Vztah korupčního jednání a státního aparátu

Author(s): Petr Krčál,Vladimír Naxera / Language(s): Czech Issue: 2/2015

The article deals with the phenomenon of political corruption. Political corruption is dominantly perceived as a potential threat for the stability of state apparatus. We try to present a different point of view on this phenomenon. Our concern is to provide an explanation of corruption through the mutual relation between corruption and state apparatus. From this point of view corruption can represent a possible (and sometimes useful) strategy of acting in particular social fields. We call this strategy “habitus of corruption”. This article should serve as a summary study of the phenomenon of political corruption as well as a possible source of theoretical and methodological inspiration in the field of study of corruption. The last goal of this paper is to demonstrate the suitability of an interdisciplinary approach in social sciences.

Razvoj metropolskih policentričnih regija i koncept pametnog grada

Author(s): Vladimir Čavrak / Language(s): Croatian Issue: 1/2016

Rapid urbanization in all parts of the world has contributed to the fact that today more than 50% of the world population lives in cities. In the area of the Danube and the Adriatic-Ionian European macro-region we should expect the continuation of the process of further urbanization and population concentration. We can also expect continuation of littoralization. The increasing concentration of population ultimately raises the question of improving the quality of life in cities, as well as the question of their effectiveness in all dimensions. The rapid technological advances, particularly the development of computerization and telecommunications, offer new connectivity options, specialization and cooperation between cities through the concept of creating polycentric metropolitan regions and the concept of smart city. Since the cities have the role of drivers of development, in countries in the area of the Danube and Adriatic-Ionian European macro-region, it is possible to achieve broader development effects in the entire observed area through cooperation and smart specialization. To achieve this, it is necessary to actively promote the concept of globalization thinking, local action and regional planning.

Rrazvoj i poteškoće sustava skrbi za starije osobe u Republici Hrvatskoj

Author(s): Ivana Dobrotić / Language(s): Croatian Issue: 1/2016

The paper analyses and considers the character and consequences of reforms in the eldercare system in Croatia, putting reforms in comparative perspective and taking into account the existing knowledge on the effects of similar reforms in European countries. The analysis begins with the period of socialism when the eldercare policy started to develop and continues through the 1990s marked by pluralization of service providers and the beginnings of decentralization, and the period of the 2000s until today marked by growing fragmentation of the system and the professionalization of non-institutional forms of care. The social risk of dependence in older age does not have the necessary attention of policymakers. Reforms of the past twenty years aimed at cost-containment in the eldercare system and the reduced role of the state, and were reflected in marketization, individualisation and professionalization of care. The eldercare system failed to cope with the growing demand for services and remains of residual character, fragmented and characterized by social assistance orientation. Future reforms will have to seriously address the sustainability of the eldercare system, in particular sustainable solutions of financing long-term care.

The analysis revealed that adolescents withneit her parent working abroad reported higher self-esteem and lower anxiety levels compared to those with one or both migrant parents. Additionally, self-esteem and anxiety levels varied based on the relationships with the care givers left behind but not on their participation in counseling services. The sefindings suggest that tailore dcounselingand support programs in schools or social assistance institutions can help address the mental health needs of at-risky outh with migrant parents. Such programs can benefit students, parents, care givers and teachers, potentially mitigating the negative effects of parental migration. This social and psychological counseling programs should be designed and implemented to offer indiscriminate support to children of migrant parents, regardless of the children'sage, duration of parentdeparture, or thepresence of behavioral or emotionalsymptoms. Contemporary society is aware that there are different types of diseases that people try to live with. Acceptance of the disease, managing emotions at the time of diagnosis, reducing worries are goals of psychotherapeutic program for cancer patients. The overall objective of this research is to identify and measure factors that contribute to activating resilience in cancer patients and their families and to evaluate the effectiveness of psycho-socio-medical services. The group of participants will consist of approximately 10 patients diagnosed with cancer, enrolled in social programs for the chronically ill, some of them being residents of Năvodari, Constanța, Romania. We will apply to these patients instruments to assess their emotional state, satisfaction and quality of life participating in socio-psycho-oncological support groups. The following questionnaires were applied in the three stages of the research: initial evaluation, evaluation after 6 months and evaluation after 12 months:Questionnaire on Distress in Cancer Patients-short form (QSC-R10); The Depression, Anxiety and Stress Scale – 21 Items (DASS-21); The Beck Depression Inventory (BDI-II). The comparison of the results obtained by applying the assessment instruments during the first year of operation of the psycho-oncological support group reveals a significant difference between the scores obtained at the first assessment and the scores obtained at the end of the year, which validates our belief that the group meetings, the psycho-oncological intervention methods applied and the psycho-social and socio-medical information decreased the patients' distress, increased their ability to adapt to the new life context, and increased their quality of life. Integrated approach to the needs of the person, in relation to his/her socio-economic situation, health status, level of education and social living environment, through Social Services are proactive. Based on the needs of each person, social services can have a broad reach, including people diagnosed with cancer, their family members and people who have overcome the disease.
