The crises generated by the Covid-19 pandemic have become a major problem in front of which the states have started to reflect their interests as well as possible. Developments in this area are aimed at deepening bilateral and multilateral cooperation in various areas affected by global crises. The dynamics of international relations were mainly due to the adaptation of regulations to changes in interdependent relations between states and the diversification of their concerns, including for contemporary challenges such as those given by pandemics. Instruments specific to public international law are brought into the spotlight in cases such as pandemic prevention, preparedness and response or in areas such as artificial intelligence or financial technologies. In the face of these challenges, public international law manifests its regulatory function. However, not all states react at the same rate. It is difficult to predict how and if this goal will be achieved, so we will follow the significant developments in the near future. To make this article we used a fundamental research method (directed for the purpose of knowledge) on the part of research that identifies relevant issues, with prospective ramifications and identification of features that promote the coherence of hypotheses. The notions we referred to will be exposed by using the most efficient methods, such as exploratory, descriptive but also explanatory.

The citizen, in a democratic state, has assumed duties and freedoms guaranteed by the state, equal for all citizens. The two notions are not in the same plan and do not have the same content. Human rights are a minimum of prerogatives necessary for human self-determination, while public rights and freedoms are prerogatives that ensure the security of the individual and his protection, they being his true claims on society. A human activity is legally free, to a greater or lesser extent, in a hierarchical system: there are, however, totally forbidden acts (crime, violence, destruction, etc.); there are acts or actions permitted under certain conditions, for example, obtaining an authorization from the competent authorities; and there are acts / actions allowed, free, but in compliance with state laws. Therefore, some of them may be banned altogether, and this may be legitimate depending on the purpose pursued - for example, to uphold the rights, freedoms or dignity of others. Public freedoms are not absolute. Everyone's freedom must respect the other's, and any form of freedom is limited by a legal system (even in states with liberal regimes).

The disruption caused by the COVID-19 pandemic is unique and cannot be compared to other crises in recent years. The Covid-19 pandemic has not succeeded in reducing drug trafficking in our country. As always, traffickers resorted to new methods to distribute their wares. Drug users also changed their behavior. Therefore, the pandemic restrictions did not significantly change the drug market in Romania, nor the consumption habits of drug users or drug addicts.

This paper is a continuation of a similar paper presented at the same scientific event last year, but with new and updated information. As a result of the health crisis, specialized authorities have been taken measures concerning the execution of sentences and educational measures depriving of liberty, respectively at the level of the Romanian penitentiary system. The information was obtained by accessing the websites of some penitentiary units, but also by conducting online interviews with various representatives appointed by several units within our penitentiary system. Additionally, I have also integrated answers received from the National Administration of Penitentiaries, following an official address sent in this regard.

It is more and more pragmatic the fact that, in the near future, both explanations and the form of the concept of national security will have to adapt to the model of responding to the need to guarantee the enforcement of law, the rule of law and social security, especially the part concerning the normative architecture with regard to the asymmetric and hybrid parts of the future concepts of risk and threat that society will have to accept and face. The challenges to which the world has been subjected for the last two years are raising a red flag, emphasizing the need for a change of view but also for a closer coollaboration between institutinos, at the level of the defense system, public order and national security, able to react effectively to the wide range of dangers, including the Covid-19 pandemic. The last two years of pandemic have impacted the whole world, so that both the law, through the existing systems, and the various concepts of national security, have reacted to this form of social imbalance. The article tries to capture the impact of the pandemic, the reactions related to the behavior and attitude of the individual, from the perspective of extremist-terrorist beliefs, with an impact on the processes generating criminal activities, in the interaction between the groups and individual entities in the society. Equally, the text will aim to highlight the social impact, of a complex and diffuse nature, as well as the evolution recorded at the level of the phenomena of radicalization and extremism, together with the influences on society, in the short and medium term.

This interdisciplinary study focuses on death causes of citizens of the town of Rokytnice in the Eagle Mountains. It covers the period from the 20 th February 1784, when the Emperor Joseph II ordered local parsons to keep records regarding citizen ´ deaths. In order to put this research into a more detailed context, the study openswith an analysis of the situation of Rokytnice rectory and the level of healthcare in the second half of the 18th century. The key building stone of the study is an analysis of death records in Rokytnice between 1784–1812. Interestingly, the research shows that the record keeping was interrupted in several places due to missing pre-printed death register formulaires. The situation stabilized sometime between May and June 1784. Apparently, the parsons themselves began to manually prepare the formulaires which turned out to be the simplest solution. These manually completed formulaires existed in Rokytnice until 1812, indicating that the government probably had to resign on these pre-printed formulaires at the beginning of their existence. The next chapter, focusing on death causes of Rokytnice citizens with German origin between 1784–1793, reveals interesting observations. The study proves the quality of death diagnosis was rather low and unstable. Interestingly, parsons recorded symptoms rather than diagnosis in multiple cases. Clearly, this represents an obstacle for this research as it is almost impossible to consistently track the death causes due to missing or incomplete statistics..

In the desire for an anatomical conformation to the gender that certain transgender people claim to have, they resort to modern medical technology. These interventions mainly refer to hormone therapies, genital surgeries and specific psychotherapies. The principles of Christian bioethics that aim at the uniqueness and integrity of the human person, his dichotomous structure, his psycho-physical well-being are the basis for accepting or not any medical intervention on the human person. Mainly, Christian bioethics considers a few references: the cause, the way and especially the purpose for which a person requests or requires a certain medical act. Christianity has always viewed with aversion and canonically sanctioned any mutilation of the person's body, the famous case of the castration of Origen being well known. Preserving bodily sexual integrity is a Christian bioethical principle, given the sacredness of the human body, "the temple of the Holy Spirit" (I Cor. 6:19). Interventions that can be accepted aim at the same principles that reject unnatural medical interventions. The cause that determines the desire for such an intervention is pursued, if this cause is a just one and in accordance with Christian ethics; likewise, the way in which it is intervened, as well as the purpose for which it is intervened, being accepted only the therapeutic medical interventions, those interventions that seek to restore the affected psycho-physical health (for example, reparative surgery of genital malformations).

ANALÝZA RIZIKOVÝCH FAKTORŮ ŽIVOTNÍHO STYLU ŽÁKŮ ZÁKLADNÍ ŠKOLY

A range of risk factors, so-called civilization diseases, begins to develop in childhood and fully manifested in adulthood. It is important to point out these factors and affect them with appropriate preventive activities. The chapter contains the results of the research carried out on a sample of elementary school pupils. The quantitative survey uses a method of an anonymous questionnaire sent to 100 pupils attending the selected elementary school. Several areas of life style (nutrition, physical activity, risk behaviour of addiction, sleep, leisure) were mapped. The final results show that the pupils participated in the research do not respect the principles of the healthy lifestyle to the extent necessary. Their knowledge and habits are average. The research reveals that the emphasis should be focused on nutrition composition and regularity in eating, drinking regime, the strengthening movement and reducing the risks for substance abuse.

Já jsem se narodila tam, ale tu jsem vyrostla. V Porubě, prakticky v tom čísle, kde bydlím teď. Maminka mě porodila v nemocnici ve Staré Ľubovni, odtamtud ji odvezli na nádraží, jela vlakem do Ostravy a ze Svinova ji sanitka převezla domů. Tata už tady v té době tři roky byl, někdy sem bral i kluky. Prostě přišel do Ostravy, jestli by si tady nenašel práci, přišlo více chlapů ze Slovenska a práci si tady našli. On tady dělal pod Obloukem podloubí. Pak, jak už tady práce nebyla, tak dělal ve Vítkovicích. Když jsem byla malá holka, tak tady kousek byl obchod, tady pod náma masna a taky obchod s látkami. A jak mi bylo šest sedm roků, tak jsem se doma pouštěla do uklízení, nádobí jsem umývala, mámě jsem pomáhala. Máma mě učila i vařit, měla jsem tady takovou lavičku pod nohy a už jsem dělala těsto, všechno jsem jí pomáhala. Dokud jsem nechodila do práce, to už jsem jí potom nepomáhala.

The paper reflects the recently obtained health-related and social-pathological data on Romany pupils. It specifies several adverse life-style parameters of Romanies as the manifestation and the consequence of their social, cultural, educational and linguistic incompatibility. The insufficient or even dysfunctional strategy of family education appears to be the factor preventing Romany children from acceptation of regulatory rules and standards. School is presented as a guaranteeing educational institution in the process of generating, stabilizing and interiorizing health-related values and rules. A significant potential of prohealth intervention programs is highlighted in terms of supportive health-education strategies. Last but not least, the paper points out the applicability of e-learning in the process of prohealth education at primary schools.

In my research, I will emphasize on the sports media, where changes of the modus operandi and everyday work of journalists were observed. The financial crisis provoked from the coronavirus has affected athletes, clubs and the running of major championships. Moreover, it had a massive impact on the media as it changed radically the content of television programs.

The chapter talks about the development of disability studies and its key points such as the intersection of activism and academia, the social model of disability, or interconnection of various disciplines. The ways of thinking about ability, disability, normal and abnormal bodies and people, are highly formed by the society—by education, media, expert and lay discourses ranging from medicine to social policy—and influence how cities, streets and houses are designed. Therefore, the aim of disability studies is to change the discourses and modes of behavior so that they are more inclusive. The chapter discusses beginnings of this field at the interconnections of activism and academia, and its difficult position in the Czech Republic, where it is not an established major at any university. Here, especially the public discourse revolves around the medical model of disability that sees the core of the problem in one’s impairment, instead of focusing on disabling processes leading to discrimination, which the social model of disability, pivotal for disability studies, does. However, the chapter also discusses various critiques of the social model.

A safer Europe in a better world” were the words that one could hear in December 2003 at the General Council of the European Union, when the “European Security Strategy" was adopted. It represented a historic moment in which clear targets were set for ensuring security, common threats were identified and principles were promoted in order to give the European Union the status of regional and global “anchor of stability”.Five years later, at the presentation of the first report regarding the strategy implementation, the heads of state and government reached a common conclusion, that the world is in a continuous, accelerated and varied change, and ensuring security in such environment becomes a challenge, a desideratum for which all member countries must contribute. Today, the world is neither better nor safer. An unexpected blow, the Coronavirus pandemic has been applied to the political, economic and military interests that are shaking the foundations of the “European Union Pantheon”, and its effects are felt in all countries, regardless of their level of development or contribution to the European Union budget.

Nowadays, the frustration and fear caused by COVID-19 leads to aggressive manifestations in all areas. Perhaps even more common in healthcare institutions. However, often not only the fear of this virus, but inadequate communication from healthcare workers leads to aggressive actions. Patients respond in a variety of ways to a sudden change in health or functioning. While some of them are open and grateful for care, others may express strong emotions. Some emotions expressed by patients are more difficult for health care personal to deal with. Common difficult interactions include patient expressions of emotions such as anger, anxiety, and depression, as responses to crises. These emotions could cause violent actions in healthcare institutions. The paper presents communication methods and strategies used in health care and looks for answers such as why verbal and non-verbal communication mistakes can cause physical, and verbal aggression or conflict. It examines which communication method is more useful in dealing with conflict situations occurring in patient-doctor, nurse-patient interactions in health care. The article recommends types of communication. It highlights the importance of empathy since without it the conflict cannot be solved or it can only temporarily. The article also emphasizes that it would therefore be important to train staff in appropriate communication trainings as well as to practice these lessons in situational exercises.

This paper argues that there is a potential new source of power, especially of hard power, that is specific to contemporary security environment characterized by the threat of COVID-19 pandemic. The starting premise is that the health system resources are a potential new source of hard power for a state actor to promote its foreign policy based on inducements or rewards. In terms of J. S. Nye Jr., health system resources might be used as a bribe or promise not for military or economic assistance (as specific to hard power), but for medical/humanitarian assistance. Therefore, the paper starts with a brief theoretical overview of the power concept and sources of power and continues with an analysis of the way in which a pandemic affects the international politics, especially the COVID-19 one.

At the start of 2019, when humanity was not yet sharply facing the threat of COVID, the security paradigm showed a tendency to change. In particular, in recent years, as far back as the beginning of last year, the attention of security experts has been focused on qualitatively new challenges. It is natural that COVID-19 pandemic has already changed the safety requirements of the world. Societies have changed in each country, in particular human relations, culture, and rules. The domestic and foreign policies of the states, border regulations, and the specifics of transportation have also changed. Besides, the most important social factor can be considered that a new struggle of interpretations has been activated in the media agenda. The worldwide international media agenda observation reveals that there are a lot of conspiracy theories have been developed around the pandemic virus, which strengthens mainstream ideological narratives through the fear factor. They have appealed to the fears in two conflicting directions and developed relevant interpretations in societies globally, within states. In this power struggle of interpretations, it is seen that the pandemic has imposed new responsibilities on the ruling elites, but also gives visible advantages to all local authorities. In particular, it is in their hands that the powerful, fear-backed levers of management are accumulated, with the help of which it is possible to strengthen the power. In the article is given the case of author’s personal experience.

Measures to prevent and combat the spread of the virus taken by most countries in the world in March-April have led, particularly in the second quarter of this year, to a generalized decline in economic activity. In this context, the paper analyzes whether the national authorities in the affected countries have managed to find a proper balance between measures to protect the health of citizens and those to ensure the smooth running of the economy.
