The aim of this paper is to focus attention on the latest flow of Serbian emigration, caused by occurrences following disintegration of Yugoslav State at the beginning of the nineties of the twentieth century. Research has been made in the period between 1995 and 1997 among emigrants of the Canadian province Ontario, primarily in the capital Toronto. That latest flow of emigrants varies according to its composition. A very important component is represented by a number of highly qualified experts belonging to the young and middle-aged. They came mostly from developed urban areas. Mostly the whole families came to Canada in a few years, either with strong intentions to change their residence for good or for long time. According to socio - demographic features and dense concentration of emigrants in the urban centres of Canada, this flow can be placed in the very rare category, even unique type of migrations of Serbian inhabitants to North America.

Challenging Binaries in Migration: The Role of the Environment in Mobility

The rise in global temperatures and extreme weather events has affected agricultural trends throughout the world and threatened the livelihoods of entire communities. Although not a determinant on its own, environmental degradation constitutes one of the overlooked causes of mass displacement in the 21st century. This paper critically examines the notion of ‘environmental refugees’ and its linkages with the formation of new forms of precarious labor in the Global South. The aim of this paper is to survey the available literature on environmental migration in order to explore some of the humanitarian consequences of anthropogenic climate change. More specifically, this paper works with the myth of ‘invasion’ by environmental refugees in order to understand the systemic nature and demographic characteristics of population displacements related to the erasure of the means of survival, land and work for communities en masse, compelling members of these communities to take severe risks for survival. Drawing on the available literature on climate change and migration patterns, this paper will consider the debate on international recognition for environmentally displaced persons (EDPs). Finally, the ways in which the international community can begin to respond to anthropogenic climate change and the associated ecological crises will be considered. The paper concludes that existing binaries in refugee law fail to capture the intricate relationship between social, economic, political and environmental factors in human mobility, leaving many environmentally displaced people without protection. In order to overcome this oversight, we must critically analyze existing categories and prioritize the voices and lived experiences of those impacted by environmental change.

An Influx of Refugees into Jeju Island and its Effects on the Jeju Residents’ Cultural Sensitivity

This research investigated how recent issues surrounding refugees in Jeju had affected the residents’ cultural sensitivity. The responses of 109 Jeju residents were used for an analysis. An independent t-test was conducted to see the difference in cultural difference in two groups: the residents who view refugees as potential neighbors and those who don’t. Based on the result of Pearson’s correlation analysis, a multiple linear regression analysis was conducted to see how refugee-related variables explain the change in residents’ cultural sensitivity. The result revealed that people open to refugees have a higher level of cultural sensitivity, and women in Jeju fear refugees more so than men. Also, Korean identity is negatively correlated with cultural sensitivity. Most importantly, the findings of this research suggested that accepting refugees can foster Jeju residents’ cultural sensitivity, which is vital to the Jeju economy and its community

What's in a Name? The Semantics of Migration and Its Policy Implications

Across the globe, migration has emerged as one of the most daunting challenges bedeviling globalization. The second decade of the 21st Century has been marked by issues on how to manage influx of migrants on both sides of the Atlantic (the European Migrant Crisis of 2015 and debates on ‘Migrant Caravan’ and border security in the US). A major borne of contention on migration is a war of words over its framing. The semantics of migration are meticulously exploited by rival politicians and political parties, policy actors, and other stakeholders to frame the issue, orient policy and mobilize support or acquiescence to their cause (usually securitization versus accommodation). This paper probes into the discourse on migration with a focus on its framing by pro and anti-migration actors and stakeholders and how this has affected policy decisions and actions concerning the issue. Empirical cases of how migration was framed in Europe and the US were examined with a greater tendency towards securitization. Recommendations were also advanced on how to resolved the migration stalemate with the de-politicization of the term as a starting point.

Amerika’da yerleştikleri bölgenin demografik yapısı Ermeni-Rum ve Araplardan oluşur. Yabancılar “getto”larda “azınlıkta” ve “kapalı bir toplum” olarak yeni bir yaşama başlarlar. Elia Kazan da New York, New Rochell’de bu şekilde yaşama adım atar. Dört yaşında Amerika’yı tanımış, on iki yaşında Türkiye’ye tatile gelmiş; değişik yıllarda da babasının doğduğu yeri Germir’i ziyaret ederek köklerini tanımıştır.

Dolayısıyla kırk üç yıllık bu süreç Mevlut’un, İstanbul sokaklarında yoğurtçuluk, dondurmacılık, pilavcılık, otopark bekçiliği gibi pek çok değişik işte çalışarak yazdığı (romanda tanımlandığı gibi) “destanının” öyküsüdür aslında. Romana ismini veren “tuhaflık duygusu” Mevlut’un tüm yaşamı boyunca kendiyle baş başa kalmayı sevdiği zamanlarda yapmaktan zevk aldığı bir sorgulamaya dönüşür. Bu eşsiz ve özel anlarda Mevlut’un yaşama ve insanlara dair görüşleri, düşünceleri, duyguları ve bakış açısını doğrudan okura yansıttığı bir iç hesaplaşmadır. Bazı dillerde ilk haliyle bazı dillerde ise yapılan değişikliklerle birlikte yayımlanan roman Türkiye dışında “Yalnızlık Mevsimi” adıyla bilinir.

Theoretical Models for a Sociological Analysis of Inclusion and Social Exclusion of Transnational Migrants in Everyday LifeCurrent publications in professional literature often discuss terrorism and extremism in the system of coordinates developed by jurisprudence where the different phenomena are eclectically combined and grouped for analytical purposes. Charles Tilly in his works insisted that the terms terror, terrorism, and terrorist do not identify causally coherent and distinct social phenomena but rather strategies that recur across a wide variety of actors and political situations. This paper tries to depict basic theoretical models and methodological framework for doing field sociological inquiry on the hottest issue in current migration studies which is how the reality of social exclusion in everyday life turns immigrants to the practices of ideological extremism.

On 4 February 2008, Defence for Children International (DCI) lodged a complaint (No.47/2008) against the Netherlands before the European Committee of Social Rights (hereinafter ‘the Committee’), claiming that housing is a prerequisite for the preservation of human dignity. DCI asked the Committee to consider legislation or practice that denies entitlement to housing to foreign nationals, even if they are on the territory unlawfully, contrary to the European Social Charter (Art. 31 – right to housing). It further alleged that a finding of violation of the right to housing gave rise to violations of other fundamental rights guaranteed by the European Social Charter (hereinafter ‘the Charter’).

The number of international migrants worldwide has continued to grow rapidly over the past decade. Nevertheless, migration leads to controversial conversations within multiple spheres. Therefore, there is a need to explore a perspective on migration-of migrants themselves. This paper aims to situate 25 case studies on migration within interlinked realities of exploitation in the habitus, migrant aspirations, and opportunities provided by the experience of migration; against the backdrop of migrant agency. Analysis of the data collected indicated that migration offers opportunities to avoid and escape socio-economic traps, achieve aspirations and a higher level of well-being; the interactions between entities in the process of migration can be positively exploitative; and that negative lived experiences of the present are overlooked by migrants due to their aspiration of a better future. Most importantly, the authors emphasize that migration is a tool and a strategy which can be used to overcome structural inequalities and build capabilities.

This presentation, starting from the field research reflections and seeking a theoretical framework for continuous mobile immigrants, suggests the approach of cultural mobilities as an analytical lens for understanding modern and multiple forms of movement. It argues that all movements are culturally constructed and should be considered within the particular social, economic and political contexts that unfold. The emergence of subjective migration experiences about mobilities (from below), in conjunction with an examination of the policies adopted by the states for these (from above) can help us to understand better how different types of movement are being promoted or are limited by states and how these overlaps are interpreted by the people themselves. It also proposes multi-sited ethnography as a methodological tool for understanding how people's cultural concepts and practices are transformed or reproduced when they move. Finally, it concludes that mobilities are simply the means to illuminate the particular aspects of each culture and the way they are expressed, interpreted and renegotiated in the contemporary, diverse spatial and temporal contexts.

In 1919, France and Poland signed a Convention on emigration/immigration in order to expedite the sending of Polish workers to France. No clause in this document provided for the schooling of Polish children. French employers and Polish workers then set up a Polish-speaking education programme. With a view to possible and soon returning to their homeland, maintaining Polish identity was necessary for people and entailed learning not only their native language, but also all about Poland’s history and geography. Faced with the creation of these “Polish classes”, several government circulars were published in the 1920s to regulate these teachings and authorise foreign instructors, thus infringing the principle of non-differentiation of children educated under the French Republican school system. When studying this issue of Polish lessons taught in France between 1919 and 1939, it is interesting to see how the Polish minority held a vital (and enduring) role in the establishment of the Native Languages and Cultures education programme in France (the ELCO, still currently at the heart of a debate).

The Vocational and Voluntary Network #VISTÅRINTEUT (Eng. “We Can’t Stand It”, abbreviated: VSIU) was founded in September 2016 by a teacher, two social workers, and an educator. Using Facebook as a way to connect across Sweden, the VSIU network includes nearly 11,000 professionals and individuals who meet and support UMRs. The VSIU network includes teachers, social workers, physicians, psychologists, guardians, welfare officers, counselors, school nurses, and others who came in contact with UMRs at their places of work or in their communities. The VSIU network works to support UMRs in Sweden by organizing protests in connection to deportations, by helping to appeal asylum cases and providing support in the process, by alerting media and the UN to the injustices in the asylum processes and documenting how Swedish society is denying UMR’s their fundamental human rights. Most of all, they voluntarily provide housing and emotional support to UMRs. The VSIU network took on the role of the State that, in many cases, stopped providing support for UMRs when Sweden deemed that they were 18 or denied their asylum cases.
