Author(s): Anișoara Băbălău / Language(s): Romanian Issue: 17/2019

The operating rules of the international monetary system adopted at the Bretton Woods Conference were some of the most stable ones in the world, and the set goals were achieved over time. One of the most important operational rules of the IMF was to establish the ratios for the countries of the world. The IMF's operation was faced with a difficult problem with the lack of dollars because of the fact that a large part of the European countries and Jardonias are in the process of meeting the needs of all the citizens who are involved in the process of supplying them with more information United States. In the years 1948 and 1952, the United States sent to Europe, in the years 1948 and 1952, 13billions dollar. According to this Plan, countries have to be banned in the process of redevelopment of barriers and intranasalisations; but also, and the risk of becoming more vulnerable to wind turbidity. The Marshall Plan benefited only the countries of Western Europe, not the socialist countries in the USSR's sphere of influence. The US's promotion of the Marshall Plan has diminished the role of the IMF, as the Marshall Plan has in some ways proved to be an alternative to IMF programs, and it could no longer ask countries that no longer borrow from it to apply the programs reforms to remove monetary imbalances in member countries.

ECONOMIA SOCIALĂ, O SURSA IMPORTANTĂ PENTRU DEZVOLTAREA LOCALĂ

Author(s): Mihaela-Raluca Boharu Mircea,Gabriela Constantin Anghel,Cristina-Elena Florea Poenaru / Language(s): English Issue: 2/2022

The economic crisis of recent years has put intense pressure on companies, especially in the private sector, which has often led to layoffs among staff. The question constantly arises: What happens to these employees, what protection measures does the state offer? One answer to this question may be related to obtaining European funding through the social economy. Unfortunately, in Romania, the concept of the social economy was practically limited to social inclusion, social protection, unlike countries such as Canada or Latvia, where the concept is based on local development, the contribution of enterprises to local development. To support the local development, it’s necessary to create a legislative framework that will allow the revitalization of the social economy in our country. Entities belonging to the social economy, be they non-governmental organizations, landowners’ associations, or unions, are important actors in the process of social innovation. In order to meet the needs of these participants in the social economy, we aim to identify innovative financing instruments for the social economy as well as the role of and implications for the local development.

Globalization has contributed to the rapid flow of money and information over long distances, thus encompassing a large number of countries and world populations. In the process of globalization, sport is becoming increasingly dependent on the strategic movement of capital, not only within national borders, but also internationally confirming its global dependence and commitment. The process of commercialization has forced sports organizations to become market-oriented, to meet the needs of users, to seek and implement new strategies that will increase their revenues and profits in order to remain on the market. Commercialization in sports has led to the introduction of strategic planning, systems management, quality management in sports organizations, which has increased efficiency, effectiveness, quality, and improvement of the sports organization itself.

The submitted paper has a theoretical and applied nature and contains two parts. The first part of the contribution is focused on theoretical knowledge about the issue of the relationship between the lesson and the teacher. The second part of the contribution is transfer, application. The aim of this part is, based on the theoretical knowledge from the 1st part, to develop a practical sample of the written preparation of the teacher for a lesson in the subject Management with the topic: "Properties and skills of managers" for vocational schools with an economic focus. To achieve the goal, we will use the methods of analysis, synthesis and deduction. The contribution reflects on the current needs of new generations of high school students, university students for effective education and the related necessity of increasing the skills and orientation in the pedagogical activities of current high school and university teachers. We have deliberately chosen teacher training to teach a lesson in the subject Management for a vocational high school with an economic focus. The Ministry of Education, Science, Research and Sports regulates by law the teaching process and also the professional qualification of a teacher for the performance of pedagogical activities, in contrast to the pedagogical qualification of a university teacher (School Act, 2008). However, the very content of the topic processed in the preparation of the teacher for the lesson: "Properties and skills of managers" can be very inspiring not only for high school teachers and university teachers teaching management subjects, but also for any casual reader due to the universality of the knowledge.

The Risk Analysis of Chemical Tankers Passing Through the Turkish Straits between 2010 – 2022

Author(s): Dimitar Dimitrakiev,Dobrin Milev,Ergun Gunes / Language(s): English Issue: 3s/2023

This analysis aims to highlight the risk created by the chemical tankers by comparing their movements in the Turkish straits. This information is based on actual ship movements from south to north and the return voyage, showing the prominence of chemical tankers passing through the straits between 2010 and 2022 and underlining the importance of the Turkish Straits. Istanbul Bosporus transit passages are being regulated by the Montreux Convention1, signed 84 years ago. As per the convention, international shipping provided safe and seaworthy ships, has the right of free passage through the Straits in peacetime. Since the convention has been in force, the volume and frequency of the ships have increased almost tenfold, an interesting correlation on average, there were13 passages in a day in 1938; which increased to 65 by1985 and 115 by 2019. The main reason for this increase is said to be the hydrocarbon reserves of the Caspian Region2. As the number of passages increased enormously, so did the physical risk to shipping and the environmental and biological risk to local species. In order to minimise any possible risks and provide safer and environmentally friendly traffic, Turkish authorities have had to adopt Maritime Traffic Regulations for the Turkish Straits on 15/08/2019 (VTS – Vessel Traffic System)3.

Финансово моделиране в условия на неопределеност

Author(s): Yuliyan Velkov / Language(s): Bulgarian Issue: 14/2022

Financial modeling under uncertainty is an intelligent methodology for examining accounting information. It is developed in connection with the lack of accuracy in the quantitative description of objects in the real economy; reflects the uncertainty, ambiguity and high dynamics of the change of factor influences on the characteristics of the company. By validating conventional means of addiction assessment and analysis, it foregrounds approaches and methods that have the ability to reproduce intelligence. The theoretical and methodological framework of financial modeling under uncertainty is formed by the knowledge of fuzzy sets and related fuzzy quantities, fuzzy mathematics and fuzzy logic. Functionally, it implements the three-stage algorithm for working with controlled approximation – fuzzification the input information, evaluating the complex performance and defuzzification the result. At the same time, the accounting indicators of the company are interpreted according to the characteristics of human thinking, individual/group experience, subjective intuition, preferences. Decision-making is extended to those objects and relationships that are not subject to precise evaluation. Financial management as a whole gains increased utility, ability to emulate human thinking, flexibility, speed, efficiency and easy modifiability.

Author(s): Hrabrin Bachev / Language(s): English Issue: 27/2023

The problem of understanding and evaluation of agrarian governance is among the most topical academic and practical tasks. However, there are huge differences in understandings of the governance among scholars, practitioners, official and business documents. Sometimes it is associated with the top management (country, organization); sometimes it is related to government agencies (public administration); sometimes it encompasses the management outside government entities; sometimes it is synonym of Management or a part of Management of organization, while in some case it is more general than Management including a variety of modes. This article adapts the New Institutional Economics methodology and proposes an adequate definition and framework for analyzing the system of agrarian governance. Based on a critical review of publications and experiences, the agrarian governance is understood as a complex system including: agrarian and related agents involved in making management decisions; rules, forms and mechanisms that govern behavior, activities and relationships of agrarian agents; processes and activities related to making governing decisions; a specific social order resulting from functioning of the system. Analysis includes individual elements for the system, different levels and main functional areas, for which adequate methods of institutional approach are suggested. Personal characteristics of participating agents, institutional environment, transaction costs and benefits, comparative efficiency of alternative governing structures, and " time factor" are considered. First holistic assessment found that Governance of Bulgarian agriculture is at moderate level having in mind EU perspective. Highest performance is attained for principles Equity and Solidarity and Good Working Public Sector while in terms of Working Private Sector and Stakeholders Involvements it is lowest.
