and contain danger or limitation as well as chance and opportunity. The current macroeconomic situation in Bosnia and Herzegovina is deemed stable by a number of qualified officials.Th is paper challenges this conclusion by presenting six macro-economic segments - the growth of GDP, full employment, price stability, exchange rate stability, balanced balance of payments and balanced budget.

The idea of forming the European Monetary Union (EMU) derives from the fact that monetary integration has considerable economic advantages in lower transaction costs, greater price transparency and monetary stability. Аccording to the optimum currency area (OCA) theory, it is very important for member states to achieve high level of convergence in order to exploit advantages of integrating and conducting a common policy. Maastricht convergence criteria imply that a country that enters the European Monetary Union (EMU) has a relatively low inflation, a stable currency, low budget deficits, relatively low interest rates and sustainable public debt. Before gaining the position of candidates for EMU, Bosnia and Herzegovina has to become a member of the EU and to achieve the criteria for membership related to the development of political, economic, administrative and judicial institutions. Since the Maastricht convergence criteria are more precise than other criteria, in the economic literature are oft en used as an indicators of the readiness of the candidate countries to access the E(M)U. In addition to consideration of theoretical and empirical knowledge about the monetary integration, the main goal of this paper is to, using the comparative analysis of actual economic performance of BiH and the region, provides us with knowledge and assessment of BiH stage of compliance with the Maastricht convergence criteria. The results show that a rational solution for BiH, aft er joining the EU, is based on gradual process of monetary integration, with stable monetary policy, effective management of public finances and careful management of public debt. The long-term goal of BiH lies in achieving real convergence through increased productivity and competitiveness.

Tax incentives generally take the form of tax exemption or reduction of tax burden and have the stimulating effect on attracting foreign investments that are very important condition for economic development of developing and transitional countries. By adopting necessary laws and forming stimulative tax policy, in Republic of Serbia and Republic of Srpska investment climate is continually improved in order to attract more domestic and foreign investment. Authors` attention is focused on: a) theoretical analysis of tax incentives and impact of tax competitivness on the flow of foreign direct investments, with special emphasis on these flows in developing and transitional countries, b) summary of most important tax incentives for attracting foreign investements in Republic of Serbia and Republic of Srpska.

Every financial system due to risks of its complexity, dynamism and openness, is inevitably controlled and regulated by local and international regulations. Advantages of regulation for the health of the financial system are multiple, but the question is where are the boundaries of control and regulation, when it outgrows its effects and becomes the source of opportunity losses. This paper explores the genesis of control and regulation development in economy and fi nancial system of a country, defi nes its domain and measures of effects, and highlights the positive effects and limitations of state intervention, i.e. regulation and supervision from the aspect of variations in conditions of their application. Th e process of harmonization of banking regulation and supervision at the international level is very important and happens analogous to implementation of the Basel agreements. The introduction and implementation of Basel agreements standards and recommendations of the Basel Committee has certainly contributed to financial stabilization of the banking system, and harmonization of international financial standardized reports necessary for rational decision-making during investment. Like any process, these processes will inevitably require some analysis of the benefits and costs of their implementation, and analysis of their cost-effectiveness.

Nevertheless, prior to investing money in any company, the inves tors can try, by applying some methods, to mathematically calculate whether the share concerned is undervalued or overvalued.
