The management of a knowledge economy represents a challenge for every state, because the knowledge economy is the foundation of the modern state. The state must manage science and technology through its institutions if it wants to create a good foundation for the development of its society. Finland is considered as one of the most successful states when it comes to the management of the knowledge economy. Through an analysis of the Finnish model of knowledge economy management, the authors examined the institutional-forms of cooperation, based on the strategic commitment to the establishment and development of the knowledge economy. The Finnish model of knowledge economy management can be the basis for the creation of adequate national models with respect to the specifics of each state.

Theoretical and Practical Aspects of Developing Agile Enterprises

Given the growing importance of agility in contemporary organisations, it is imperative to investigate how to understand the characteristics of the agile enterprise. The aim of this article is thus to identify entrepreneurial behaviour in an agile enterprise and the strategic implications of agility. This paper draws on entrepreneurship and strategic management literature and a case study. The paper first examines the context of entrepreneurship and it then moved on to discuss the attributes of an agile enterprise. Then the issue under discussion is illustrated through a case study of Hortimex, an eminent representative of the leading food additives manufacturers in Poland. The findings of this case highlight the characteristics of agile enterprise in a contemporary business environment. It shows that attributes namely entrepreneurial resourcefulness and strategic leadership help to enhance the capability of a firm to compete in an increasingly intensified business environment.

The original concept of customer relationship management as based on communication in the physical environment is gradually transforming into a new kind of marketing approach where contact through social networks and relationships within online communities predominate. This paper aims to increase knowledge of the use of customer relationship management and social customer relationship management practices in small and medium enterprises conducting their business in the Czech Republic. A sample of 308 respondents, primarily small and medium enterprises managers, employees and marketing specialists was collected using a questionnaire. The findings showed that organizations perceive digital marketing as more important than traditional marketing. About two-thirds of respondents consider customer relationship orientation to be very important; however, Social customer relationship management consider as “very important” about 15% of respondents. The comparison of findings to international studies and to larger corporations has brought some interesting knowledge.

In recent years, along with changes in health care services, health care has gained not only local nature but gobal one as well. Especially with the development of health tourism, it started to offer health care to patients from different cultures. Likewise, the service is provided to solo, but also very different cultures within the organization is working towards a common goal, to be with people, effectiveness, efficiency, coordination and communication, in order to ensure a good understanding of each other’s cultures employees, need to know about. Cultural intelligence is not intended only to whom the service were given. It is required to work and communicate effectively within the people from very different cultures within the organization towards a common goal. From this point of view, cultural intelligence that means the attitude, behaviors and concept that includes comprehension skills of people towards different cultures is the service, especially enterprises of all employees. That is possible to say that cultural intelligence is a must-have of global organisation. In the study, cultural intelligence scale is adapted to Turkish and applied to hospital staff. Socio-demographics dependents were statistically calculated. The hospital staff cultural intelligence levels were determined and the effectiveness on the demographic and occupational factors were put forward. For this purpose, 150 employees were included in the survey from the private hospitals described as A-class from the Ministry of Health according to the classification. In the analysis results, the level of cultural intelligence was 3,93 + (0,82). With the operating time of the institution and the profession, to some extent cultural intelligence is a negative weak relationship.

Becoming of modern trade education needs creation of social pedagogical terms of future stage-director personality humanizing, because it is argued that artistic professionals are powerful potential of development of our society. Modern science abandons oneself all anymore to the idea, that communication as an objective type of vital functions of every personality, comes forward as an original art, where there are rules, features and secrets. Every specialist must know all these for the activity optimization.Stage-director is one of most difficult, most dynamic professions, we mark – pedagogical professions.Its complexity associates with its high requirements that relate to the director, manager, teacher because of accelerating scientific and technical progress, the growth of information and the considerable costs of mental, psychological energy in creative and educational activities.The role of communication in director's work is great because it has the ability to affect change in the structure and substance of social actors (students) to human socialization, formation of personality.Communication is the process of interconnection and interaction between social entities (groups of persons), where there are the exchange of information, activities, mood, experience, abilities and skills.Among the variety of types of communication we can allocate teacher communication. On our opinion that teacher communication is a particular type of human communication (eg, in comparison with a business, family communication, etc.). It is characterized by common features of communicative interaction, and highly specific, inherent in the educational process.Also we can add to this that the pedagogical dialogue is a form of academic cooperation by optimizing learning and personal development of students. Thus, pedagogical communication is a multifaceted process of establishment and development of communication, understanding and collaboration between teachers and students.On our opinion that it is aimed not only on the interaction of learners for their personal development, but is central to most educational systems for organizations of learning and the formation of the creative skills basis. Thus teacher communication is characterized by at least threefold focus: the academic interaction, students (their current state, promising lines of development) and the subject of learning. At the same time, teacher communication is defined also with triple orientation of its subjects: personal, social and intuitive. SPT, while working with students on the development of a teaching material, always directs its result to all the participants in the audience and, conversely, working with a group affects everyone. Therefore, we can assume that the uniqueness of pedagogical communication, which is a combination of these characteristics, can be expressed in organic combination of elements of student-centered, socially oriented and visually based learning.While teaching communication tasks are given and are implemented, the main goal is to transmit knowledge and encourage learners. A role of pedagogical communication in stage-director work is enormous, as it has the opportunity to influence on the change of structure and essence of social subjects (students), on socialization of human being and its socialization.It is possible to assert that pedagogical communication is one of types of professional communication.There are different points of view on the problem of function of pedagogical communication and determination of its basic goal.In the process of pedagogical communication communicative tasks can be realized – and the main goal is to pass knowledge and induce those, who studies to the corresponding.Thus, the work of teacher interaction is a process where teacher implements and approves own potential strength and ability, and also develops himself. Modern art education needs comprehensively trained teachers and specialists who have professional expertise and know how to express the deep essence of his personality to create optimal social and educational environment for the development of future directors as professionals and for humanizing their personality.Modern artistic education needs the all-round prepared teachers and specialists that have thorough professional knowledge and are able to express deep essence of the personality for creation of optimal social-pedagogical terms for development of future stage-directors as the business professionals and for humanizing of their personality.The level of relationships between students and teachers depends on the effectiveness of training future specialists. It is clear that it can make only the one who has skills, and is able to convey the richness of human culture to the students.Thus, for forming of corporate culture of stage-director the professional activity requires maximal patience, persistence, sequence in actions, fundamentalness, in its connect with tactfulness and flexibility.

In the first part we see literature as well as the clarification of some general attitudes about entrepreneurship as one, now increasingly important, branch of the economy using the opinion of a significant number of authors who are engaged in research in the field of entrepreneurship.

Rodne nejednakosti u zapošljavanju, upravljanju i odlučivanju

In this paper we examine gender differences in the pattern and level of employment, main characteristics of women's employment and their participation in political institutions, public policy and decision-making process. The analysis contains comparative view pointed out on gender differences in Serbia and European Union and assessment of anti-discrimination measures and active integrative approach to gender participation. The quantitative data derived from official gender sensitive statistics from EU and UN institutions, supplemented by qualitative findings of recent surveys. The evidence presented in the paper pointed out unfavourable position of women in the labour market, characterized by low economic activity, limited access to managerial position and prestige wages, high unemployment, poverty and vulnerability. The Serbian labour market is characterized by a downward rate of activity of women and a high unemployment rate, the latter being the crucial factor of unequal position. Activity of women at the labour market amounting to 54.6% in 2006 relative to the total female population of working age is very low. Economic activity of women is considerably beneath that of men which amounts to 72.7% active men as compared to the total male population of working age. Statistics and reports on the structure of the unemployed show that women are more affected by unemployment than men. It is 1.5 times higher than that of men of the same working age. The unemployment rate in Serbia is one of the highest in Europe, ranging from 21% to 30%, depending on the methodology of calculation. The position of unemployed women is determined by poor opportunities to contract full-tim employment, low and irregular payment of unemployment benefits, poor chances for prequalification and professional retraining and a high probability of engagement on unpaid jobs at home or jobs in "gray economy". In the second part of the article the differences and similarities in patterns of political behaviour of women in Serbia and European Union are examined, considering participation in governance, decision making and public policy. The analysis emphasizes that women are still under-represented in political system and its institutions in Serbia, more then in the most EU countries. Namely, the number of women in politics in Serbia was dramatically reduced in the course of the nineties due to strengthening of nationalistic politics, ethnic conflicts, economic sanctions and isolation of the country. Relative to the socialist period, when participation of women in parliaments was 17%, women completely disappeared from the political scene in this period. After the 1992 elections, only 4.0% women were elected into the Serbian parliament, and after the elections in 2000, of the 250 members of the Serbian parliament, only 27 (10.8%) were women. Finally, participation of women at the 2008 Parliamentary Elections doubled (20,4%) following the introduction of quota for the less represented gender in the Law on Election of Members of Parliament. Representation increased to 21.3% at the local level also. But, women are still underrepresented on leading positions in governing and decision making in public policy. There are three times less women among the legislators, state agencies officials, CEOs, directors and managers.

The increased supply and the demand-driven explosion of global health care costs threaten the sustainability of health care services, mandating optimisation of cost-efficiency via health policy. As of July 1 2006, preventive-curative health care has been reimbursed using a centralised, closed prospective method; thus Hungarian health care providers operate budgets allocated through macro, mezzo or micro-level allocation mechanisms. Lacking sufficient incentives for patient care on the lowest level of care, production efficiency is the only tool left to increase efficiency. Nonetheless, one of the bigger challenges of the twenty-first century is managing chronic diseases that mandate continuous complex care encompassing all levels of care and the optimisation of patient referral methods. However, current allocation mechanisms have not yet reflected this paradigm shift. The paper discusses how capitation financing, by providing strict budgetary constraints, a framework for local political goals and enhancing allocation efficiency, could be a proper tool for optimising both allocation and production efficiency. Moreover, we propose that given the theoretical and legal framework of gate-keeping and the organisation of patient care by primary care physicians in Hungary, vertical allocation and horizontal production efficiency may be established by strengthening a primary care system that is reimbursed through complete capitation financing.

The main problem of this paper to be solved is to outline one of the main cultural institutions - namely schools - in terms of firms. In order to achieve this goal, the basic characteristics of firms had to be established, also analysing the most important problems related to them. The paper claims that, in fact, all firms overlap and thus depend on each other, which inevitably limits their competition to a certain degree. This is especially true for cultural institutions in the process of producing human capital. The authors propose to use rather strategic coordination instead of internalisation in the process of treating externalities.

WORK-FAMILY CONFLICT IN RELATION WITH RESOURCE CONSERVATION THEORY AND EXPANSIONIST THEORY

Initially, work and private life were conceptualized according to the model of two separate spheres. From mixing those spheres generally resulted problems, failures, stress, all united under the term "work-family conflict". This wording refers to the role conflict occurred when the requirements of the professional role are incompatible with the family demands (Greenhaus, Beutel, 1985). Later, the relationship between family and profession was seen as a bidimensional construct, the professional roles affecting private roles and vice versa. Although, initially research has paid attention to work-family conflict, it seems, however, that balancing family and professional life is an intriguing, multifaceted domain, which may take positive or negative aspects. The results of recent studies (Barnett and Hyde, 2001) about the benefits in terms of life quality when on is involved in several roles, prompted reconsideration of the issue and the tendency of deepening research, in order to identify variables that determine transforming what was originally lived as a conflict, into a life situation with positive effects for the individual and why not for the organization to which he belongs, his family and thus society.

Background: This study examines the phenomenon of arrangements limiting terms of office for directors of nursing (DONs) as a policy change in the Israeli public healthcare system since nursing is a major component of the healthcare system's personnel, and DONs have a crucial influence on achieving the organization's goals in a changing and developing environment with limited resources. Aim of Article: To understand how senior role-holders in the Israeli public healthcare system view arrangements limiting terms of office for directors of nursing as a policy change in the Israeli nursing system. Methods: Qualitative design comprising face-to-face interviews with sixteen purposefully sampled senior managers at three medical centers in central Israel. Data were analyzed thematically. Findings: Five themes emerged: ambivalence concerning the need for arrangements limiting terms of office, arrangements limiting terms of office as an organizational change, arrangements limiting terms of office as a method of career management, arrangements limiting terms of office – where they are headed, and length of the term of office. Conclusions: This study shows that the answer to the question whether to perpetuate the past or shape the future is not unequivocal; it is evident from ambivalent attitudes towards the option of instituting arrangements limiting terms of office.

More or less, absenteeism exists in every organisation and institution. This is the most frequent and most visible indicator of problems in an organisation and society as well. In human resources management, absenteeism means multiple absences of employees from their jobs without a justified reason. Absenteeism is regarded as one of the most complex management problems in all organisations. In occupational health and occupational psychology, absenteeism is mostly indicator of certain social, health or personal disorders (e.g. social dysfunctionality, troubled interpersonal relationships, stress, mobbing, work conditions, personal lack of work ethic, strategies to avoid work, depression, alcoholism, other forms of addiction etc.), especially if absence is due to illness or without approval.Nowadays, absenteeism is rightfully considered a massive social disorder, which occurs as a result of numerous internal, external, and personal factors. Absenteeism can be measured in terms of frequency and duration of absence, of being late, leaving work too early and other forms of occasional and temporary abandoning a specific organisational role. Control of absence from work can be performed through recording the time with information systems or, more precisely, functionality of human resources management software solutions i.e. modules to record presence that record the time of arrival, departure, explanation of reasons for coming late, allowing the employees to record the time spent on different jobs, linking with payroll, generating reports for the management etc. This paper presents the etalon model and specifies the structure of a part of human resources management information model, which is built based on results of theoretical studies and empirical accounts.

Organizational culture is formed by and joins with further cultures — particularly the comprehensive culture of the societies in which it functions. This comment climaxes the encounters that global organizations face in launching and upholding a amalgamated culture when functioning in the framework of numerous national, regional and international cultures. In NATO’s foundation years, it was impossible for NATO to resist against Soviet Union’s conventional power. Therefore a new organizational culture, in other words, NATO culture had to be formed as West and strategy was depending on the nuclear weapons’ dissuasive role, and the usage of nuclear weapons was accepted as the fundamental factor of the strategy concept in case of Soviet Union’s aggressive attitude to NATO countries. But, a nuclear duello between USA and Soviet Union may cause an irreparable destruction in Europe and America, so one side’s victory does not mean too much, because of this attitude massive nuclear retaliation concept was abandoned, and changes were done in strategic concept in the frame of more rational and soft principles. In the tension period, NATO’s defense planning was founded on two strategic concepts; selective use of Nuclear Weapons and Trip Wire Strategy and organizational culture is developed accordingly.

Methodology of research is the dialectical principle of cognition, sociocultural and historical approaches of the systems, fundamental positions of theory and history of management culture. In accordance with this culture, the organization is examined as an integral social organism, where every component takes strictly outlined place and functions which harmonious coordination is between. A man in the process of labor behaves rationally how requires a plan, and a manager executes the functions of system inspector. There are six functions in an organization: technical, commercial, financial, insurance, registration, administrative. To manage – means to provide their action. Administration – it only one of them. She is the sphere of activity of top management and includes such elements: foresight, organization, bossing, coordinating, control. Works of representatives of the theory of culture of administrative management lie in the basis of modern culture and art of management. They are united by aspiring to the creation of the code of universal principles on the basis of which it is possible it would be to make the best administrative decisions. It is fourteen principles H. Fayol, ten principles of L. Gulick, three principles of J. Mooney and A. Reiley, and also a vault of synthetic rules of L. Urwick, which integrate all these principles. Today they are examined as fundamental bases of the art of management.
