Research into the German occupation of Poland has in recent years benefited from a number of new methodological impulses. Different studies have converged on the topic with new questions and research perspectives. One approach, which has generated a quite lively discussion among researchers in Poland and Germany, looks at the architectural history of the occupation. In view of the immeasurable atrocities committed by the Germans in occupied Poland, a focus on architectural history might at first sight seem rather peripheral. Therefore, a few comments on the relationship between architecture and occupation policies seem apropos. That Poland had a special place in National Socialist ideology and policies is well known. The Second World War began with the German army’s invasion of the country on 1 September 1939, and from the very beginning, the occupation was plainly a colonization project. Stereotypes of “Polish economy,” anti-Slavic racism, and supposedly historically-based territorial claims to a region imagined as the “German East” all made essential (from the viewpoint of the German occupier) a setting in motion of a radical and broad reshaping of the region. The phantasm of a German Drang nach Osten serving the claimed need for Lebensraum was the underlying premiss in the various versions of the General Plan East (Generalplan Ost), which envisioned a complete Germanization of the annexed Polish territories and large parts of the General Government.

This text attempts to present a general view of the architecture of occupied Warsaw between 1939 and 1944. Based on both existing publications and new primary source material from the collections of the Department of Polish Architecture at the Faculty of Architecture of the Warsaw University of Technology, the article discusses the design and construction activities of the German occupation administration (i.e., those officially operated and recognized by the Germans authorities of Warsaw), private investors, and individual designers working in secret.In this context, the projects the City Board commissioned are particularly interesting. These included the reconstruction of public buildings destroyed in September 1939 (theaters and the interior of the town hall) and urban plans for the transformation and reorganization of the center of Warsaw (e.g., the design of the north-south route). These projects went far into the postwar future. Strictly connected with the design activity was the documentation of the city’s monuments (especially those destroyed or damaged at the beginning of the war). The preparation of this documentation was supported and partially financed by the city authorities. After the war, these plans served—as their authors had intended—as the basis for reconstructing these buildings.

Architects in the General Government: Activities, Reckoning, Memory

The paper analyses architects as a professional group in General Government (GG) during the Second World War. It showcases some of their design work, projects, employment, education, and other aspects of everyday life in an occupied country. The focus is on architects working in three cities: the former Polish capital of Warsaw, the GG’s new capital city of Cracow, and Zakopane, localized in the Tatra Mountains, which was intended to become a modern resort and sport center. The paper also mentions cases from Zamość and Radom. Most of the projects were realized by Polish architects employed by the German authorities. In Zakopane, Polish architects had a stronger position and more freedom in their work than in the other cities of GG. The article investigates the relationships between architecture and politics as well as the ideological impact of the architects’ work. Using unpublished archival sources, it evaluates the post-war requitals of the German architect Hubert Groß and a Polish colleague Stefan Żychoń. Neither of the two had to face a court after the war due to his activity as an architect during the occupation. Groß was accused of having been a member in different Nazi organizations, and Stefan Żychoń was suspended from the Association of Polish Architects for one year. For political reasons, both German and Polish architects seldom included war-related activities in their official curricula after 1945. In Poland they remain a taboo until today.

Heim and Heimat — Poznań during the Second World War as a Starting Point for Possible Paths of Interpretation

The building construction and design activity in Poznań, which was annexed to the Third Reich during the Second World War as the capital of Gau Wartheland, largely encompassed residential and landscape architecture. This begs the question about the ideological significance of the private space created for the Germans settling in the region of Greater Poland. The starting point for the discussion of this issue are the terms Heim and Heimat, which highlight the interwoven relationship of home and the surrounding spaces. The consideration of these terms provides the basis for analyzing the forms and scale of residential construction and how it was related to transformed landscape of Poznań, as well as for reflecting on how apartment layouts and their typical furnishings defined the roles and places of women and men within the system. The titular relationship between Heim and Heimat introduces the problem of the landscape and everyday lives of “ordinary” Germans serving the regime into the sphere of architectural studies and leads to the conclusion that ideology influenced everyday architecture just as much as official spaces. It also shows that the concept of Neugestaltung (redesigning) pertained both to urban planning and landscape, which together were intended to create a model landscape on the occupied lands. Scholars in search of answers to the questions outlined here would be well advised to consider various interpretative tropes that might enable a more comprehensive understanding of the relationships between architecture, landscape, and ideology.

Using Ciechanów and Płock as examples, this article discusses the different strategies German urban planners pursued in occupied Poland to adapt the existing cities in terms of infrastructure, aesthetics, and ideology. Characteristic here is the multitude of actors involved and the far-reaching consequences of their decisions on the reality of occupation for the civilian population. This leads to the question of the extent to which architecture and urban planning should be understood as an integral part of German occupation policy.

The article describes the usefulness of the language corpus resources and the corpus platform during the creation of the Polish-Russian dictionary „Architecture and urban planning.” The following tools were used: National Corpus of Polish Language, National Corpus of Russian Language, Polish-Russian Corpus of the University of Warsaw and Sketch Engine platform. It has been shown that the implementation of resources proceeds with varying intensity at different stages of dictionary development Language corpora (together with available tools) are most helpful at the first stages, i.e. building dictionary entries (basic entries and their derivatives). To a much lesser extent, language corpora are used in the process of searching for Russian equivalents due to the relatively poor collection of specialised and even applied texts available in parallel corpora. Often the results obtained have only a probing value. It is important to combine data obtained from different corpus resources in order to obtain information relevant to the content of the headword article of the designed dictionary.

URBAN GAMES IN PANDEMIC TIMES

The Covid 19 pandemic crisis has restarted the debate on how we can use the urban space as citizens in a safe and caring way. This research presents our explorations in human-scale board-games developed during the second part of 2020. Not only we had to rethink the rules of the games to cope with the current pandemic situation and create a safe environment for the players, but also the concepts played in the games started to have a deeper understanding of processes that create or are created by the urban environment. The two games are `Far to Close` developed within Life Long Burning 2020, at WASP Working Art Space and Production Bucharest, and `The System in the Room` created during Simultan Festival 15, Timișoara. The first game explores urban situations and how the players deal and react to some trivial city-happenings. To win the game, they have to use the physical distancing rules to `move` in the board-game city and tell the story of their trip. The second game centers more on dialogue than on winning. This time the players move in a board-game that represents the system behind housing developments. They have to explain the concepts presented in this system and create together a narrative on how housing developments should work. While, at first glance, the games can appear different in concept, the hypothesis behind them was the same: how can we use games as a tool of understanding the relationship between the citizens and the urban environment. This paper will present our observations derived from playing and observing the two games.

However, the requirements of applying these standards through the use of judgments, estimates and changes in the financial reports in terms of numbers and supply, allows the management of companies and banks in the field of discretion and the use of accounting estimates and choices to affect the information in the financial statements based on their personal interests. School Segregation and Educational Equity. Institutionalization of School Segregation Monitoring, a Sine Qua Non Prerequisite for Policies to Promote Educational Equity

The article presents a public education policy tool as a model with international applicability designed for monitoring, analysing and assessing school segregation phenomenon. This instrument, developed by a UNICEF team that continued the pioneering efforts of a Romanian NGO (Advocay and Human Rights Center ), has special importance for educational equity and social welfare. The paper argues that the widespread adoption of this tool in the institutionalization of education systems is a necessary prerequisite for equalizing educational opportunities. A systematic, administrative use of such an instrument sets the premises for an adequate assessment of school segregation level, defined in accordance with the most relevant criteria and the various forms thereof. Moreover, due to such an instrument, public intervention means for systemic school desegregation can also be put forward. Conclusions of the paper argue about certain conditions, precautionary measures and risks associated with the process of implementing and using such a model.

Those in cities are even more affected, given the weak or non-existent connection to an integrated green system network and an ecological infrastructure network. The paper presents the most important aspects of the European legislation regarding the Natural Protected Areas of the Cities, the way in which the responsible or managing authorities are established, the approach in the urban context, the type of management and the way of monitoring the biodiversity, the activities and the types of key-visitors.

Flooding is the most damaging natural hazard in the world. A better understanding of floods is a fundamental element in guiding the development of policies for managing and reducing flood risk. The main objective of this research is to contribute to the improvement of knowledge on flood susceptibility by combining Fuzzy AHP and Multivariate Analysis. Ha Tinh province in Vietnam was selected as the case study in which many floods have occurred in recent years. To accomplish this goal, 14 factors and 1427 flood locations were used to establish the flood susceptibility model. The area under the curve (AUC) was applied to assess the model accuracy. The results showed that rainfall, NDVI, NDBI, density of river, elevation, slope and aspect are the main factors influencing the occurrence of flooding. The models are efficient in analyzing the flood susceptibility in study area with AUC=0.87. Approximately 36% of the study area was recognized as Very High and High flood susceptibility, which focused on the littoral zone and along the river. The results of this research could be used as a scientific platform for better land use planning and sustainable development in areas highly vulnerable to floods.

One of the most fundamental problematics of European integration is the issue of the common European identity. The academic and policy debates that are developed around this issue highlight the fact that the EU cannot be transformed into a nation-state or even retain the characteristics that we know form nation-states, such as cultural identity and collective memory. Nevertheless, the European identity ‒ partly a social reminder and partly a social construction ‒ demands a transnational sense of identification. During the transition from “communitarianism” to “sociability” and modernity, new networks of relationships emerge and the phobic syndrome of otherness is more easily dealt with. Nevertheless, despite the forces of modernization ‒ such as the growing familiarity with social diversifications, travel facilities and mixed marriages, among others ‒ social groups continue to play a leading role in forming collective memories and identities and developing trust-building mechanisms. In any case, what still constitute the pivotal factors for such formations are collective memories and identifications. Against these backdrops, the European identity still lacks the necessary social groups as well as the collective memories and identifications to drive this trust-building forward. Due to that, the acceptance of the European identity is subject to constant fluctuations, which warrants investigation.

Technological development and universal basic income: from utopia to reality

This paper analyzes the idea of universal basic income, which implies a periodic monetary payment received by all members of the society, with no prerequisites. Most former viewpoints contained numerous utopian elements. Therefore, the main aim of this paper is to point to the reality of this idea and answer the question whether it is yet another in a series of utopias, or there are actual foundations for its realization today. Modern technological development opens the space for increasing production by excluding human labour from it and by increasing profits of production organizers, whereas an increasing number of workers face temporary periods of unemployment during their working lives. All of the above make the idea of universal mandatory income up-to-date. The text explains the attitude that technological development, through mechanisms of profit redistribution, opens the space for this idea to overgrow its utopian character and become reality. The prerequisite is that the surplus of wealth that goes to production organizers should be redirected to the rest of the population.

Globalisation debate in recent years is characterised with trade literature, growth and formation of multinational companies, the internationalisation motive, market liberalisation and the impact of these on nation states’ labour markets (Giddens, 2004). Zimbabwe as a nation is not exempted from the impact of globalisation on its labour relations. Literature review identified that to curb the adverse effects of globalisation, Zimbabwe adopted the use of affirmative action policies, which were received with mixed feelings of criticisms and appreciations. This article sought to understand the impact of globalisation on affirmative action and establish the extent to which affirmative action policies ameliorate the negative effects of globalisation. A qualitative paradigm was adopted. Data was gathered through the use of interviews and participants memoirs. Results were analysed by usingf both Nvivo 10 and manual coding. Results showed that either globalisation has an impact on affirmative action through inspiring the promulgation of policies or labour legislation that eradicates discrimination, or it can stifle some policies that deter globalisation. The article recommended that to ensure fairer globalisation there is need to use affirmative action policies to ameliorate discriminations occasioned by globalisation on Zimbabwe’s employment relations. Affirmative action policies need to be properly discussed and shared by all social partners to increase the chance of success in their implementation. With openness and shared goals, affirmative action policies and laws can help to achieve fairer globalisation.

SELECTED LEGISLATIVE INSTRUMENTS OF FAMILY POLICY SUPPORTING WORK–LIFE BALANCE: A COMPARISON OF ITALY AND THE SLOVAK REPUBLIC

Achieving an optimal work–life balance has been a policy objective of the European Union for many years. Despite progress in this reconciliation, inequalities in the labour market and in gender equality still persist. It should be emphasized that we are not just talking about inequalities in the private sector, the issue of reconciling family and working life is also relevant in local government conditions, and it also affects private and public sector employees who are responsible for families. In the context of European social and legal culture, the legislature, by means of family policy, not excluding legislative measures taken by labour legislation, creates the conditions for workers – women and men caring for children and other dependants – to ensure that they are not subject to economic and social instability. In this study, we analyse the minimum standards of Directive 2019/1158 on work–life balance for parents and carers, focusing on the institutes of maternity, paternity and parental leave. Comparatively, we examine the extent to which the Slovak Republic has adopted legislative measures of family policy with the legislation of Italy.

Territorial planning of transport network with landslide susceptibility mapping. Case study: Timiş-Cerna corridor, Romania

In this paper we present the importance of landslide susceptibility mapping for territorial planning applications on local and regional transportation networks. The case study is focused on the Timiş-Cerna Valley (Romania), along the Orient-East Mediterranean TEN-T Corridor. We developed the prediction model based on a landslide inventory produced with high-resolution aerial imagery, field study observations and information available in similar geomorphological studies. A selection of determining factors, such as lithology, slope aspect and inclination, fault distance, hydrological parameters and vegetation cover has been cross-referenced with landslide-affected regions in order to draw relevant conclusions. The landslide susceptibility map was based on the relative importance of these parameters, determined by means of cartographic algebra techniques and use of bivariate statistical methods in GIS environment. The results of the prediction analysis, validated with the Receiver Operating Characteristic (ROC) curve, were satisfactory. Finally, the overlay analysis of landslide-susceptible areas and the transportation network provided insight related to the most vulnerable areas at the level of territorial administrative units (TAUs). The importance of landslide zonation map was also featured with respect to the design of high-speed transportation routes across the Timiş-Cerna Corridor.

Scopul lucrării este de a prezenta contextul economic regional al evenimentelor organizate la Putna în 1871, în ceea ce privește creșterea și dezvoltarea economică, precum și disparitățile economice și convergența în cadrul Imperiului Austro-Ungar. Teritoriul care a devenit provincia austriacă Bucovina a fost unul sărac, cu o economie agricolă și o densitate scăzută a populației, o infrastructură slab dezvoltată etc. Imediat după anexare, noua administrație a implementat câteva reforme importante și a creat premisele necesare pentru accelerarea procesului de creștere economică. Cu toate acestea, Bucovina nu a avut rezultate bune ca răspuns la aceste reforme, ratele de creștere nefiind foarte ridicate. Chiar și estimările legate de dimensiunea activității economice (în special PIB-ul pe cap de locuitor) sunt diferite în funcție de metodologia utilizată. Cea mai mare parte a literaturii de specialitate validează ipotezele de cercetare privind eterogenitatea economiei austro-ungare, subliniind diferențele importante dintre Cisleithania și Transleithania, dar și între provinciile imperiului. În același timp, există dovezi ale unor disparități semnificative între regiuni, în timp ce rezultatele privind convergența economică nu au fost foarte coerente.

France-Argentina perspectives are rich in teaching for training, but also for methodological reflection on the sustainable development of territories. Here they highlight the integration of issues and the coexistence of agricultural development models at the local level. In the case of Chascomús, a town at 150 km south from Buenos Aires, the territorial dynamics at work were studied through research-training-action during which the local actors projected themselves at 20 years old, with paths for action over five years related to the issues that have been identified using the spatial approach. We show here that the participatory approach Jeu de Territoire, which was developed in France, can be adapted in Argentina and it contributes effectively to the training of students in the development and planning of territories (MS ACTERRA) as well as learning from Argentinian research colleagues and trainers (AgriteRRIs Network) and territorial development actors (in particular our partners: the Local Agricultural Extension Office of INTA and the Municipality of Chascomús).
