International organizations as sui generis subjects of international law

International organizations as sui generis subjects of international law

Author(s): Marko Aćić / Language(s): English Issue: 51/2021

This paper deals in detail with the concept and the most important characteristics of international organizations as subjects of international law. Aware of the fact that a lot has already been written about this sui generis subject of international law, we will try to contribute to an even better understanding of this complex concept in a study carried out with the method of functional analysis and induction. This will be done by emphasizing the importance of constitutive elements, subjectivity, responsibilities, jurisdiction, and supranationalism of international organizations. We will also propose, as an expression of freedom of scientific thought, some de lege ferenda solutions related to the work of officials in international organizations, all with the aim of further progressive development of international law. In particular, the synthetic and comparative method will support a set of hypotheses and emphasize the supranationalism of international organizations, exemplified by the practice of the EU functioning.

Propozycja przestrzennej metodyki oceny obciążenia przestrzeni miejskiej reklamą zewnętrzną na przykładzie miasta Polic

Author(s): Michał Kupiec,Sara Bręcz / Language(s): Polish Issue: 37/2018

Outdoor advertisements dominated the centers of modern cities, influencing the recipient through the form, size and manner of communication. Advertisements generate visual impact and affect spatial order, thus causing the need to develop tools that allow cities to assess their impact. An important role in this matter is played by visual analyzes, the vast majority of which are based on qualitative methods and have a linear character. The paper presents a variant of the visual assessment method of urban area, based not only on subjective impressions, but also on the quantitative data obtained as a result of measurements of the number of carriers. The analysis of the load was carried out on the basis of a set of research points arranged in 200-meter intervals on the street network of the city of Police, which is characterized by the dominance of multi-family buildings with an open character. The proposed research method enabled the assessment of the impact of advertising media on the composition and the reception of urban space, and the collected results enabled visualization of the spatial distribution of load by outdoor advertising, creating a comprehensive picture of the city’s aesthetics.

Informal collaboration: building a smart city through self-organized stakeholders

Informal collaboration: building a smart city through self-organized stakeholders

Author(s): Hanane Rochdane,Oussama Assaber, / Language(s): English Issue: 01/2022

Today, cities are working on becoming more adapted to urban change and sustainable challenges. To do so, many have undertaken projects, supported by governments, intended to digitalize the interactions, optimize local resources, and become smart accordingly (e.g., Barcelona, Aarhus, and Oslo, etc.). Although most smart city initiatives follow top-down mechanisms, we notice interestingly the emergence of bottom-up processes and self-organized actions. In fact, cities are complex systems that possess qualities of self-organization [1]. Self-organized stakeholders (e.g., citizens, universities, private/public firms, NGOs), through informal collaboration, are capable of conducting innovative projects leading to a smart city. This dynamic has enabled citizens to be more involved in policymaking and to impose, using ICT-based solutions, a new model of governance (i.e., smart governance). In this regard, this conceptual paper contributes to the smart city literature by highlighting the role of informal collaboration between stakeholders in implementing smart initiatives. Eventually, our research will provide guidance in designing smart cities and serve as basis for future empirical studies.

General technological competency and usage in public administration education:

General technological competency and usage in public administration education:

Author(s): Judith Kausch-Zongo,Birgit Schenk / Language(s): English Issue: 01/2022

According to the UN’s E-Government Development Index (EGDI 2020), which distinguishes between rating classes V1/V2/V3, it is part of Rating Class V3. When it comes to the digital maturity of Germany’s public administration the weaknesses have become blatantly obvious during the pandemic. Civil servants’ digital skills are one of the core prerequisites for digitalization in the public sector. Therefore, these skills need to play a key role in public administration education to prepare future civil servants for e-government. Since the first step towards digital skills is general technological competency, we are studying the level of general technological competency among public administration students. Whereas other studies focus on the information technology gap in public administration or on pedagogical aspects of technological skills, our study evaluates public administration students´general technological competency and usage. To do so we reflect different evaluation models and base our survey upon the EILAB´s digital competency profiler (DCP) measuring digital readiness of individuals and groups. The case studied is a Public Administration University of Applied Sciences. The survey results show that e-learning (home studies) phases during the COVID-19 pandemic have contributed little to students´ technological competency and usage. On the contrary, competency and usage during on-the-job training phases in public organizations clearly differ to the off-the-job training phases at the University. Hence, the findings reveal a general technological competency and usage gap between the public administration education and the duties in public administration. Finally, the implications of general technological competency and usage in public administration education are presented and critically reflection based on the chosen EILAB model.

Koncepcja issue ownership i jej (nie)obecność w polskim piśmiennictwie dotyczącym kampanii wyborczych

Koncepcja issue ownership i jej (nie)obecność w polskim piśmiennictwie dotyczącym kampanii wyborczych

Author(s): Wojciech Rafałowski / Language(s): Polish Issue: 1/2022

This article analyzes the origins of the concept of issue ownership as a paradigm of explaining electoral campaigns, that dominated the English-language literature on the subject. The presentation encompasses the emergence of the central concept of „issueownership” and its variants, and an overview of the most important empirical theorems associated with them. The following part of the article presents the use of the logic of the discussed theory in Polish literature on electoral campaigns. While references to the paradigmatic publication of the author of the concept of issue ownership, John Petrocik(1996), are almost absent in Polish-language literature on the subject, the reasoning typical for this paradigm is used by many Polish researchers. The article presents examples of this type of analysis. The postulate of introducing this concept in a systematic manner to the research of political competition in Poland and to the academic teaching is put forward.

THE EFFICIENCY OF ENSURING THE FINANCIAL SECURITY OF ARMENIA։ NEW APPROACHES

THE EFFICIENCY OF ENSURING THE FINANCIAL SECURITY OF ARMENIA։ NEW APPROACHES

Author(s): Gayane Salnazaryan,Albert Hayrapetyan,Marine Avetisyan,Lilit Avetisyan / Language(s): English Issue: 3/2022

Financial security is considered a subsystem of the economic security system. The financial security of the Republic of Armenia is one of the most urgent issues of study and analysis. Covid-19 and the 2020 war in Armenia harmed all sectors of the Armenian economy, especially economic and financial security. At this moment, the research of the chosen topic becomes more than necessary and urgent. In the current post-crisis period, financial security is more than possible in Armenia. In this article, we tried to define and analyze the elements affecting the security of the Armenian financial system and evaluate the current effectiveness of financial security. For that purpose, we have formulated the following research questions: How are countries’ financial security assessed? What elements ensure financial security in Armenia? Is the current system of financial security effective in Armenia? The applied methodologies are quantitative and qualitative. In particular, we used index analysis, graphical analysis, comparison, and expert evaluation analysis to answer the research questions. The analysis results showed that the change of isolated factors significantly impacts indicators of the country’s economy, particularly the financial system; moreover, the factors indirectly impact the country's social, political, and public life.

EXPLORING THE DETERMINANTS OF CORRUPTION IN PRIVATE COMPANIES: AN ANALYSIS OF MOTIVATIONS AND REMEDIES AS HUMAN SECURITY ELEMENTS

Author(s): Alexandrina-Augusta Bora / Language(s): English Issue: 1/2023

This paper tries to improve knowledge of the factors that facilitate corruption in public and private entities and seeks to provide valuable insights for improved regulations and anti-corruption measures, as an efficient strategy for reducing the effects of corruption on human security. We believe the policymakers should first decide which approach is adequate within Romanian society. We argue that to sustain progress in preventing and combating corruption, public policy measures must adhere to the European legal framework and also consider the conceptual paradigms concerning the psychological and ethical underpinnings of engaging in corrupt behavior, suggesting a few remedies for reducing corrupt practices and also a few lines of further research which aim to improve human security.

OVERLAPPING COMMUNICATION LOGIC FOR GLOBALIZING PUBLIC DIPLOMACY: THE CASE OF JORDAN

OVERLAPPING COMMUNICATION LOGIC FOR GLOBALIZING PUBLIC DIPLOMACY: THE CASE OF JORDAN

Author(s): Emad Ayasreh / Language(s): English Issue: 2/2023

This paper explored how Jordan used overlapping communication logic to enhance its global public diplomacy. Few studies have examined Jordan’s public diplomacy, so this research presents vital information about Jordan’s diplomacy nationally, regionally, and internationally. Because of the dynamic cultures, values, and norms brought about by globalization, nations need to use effective communication strategies to promote public diplomacy. In this case, the public referred to both the domestic and foreign public. The three main communication logics explored were individual, relational, and holistic logic. The research adopted a qualitative systematic literature review, and a sample of ten articles was obtained from Google Scholar and Z-Library. The study found that Jordan has used overlapping communication logic to enhance its public diplomacy domestically, in the Middle East, and globally on different occasions. The limitation of this research was its small sample size. Comprehensive quantitative analysis research is recommended to learn how satisfied Jordanians are with their country’s public diplomacy.

COMPETITION OF STRATEGY BETWEEN CHINA AND INDIA IN THE INDIAN OCEAN NOWADAYS

COMPETITION OF STRATEGY BETWEEN CHINA AND INDIA IN THE INDIAN OCEAN NOWADAYS

Author(s): Tran Long,Yen Tran,Hien Huynh,Hiep Tran / Language(s): English Issue: 2/2023

In recent years, the Indian Ocean Region has become central to the strategies of major global powers due to a series of geoeconomic and geopolitical factors. While China increased its influence in this region by opening up connections within the framework of the BRI, offering loans, and constructing infrastructures, India, with its “neighborhood first” policy, also preserved its traditional sphere of influence. Due to the rising strategic competition by powers, Indian Ocean Region was at the crossroads of great power competition, especially the strategic competition between China and India. The article was based on a comparative approach and simultaneously compared India and China’s influence in each field in the Indian Ocean region. The analysis showed that competition between China and India in the context of the two countries still has many tensions, leading to each country’s efforts to strengthen military control over the Indian Ocean region. However, this competition tends to serve as a balance between the two countries, motivating them to develop regional power rather than allowing a single dominant state to become a hegemon.

Social and Information Determinants of Modern Non-Classical Methods of Changing Political Regimes (Strategic Dimensions)

Author(s): Stoyan Denchev,Steliana Yordanova / Language(s): English Issue: 4/2023

The erosion of strategic geopolitical stability in all parts of the world is definitely having a strong negative impact on the social sustainability of our planet. Lack of clear rules of political and economic behavior and the growth of confrontation in international relations lead to a total disorientation of global modern social system. Dominant in this direction are not only current wars and permanent threats of local and global conflict situations, but also the non-conventional (information) technologies, methods and means of changing the political regimes. Despite the terminological diversity in this field, in the last few years there has been a need to fill the „blank space“ in understanding their nature and metrics. The need for a new meaningful definition of the specific political and economic, technological, social and information solutions and implications appeared mostly in social practice. In the present analysis, our attempt is to give a new interpretation to this specific measuring mechanism of the relations between individual states, which has an extraordinary degree of influence on contemporary social, economic and political relations and processes. In our opinion, the appropriate linguistic construction of this “benchmark" is “Saltation diffusion penetrationˮ (SDP). SDP is a “phenomenon that is becoming a dangerous tool for exerting and realizing socio-political and economic tension. Its real manifestations strike the determinants of a social system, its basic (democratic) state principles, and last but not least are a direct threat to its security.

Nacjonalistyczny internet. Rekonstrukcja medialnego ekosystemu polskiej skrajnej prawicy w internecie

Nacjonalistyczny internet. Rekonstrukcja medialnego ekosystemu polskiej skrajnej prawicy w internecie

Author(s): Marcin Pielużek / Language(s): Polish Issue: 3 (255)/2023

The article’s main objective is to reconstruct the media ecosystem of the Polish extreme right on the Internet. The starting point was 15 websites of the most recognisable Polish far-right organisations, which were indexed using the Hyphe tool to identify other websites with the same ideological profile, this identified 312 websites. These were then further analysed using social network analysis methods and tools in order to answer the following research questions: 1) how dense is the network of connections between the different sites; 2) what is the diversity and dominant ideological orientation of the far-right Internet; 3) what types of sites are used to disseminate far-right content? The research results show that far-right websites are poorly networked but that a few sites act as opinion leaders and content distributors linking different communities. At the same time, despite the ideological diversity, two communities – radical nationalists and autonomous nationalists – are critical in the reconstructed media ecosystem. While the different types of sites function as important media sites for each milieu, each milieu uses the different types of sites in slightly different ways.

Kampania społeczna jako narzędzie rządowego komunikowania kryzysowego w mediach społecznościowych w pierwszym roku pandemii COVID-19 w Polsce

Author(s): Anna Lusińska,Ewa Miłoszewska -Podrażka,Anna Kalinowska-Żeleźnik / Language(s): Polish Issue: 3 (255)/2023

The aim of the article is to identify the social campaign used as a tool for government crisis communication in social media in the first year of the COVID-19 pandemic in Poland and to attempt to analyse and evaluate the information provided through advertising spots dedicated to the COVID-19 pandemic in the light of Internet users’ opinions. Quantitative and qualitative research methods were used, including source studies, media content analysis, desk research and case study. The authors put forward the thesis that by means of selected spots aired as part of the social campaign conducted by the Ministry of Health, during the first year of the pandemic in Poland (from March 4, 2020, to March 4, 2021), this Ministry tried to inform and educate the public about safety and public health measures implemented to reduce the spread of the COVID-19 virus. The results of the research showed the government’s lack of experience in using new media channels in crisis communication, which caused a fierce public discourse in social media, for which the rulers were not prepared. The discourse in Polish society, emerging from the comments of users of selected social media on the information provided through advertising spots dedicated to the COVID-19 pandemic, stimulates and encourages action, arousing anxiety due to the disruption of the established information order. We can discuss its potential to generate changes, on condition that social information campaigns are carefully prepared.

Komunikacja medialna Konfederacji Wolność i Niepodległość w czasie kryzysu wewnątrzpartyjnego

Komunikacja medialna Konfederacji Wolność i Niepodległość w czasie kryzysu wewnątrzpartyjnego

Author(s): Anna Szwed-Walczak / Language(s): Polish Issue: 3 (255)/2023

The aim of the research was to reconstruct the communication strategy of the Confederation Liberty and Independence [Konfederacja Wolność i Niepodległość] party during the internal crisis that began after the Russian Federation’s aggression against Ukraine. The research period covered the period from February 24, 2022 to February 13, 2023. The subject of the research were statements and publications published in the official media of the Confederation [Konfederacja], as well as social media of party leaders and interviews they gave. Content analysis was used in the research. Research has shown that a multi-community party such as the Confederation [Konfederacja], in order to solve the internal crisis, was forced to implement a consensus strategy in the field of discussion about the war in Ukraine and the marginalisation of activists who undermine the integrity of the group. As part of the pursuit of consensus, a communication strategy was implemented, which can be described as searching for a community of values by expanding the field of reference to the problem. The marginalisation of the Libertarians [Wolnościowcy] resulted in their withdrawal from the party, thus stabilising the internal situation in the Confederation [Konfederacja].

Twitterowa komunikacja polityczna w kontekście wojny w Ukrainie: analiza porównawcza wpisów Roberta Biedronia i Antoniego Macierewicza

Author(s): Klaudia Żubryk / Language(s): Polish Issue: 3 (255)/2023

The digital revolution has brought social media into the space of politicians’ activities, the most widely used of which is Twitter. This platform fosters special participation of users and informing the audience about the most current events in almost real time. It can also be understood as one of the most effective tools of modern political communication. The proposed article provides a comparative analysis of the communications of Antoni Macierewicz, who is associated with Poland’s ruling camp in 2022, and Robert Biedroń, one of the opposition leaders. The analysed communications concern the first month of the war in Ukraine. Both quantitative methods, including elements of statistical analysis, and qualitative analysis, based mainly on content analysis, were used to conduct the study. The aim of the study is to identify differences in communications and to show their twitter statements about the war in Ukraine in the context of a broader political communication strategy in line with the program of the party represented and relating to activities on the political scene (Polish or European). The analysis also points to the diversity of messages communicated through the social medium and the general polarising tendencies developing despite public voices calling for unity to help the victims of Russian aggression.

Macierzyństwo jako temat publikacji i element wizerunków medialnych kobiet świata polityki w wybranych polskich tygodnikach opinii

Author(s): Katarzyna Brzoza-Kolorz / Language(s): Polish Issue: 3 (255)/2023

The aim of the analysis conducted is to show how motherhood was portrayed in four Polish weekly opinion magazines Gazeta Polska, Newsweek Polska, Polityka and Wprost, during selected periods, over the years 2000-2019, and how the role of the mother projected media images of women in the world of politics. Preliminary assumptions were made that motherhood is politicised in the publications and that the editorial line of the surveyed weeklies influences the way they write about it. In addition, an attempt was made to test the validity of the claim that wives of politicians were more often portrayed in the role of the mother than female politicians, and the role of the mother was more strongly exposed in the portrayal of Polish female politicians than foreign ones. The research method used was a content analysis of selected publications, sourced from weekly opinion magazines, which was carried out based on the author’s categorisation key and with the support of the IBM SPSS program. In the course of the conducted analyses, the research objectives were achieved and the adopted research hypotheses were confirmed.

EAST SEA POLICY OF THE UNITED STATES IN THE CONTEXT OF THE US-CHINA COMPETITION

Author(s): Lan Anh Le,Anh Nguyen Tuan,Linh Phan Thuy / Language(s): English Issue: 3/2023

The East Sea has a vital position for maritime powers worldwide and is a crucial point of strategic competition for significant countries. Currently, the East Sea is where many fierce disputes over sovereignty, sovereign rights, and jurisdiction occur between coastal countries because the views and interests of each side are far apart, and they need help finding a consensus on how to solve the problem. The US interests in the East Sea include diverse interests in freedom of navigation, economics, politics, military, and security. The article aims to systematically analyze and explain the US policy towards the East Sea issue since the US Administration announced the Pivot to Asia-Pacific strategy. The US foreign policy towards the East Sea has changed in the direction of increased US involvement in response to rising tensions over disputes, especially towards increased interests of China in this region. Although the United States does not take sides in sovereignty claims, it nevertheless increases its involvement in the issue, focusing on peaceful control of claims and resolving disputes through peaceful negotiation measures.

Yezhov’s infiltration model and the Russian Federation’s seizure of Crimea

Yezhov’s infiltration model and the Russian Federation’s seizure of Crimea

Author(s): Marek Świerczek / Language(s): English Issue: 30/2024

The author analysed the scale of betrayal among the officers and officials of the Ukrainian state during the annexation of Crimea by the Russian Federation in 2014. The main research problem was an attempt to explain the anomaly in the activities of the special services in the form of recruiting 1,400 officers of the Ukrainian SBU to the Russian FSB. In an attempt to explain this phenomenon in the practice of secret services, the author used the theory of offensive intelligence and counterintelligence created and developed in the USSR from the early 1920s, as well as the findings of cognitive psychology regarding the phenomenon of projection as the main mechanism for explaining the behavior of other people. Thanks to the synthesis of psychology and the analysis of the theoretical achievements of the Soviet secret services, the author put forward a hypothesis about the mass recruitment of the SBU officers in the Crimea long before the annexation. According to the author, the main mechanisms of mass recruitment of agents in order to control the opponent’s organisation were broadly understood corruption and cronyism characteristic to the post-Soviet area.
