Summary/Abstract: Legal responsibility is one of the key elements of the legal system, in liberal democracy especially in relation to the authorities. In this article, the author discusses the issue of subjective and objective accountability with regard to the institution of the civic budget, especially when considering mixed public-private mechanism of its creation and implementation, as well as variety of activities that produce legal effects for which responsibility may be incurred.
