ŽENE, RAD I ZAPOŠLJAVANJE U AKTIMA EVROPSKE UNIJE

ŽENE, RAD I ZAPOŠLJAVANJE U AKTIMA EVROPSKE UNIJE

Author(s): Natalija Petrić / Language(s): Bosnian

Legal framework of the European Union confirms its determination towards gender equality. Over the last decades there has been developed a series of provisions of primary and secondary law of the EU as well as a large number of political documents and initiatives in the field of gender equality, particularly in the field of employment and work conditions. Case law of European Court of Justice has contributed to the great extent to development of European law in this field. The EU point out a few important fields putting them in its focus of actions: first of the fields refers to employment, in particular, access to employment, promotion at work including the access to professional training as well as working conditions, including the redundancy conditions. The second refers to equal work or work of equal value, the third to harmonization between private and professional life and a special protection of pregnant women and maternity leave. The European Union recognizes the importance of introduction of measures of an affirmative action aimed at accomplishing the goals in these fields. In the field of equality between women and men, over the last decade there has been adopted a numerous of directives which have been changed and amended over time. Directives that can be directly linked to the issue of work and employment are, inter alia: Directive of Council 79/7/EEC of 19 December 1978 on the progressive implementation of the principle of equal treatment for men and women in matters of social security; Directive of Council 2004/113/EZ of 13 December 2004 on implementing the principle of equal treatment between men and women in the access to and supply of goods and services, i.e. service provision; Directive 2010/41/ EU of the European Parliament and of the Council of 7 July 2010 on the application of the principle of equal treatment between men and women engaged in an activity in a self-employed capacity and repealing Council Directive 86/613/EEC; Directive 2006/54/EC of the European Parliament and of the Council of 5 July 2006 on the implementation of the principle of equal opportunities and equal treatment of men and women in matters of employment and occupation (“The Recast Directive” ). Except the mentioned, it is important to point that the EU has adopted a series of directives relating to the rights of pregnant and postpartum women, then maternity, parenting and paternity based rights amongst which the key important are Directive 92/85/EEZ (“The Pregnant Workers Directive”) Directive2010/18/EU of 8 March 2010 (“The Parental Leave Directive”). Also, the European Court of Justice, as the EU institution whose task is to interprets EU law to make sure it is applied in the same way in all EU countries, the most frequently in a liberal manner than courts of member states do at the time of decision- taking, has given a great contribution to the process of advocating the promotion of women at labour market including those related to different forms of discrimination against women. The possibility to use the EU law on gender equality in court proceedings before national courts of member states represents a powerful instrument for protection and accomplishment the right to equality whether the EU law is integrated into national legislation or not. In fact, member states are often late with transposing or, sometimes, do it in a way being opposed to goals which some directives try to achieve. However, due to the principle of supremacy of European Union law, in case of inconsistency of national legal regulations with the EU regulation and in accordance with the European Court of Justice’s decisions, national courts of member states are compelled to base its decision on the EU regulations, i.e. are compelled to do everything in its power to achieve the result the directives’ goals strive to by interpreting the national law. Except legal documents and court justice of the European Court of Justice, political documents of the European Union too represent a significant resource, especially in terms of determining the directions and actions in the field of gender equality. One of such documents, which was adopted in the aim of promoting the equality between women and men is a Women’s Charter. The Charter highlighted the five specific fields of actions necessary to take additional efforts to confirm the dedication of Europe to equality of women and men offering a better life and sustainable future for all: Economic independence; Equal pay for equal work or work of equal value; the representation of women in decision-making and positions of power, respect for women’s dignity and integrity, but also an end to gender-based violence, both in the European Union and outside the EU borders. Although, after reading the legal documents of the European Union it could be argued that equality of women and men is the fundamental value, the goal and the driver of the European Union’s economic growth and that the EU in all its actions is trying to promote the equality of women and men, things are often different in practice. Decisions of the Court of Justice confirm that even long-year member states face difficulties when implement the principle of gender equality and the prohibition of discrimination as general principles that the European Union is based on. This is why the European Union is trying to make a positive impact on promoting the equality of men and women and gender equality not only in member states but in EU accession process countries. In that sense, the EU requires the adjustment of a candidate country’s legislation to the EU legislation. Member states are, except adopting the laws, obliged to take measure aimed at revoking all laws, regulations or proceedings which are not in accordance with the principle of equal treatment. Each provision being opposed to the mentioned principle and is part of employment contract, collective agreement, employment internal act, a regulation being applied to self-employed occupations or organizations of workers and employers are, accordingly, declared null and void and must be amended.

QUALITATIVE ANALYSIS OF A PROJECT FOR AN IG 541 GAS EXTINGUISHING INSTALLATION

QUALITATIVE ANALYSIS OF A PROJECT FOR AN IG 541 GAS EXTINGUISHING INSTALLATION

Author(s): Cătălin Opriță / Language(s): English Publication Year: 0

In the hydraulic calculation of an IG 541 extinguishing system, we can distinguish the evolution of several physical quantities, within the dimensionally configured installation, such as pressure, flow rate, temperature. In a non-compliant hydraulic calculation, we can identify several errors. These calculation errors, but also the use of non-compliant materials, because of wrong calculations, can lead to critical situations. Considering that the IG 541 inert gas extinguishing installations are intended for the protection of vitally vulnerable spaces, such as mobile telecommunications centers, control units, banking centers, museums, archives and many such spaces, the requirements must be considered regarding the continuity of the activity, and the calculation errors must be zero.

Author(s): Irinel Alexandru Precup,Liviu Valentin Bălănescu / Language(s): Romanian Publication Year: 0

In the event of a fire involving radioactive materials, the burning of these materials can lead to the release of radioactive gases, which can spread into the atmosphere and be inhaled by humans, posing risks to their health. The purpose of detecting radionuclides is to identify their presence in various media, such as water, air or soil, in order to evaluate their impact on human health and the environment, and to ensure a safe working and living environment for people. Radionuclide detection can also be used to assess the effectiveness of radiation protection and control measures. A specially designed computer system for calculating the release rate of radionuclides can ensure that radionuclide emissions are maintained at acceptable levels, and that any incidents or accidental releases are detected and reported in a timely manner, ensuring a high level of safety and protection for people and the environment. Keywords: radionuclides, release rate, dispersion, half-life, fire.

In this study, it was aimed to examine the causality relationship between female suicide rate, fertility rate, female unemployment rate, inflation and gross domestic product between 2000-2022 in Turkey. In the examination of stationarity, Augmented Dickey and Fuller (ADF), Phillips-Perron (PP), Kwiatkowsky-Philips-Schmidt-Shin (KPSS) and Dickey-Fuller generalized least squares, Zivot and Andrews one structural break test were used and Granger causality test was conducted to investigate the causality relationship. According to the results of ADF, PP and KPSS unit root tests, it was determined that all series were stationary at the first difference. A bi-directional causality relationship was found between female suicide rate and fertility rate, and unidirectional causality relationship was found from female unemployment rate to female suicide rate and fertility rate. On the other hand; it has been determined that female suicide rate, female unemployment rate and GDP per capita are the causes of inflation and there is a unidirectional causality relationship from these variables to inflation. According to Granger causality test results, there is no Granger causality relationship between female suicide rate and GDP per capita.

Author(s): Petar Strčić / Language(s): Croatian Publication Year: 0

Franjo Tuđman, an academician, Ph. D., and the first president of the Republic of Croatia, published his first text in Belgrade in 1952, a publicist article about a current military topic that he published as an officer of the Yugoslav National Army (JNA). He published his first article about the subject matter of this paper, history, in 1954 in Krapina. It was another publicist article about his home region of Hrvatsko zagorje in the People’s Liberation Struggle, in which he had been an active participant as a member of the Communist Party of Croatia and the League of Communists of Yugoslavia. His writing was politically intoned in the customary post-Stalinist register. He wrote his first works of historiographical value after he was moved to the study department of the Supreme Command in Belgrade in 1957, and his works after 1961 were written outside of the confines of the Army at the Institute for the History of the Workers’ Movement in Croatia, whose co-founder and first director Tuđman had been. Addressing the topics that are the subject matter of this paper, he developed into a distinguished scientist (Europe), holder of a Ph. D. (Zadar), and an associate university professor (Zagreb). In addition, at the Institute he influenced the professional development of a number of other distinguished Croatian historiographers who researched this and other subjects. He strove to adhere to the globally recognized scientific and professional standards of the time, set forth in Croatia by Jaroslav Šidak: he based his writings on sources and on critical contemplation of literature (both Yugoslav and foreign), and he made his own historiographically useful scientific and professional judgments and assessments. The antifascist and supernational ideas are prevalent in his work, but the Croatian national idea also gains importance as time passes by. His writings have held their value, but have for the most part been (unjustly) neglected in comparison with other writings he produced after the 1970s, when he, expelled from the League of Communists of Croatia and the League of Communists of Yugoslavia, removed from the position of the director of the Institute, and no longer allowed to teach, functioning as a prisoner and active politician, supplemented his old writings about this subject with new, mostly publicist values characterized by prominent Croatian national spirit in the contemporary anti-communist and anti-Yugoslav political standing. Still, his overall contribution to this subject is positive, and he also provided very vigorous impetus to his critics and followers, including scientists and experts, regardless whether their views about his work were positive or negative. Some of them made their own new contributions to historiography and publicist writing by defending or rejecting his theses and results, sometimes even unwittingly. These solid results about this subject would be nonexistent without Franjo Tuđman.

The Impact of AI Penetration on the Labor Market

The Impact of AI Penetration on the Labor Market

Author(s): Ivan Dimitrov / Language(s): English Publication Year: 0

Following the popularization and rise of Artificial Intelligence (AI) since the previous year via its most well-known manifestation via ChatGPT, a growing number of companies in Europe and around the world have started to heavily utilize AI in their daily operations. The impact of its penetration and deployment has led to changes in the job market. Now the public opinion has changed and many workers have started to worry about their jobs. In this article, we briefly examine the impact of artificial intelligence on the labor market, considering the current state and future trends. This study is a literature review and explores the impact of AI in the European Union, but also on a global scale. The limitations are related to the fact that it is not a comprehensive research and only takes into account a few of the main factors related to the rise of AI. From the available information, general conclusions will be drawn about the impact of AI on the labor market and the world economy as a whole. We will also try to answer the questions of whether AI has reached levels of replacing human labor entirely, and whether there is also a positive side to this - for example by creating opportunities for new jobs that are related to operating and maintaining AI. This is achieved through analysis and synthesis of empirical information, analysis of various publications, graphs and statistical data from reputable sources. The results suggest that the usage of AI has triggered changes not only in the labor market, but also in the economy as a whole that will shape economic processes not only in the upcoming few years, but for decades to come.

Wybrane zmiany na rynku pracy w Unii Europejskiej w latach 2013–2023

Author(s): Magdalena Knapińska / Language(s): Polish Publication Year: 0

The purpose of the chapter is to present the functioning of the labour market in selected European Union’s countries. The subject of the analysis are selected problems of the functioning of this labour market, which seems to be the most interesting. Therefore, the focus was on issues such as the scope of NEET and precariat, part-time employment, robotisation, wage gap and long-termand youth unemployment. These issues were presented in the research period 2013–2023, and the countries selected for analysis are Poland, Germany, France, the Netherlands, Italy, Greece, Spain, the Czech Republic and Hungary. The criterion for selecting these countries for analysis is to include representatives of the most developed and most populous EU countries, post-communist countries and countries with a worse situation on the labour market. The study used descriptive statistics methods and elements of logical analysis to study cause and effect relationships. The general conclusion from the research indicates the existence of groups of countries in which changes in the labour market are characterizsd by a similar course and dynamics, in which groups of countries can indicate specific directions for state policy on the labour market.

Impact of Local Factors for Changes on Labor and Farm Number in Bulgaria

Impact of Local Factors for Changes on Labor and Farm Number in Bulgaria

Author(s): Bozhidar Ivanov,Angel Sarov,Daniela Dimitrova / Language(s): English Publication Year: 0

The purpose of this study is to analyze the impact of local factors for changes in labor force and farm number in Bulgaria based on the last two censuses conducted in the years 2010 and 2020. The local factors are considered those conditions and prepositions apart from the national and regional causes driving the development and tendencies in the farm structure. The local level in this study is municipality territory, which is adopted as an unit for defining rural and not-rural areas. The evolution of labor worked in Bulgarian agriculture and the number of farms is steadily declining between both censuses, which is a general finding, where is interesting to identify the local differences and particularities. For the sake to analyze the local specifics, the Territorial Shift Share Analysis (TSSA) is applied. The TSSA is an analytical tool built on the basis of Shift Share Analysis (SSA), designed to determine the contribution of local determinants to the changes in the number of agricultural farms and labor force having in mind and estimating the changes driven by national and regional causes. The results show that about 72% of the observed changes ascertained as a decrease in farms in the country can be prescribed to macroeconomic, national influencing causes, about 19% has more regional roots and only about 9% of the decrease in the number of farms can be connected to local characteristics and factors. In the case of the labor force, the structure of the factor influence is similar, as around 69% of the total change in the labor force can be pertained to macroeconomic reasons, 21% can be traced to regional conditions and 10% to local circumstances. This structureis very similar and shows that local factors also contribute to the reduction in the number of farms and the labor force in the Bulgarian agriculture, which means that there is almost no local initiative for complement support of this production. The regional factors also have a certain impact, even though more limited than the macroeconomic and national environment, as it is deemed that as much as the regions differ from each other, the greater is the weight and impact of the regional level to the estimated changes.

Condition, Problems and Perspectives Of The Labor Force In Rural Areas Of Bulgaria

Author(s): Rositza Mikova / Language(s): English Publication Year: 0

The specific features in the socio-economic development of rural areas in Bulgaria are the basis of non-uniform processes and trends in the formation of local labor force contingents. Based on data from the population and housing censuses conducted in 2011 and 2021, the dynamics of the labor force in rural areas of Bulgaria, as well as its structure by age, gender and education, are analyzed in this study. The research aims to outline the regions with the most serious problems with the reproduction of the labor force through a comparative analysis of the potential of the labor force in rural areas, urban areas and the average level for the country. Emphasis is placed on the impact of changes in the age structure of the working-age population (aging) on the general level of activity, as well as the degree of demographic and economic burden on the labor force throughout the study period. The changes in the structure of the labor force in rural areas are examined in detail and the prospects for the reproduction of the labor force in the short term are outlined. Based on the conclusions, some of the problems facing the effective use of the available labor force in rural areas were analyzed and recommendations were formulated regarding the necessary and adequate changes in the demographic policy, to promote the birth rate and retain a young labor force in the local labor markets.

Културните промени, които трудовата миграция в Япония налага. Сравнение с германския подход към имиграцията

Author(s): Darina Nikolova / Language(s): Bulgarian Publication Year: 0

This report examines the impact of labor migration on cultural changes in Japan and Germany through a comparative analysis of their immigration policies. While Germany embraces immigration as a necessary tool for economic growth and demographic stability, Japan adopts a restrictive approach to preserve its cultural homogeneity. The report analyzes the social, historical, and economic factors shaping these different strategies and explores how globalization and technological progress influence labor markets in both countries. It discusses how economic realities compel even the most conservative societies to adapt their immigration policies, seeking a balance between economic efficiency and social stability.
