Ky artikull shqyrton çështjen kërkimore: se deri në çfarë mase brenda politikës Vishegrad Katër (V-4) ka të ngjarë që demografia të ndikojë në recetat politikë brenda katër hapësirave të politikës: pensioneve, kujdesit shëndetësor, emigracionit dhe punësimit? Ndërkohë që orientimet kombëtare dhe evropiane mund të ndikojnë në politikën e vektorëve1, demografia, përfaqëson një variabël gjenetik në sektorët e lartpërmendur. Kështu që një ndryshim i rëndësishëm demografik do të shoqërohet me një ndryshim në rezultatet e politikave (ndryshim në arkitekturë). Kjo, do të jetë kështu për faktin se recetat e para politike kanë qenë të bazuar në vektorë më pak të paqëndrueshëm, të cilët u përqendruan në rregullsinë afatgjatë. Artikulli, argumenton se ndryshimet demografike do të sjellin rezultate të cilat do të jenë rezultat i ndryshimeve në ndërtimin e politikës.

Marëdhënia shtet-shoqëri, është një nga fushat tё rëndësishme ku mund të vërehet ndikimi transformues i zhvillimeve në teknologjitë e komunikimit dhe informacionit. Në varësi të nivelit të disponueshmërisë së tyre për zbatim, që nga fundi i viteve 1990, këto teknologji të reja kanë qenë të përdorshme në sektorët e shërbimeve publike, si dhe në të tjerët, për efekt përmirësimi në shërbime publike. Pioniere në këtë drejtim kanë qënë disa nga qeveritë vendore, për t‘u ngritur më pas në nivel kombëtar, ku disa qeveri kombëtare kamë iniciuar praktikën e e-qeverisjes. Doświadczenia z funkcjonowaniem instytucji budżetu obywatelskiego w małym mieście na przykładzie Budżetu Obywatelskiego Żmigrodu

The author of this work, on the example of the Civic Budget of Żmigród, tries to present the functioning of the institution of the civil budget. The author of the article outlines the legal and theoretical foundations for the functioning of civic institutions in cities, and then goes on to describe the four years of functioning of the civic budget in Żmigród. In the remainder of the paper the author presents the conclusions and shares the experiences of functioning of the budget of the Civic Smuggler pointing to the pros and cons of this institution. Finally, the author briefly summarizes the content discussed earlier.

In the last few years the public discourse has been increasingly Turing attention towards the institutions of participatory democracy as a special form of 'dialogue' between the state and its citizens. A more frequent use of the participatory democracy serves not only to promote the participation of citizens in decision-making processes, but also their active involvement in the exercise of public tasks that are attributable to respectiveunits of localauthorities. Participatory budgets are an important and necessary tool for building grassroots democracy. Determining ways to meet your own needs and goals by residents is a very effective way to change urban space. A civic budget as a special kind of consultation brings many social benefits but also generates conflicts. Analyzing individual solutions, as well as analyzing specific examples of the implementation of this process, may translate into creating a catalog of good practices. As the example of Chmielna Street shows, the cooperation between project originators and city authorities during the whole process is very important. A civic budget is a tool that can be effectively used to increase social activity and revitalization.

Metropolis Fritza Langa jako pierwowzór i inspiracja współczesnych filmowych dystopii

Paweł Aleksandrowicz focuses in his chapter on Fritz Lang whi has become the avantgarde of the cinematic film industry with his dystopian creation, "Metropolis". The film has gone on to become the first ever dystopian film in cinematic history and a great fait accompli by Fritz Lang. Such has been the impact and influence in the industry that it has gone on to become a cinematic and artistic model for subsequent film directors. Much of the influence and impact on succeeding films pertain to Lang’s artistic style in the dystopian subgenre. In his unique artistic genius, Lang uses the principle of decorum together with his film style that has become synonymous with the themes of his films. He incorporates visual harmony, geometry and symmetry unto his film shots as soothing aesthetics for the dystopian scenes. Such stylistic genius can be classified as “covert dystopia” where the dystopian nature of the setting and scenes are masked by directorial and film-technique aesthetics. Lang’s harmonious stylistics of “covert dystopias” have also given rise to the antithesis of his style. The antithetical subgenre of “overt dystopias” has been created without the aesthetics used by Lang. The style of “overt dystopias” utilizes shots full of chaos, destruction and maelstrom. "Metropolis" has been the true source of inspiration for many succeeding cinematic dystopias and moving picture films. The stylistics, the plot devices and the production standards that were created by Fritz Lang have been imitated by his successors many times over and have, over the years, become a cinematic creative force of the subgenre inspiring many contemporary dystopias. As an aside, "Metropolis" has gone as far as defining what a future dystopian city should look like in cinematography. The introduction of revolutionary production standards to the science-fiction genre is another artistic merit attributed to Fritz Lang. The director has placed great emphasis on special effects and set design, thus making his film a visual tour-de-force and birthing the modern science-fiction film. On a final note, "Metropolis" developed upon the plot devices created by Lang’s literary predecessors while simultaneously introducing new ones.
