Summary/Abstract: The management of people's money has a long, rich, and interesting history. The main goals of the modern budget process are effectiveness, efficiency, and transparency in the management of public finances. Program and results-oriented budgeting (an alternative to traditional budgeting) is a key element of the so-called new management in the public sector. This text is dedicated to the emergence and development of program budgeting around the world and in our country.
