The report argues that in present conditions, in order to respond adequately to terrorist attacks high-performance system needs to be structured that can be used by various organizations involved in the whole process of dealing with incidents caused by terrorist activities. To achieve this we will analyze some of the measures taken by France to respond to terrorist threats. Due to the limited format of the report, we cannot discuss in detail the overall French anti-terrorist policy, but our ambition is to outline the framework and its specificity.

National security requires preparation of the population to respond to any kind of crisis, which is associated with a healthy, legally capable and educated population. Ministry of Interior (MI) of Bulgaria has traditional achievements in maintaining health status, psychophysical condition and preparation of its employees for the performance of professional duties. MI is an institution that is interested in development of sports and physical training as opposed to the widespread involvement of the younger generation in antisocial and criminal activities.

The topicality of the study is determined by the major changes that have occurred in recent years in Europe, reflecting on the security of any country. This requires enactment of major reforms in all public systems, including security system. The actual in this case is determined by the lack of political will in Bulgaria over the past 25 years to make serious structural reforms. Creation and restructuring of institutions within the security system are processes that ensure protection of life and well-being of citizens, the main priority of the state. Efficient management and operation of the security services in solving a problem must be clearly stipulated in legislation, which gives a prerequisite for well-structured services with clear authorities. In recent years, a number of legislative changes were made in the security sector. This paper examines the strategic aspects of structural changes in the security system, and in particular: the creation of a new legal framework as a prerequisite for adequate and timely reaction of the services in a specific crisis situation.

Successful resolution of the problems facing security at different levels of security depends on a number of factors, including synergy and continuity in policies and strategies to address these problems. This statement also applies regarding the problems facing cybersecurity. On the other hand, the nature of the cybersecurity strategy expresses intentions of its authors on the way that it is expected resources to be used to achieve the objectives in the field of cybersecurity. The report presents the results of the study of cybersecurity strategies of Bulgaria and the EU. New Border Security Concept of the Republic of Serbia – Meeting European Standards of National and International Security

Instability and poor security conditions marked the last decade of 20th century, including political, normative, economic, social and moral crisis of society, as well as the geographical position and international transport routes, which go across its territory, made Serbia a very important factor of global criminal network. It proved to be that the traditional military security concept of state border with military patrols and checkpoints is not efficient. Therefore, it was replaced by the “European model” of integrated management of state border performed by several subjects of security. Implementing the proper high standards of outside border control of European Union, the Republic of Serbia shows readiness for implementing the Agreement of Security and Integration. Also, it is ready for improving the regional security and for reliable partnership with European Union in border control. That is the investment in future membership with EU, but also in the security of our citizens, international transport and international exchange of goods and services. At the same time, that is very important for national security of the Republic of Serbia, which will more efficiently deal with transnational security threats and contribute to international security. The thesis in the present text considers the position of Serbia relating to actual transnational security threats, as well as the principles of organizing, subjects, constitutional law and political and strategic basis of the new security border concept of the RS.

Starting from the fact that security as a category has always been the main goal of every individual, state and social community, and consequently a necessary precondition for their survival, it is necessary to point out the importance and role of security institutions in creating an adequate environment as a precondition for the overall development of society. Various findings from historical and other researches of the development so far point to the fact that security institutions are the basis of every meaningful human existence in society, its need to establish, preserve, develop and design, both its existence and the better functioning of the state.

Kragujevac as a case study: co-operation in the defence economy between Serbia and NATO

BCSP researcher Katarina Djokic analyzes the possible benefits for Serbia from international cooperation in the field of defense economy on the case of demilitarization of surplus weapons and improvement of the capacities of the Technical Repair Institute Kragujevac. This paper analyses the potential benefits for Serbia of co-operation with NATO in the field of defence economy. Although the Republic of Serbia has formally envisaged a series of mechanisms for co-operation with NATO in this area, practical co-operation is currently limited. One of the most tangible forms of co-operation is the use of funding from the Trust Fund for the Demilitarization of Surplus Ammunition to improve the capacities of the Kragujevac Technical Overhaul Facility (TRZ). This project is therefore taken as a case study.
