Уязвими групи лишени от свобода: Наръчник

In prison, certain groups of inmates are subject to disadvantages due to specifics of their origin, gender, sexual orientation, age, etc. These groups usually need special treatment, which is not always provided, which leads to unequal treatment and violation of their rights. This handbook examines the situation of such vulnerable groups within the prison systems of Belgium, Bulgaria, Germany, Lithuania and Spain. Starting from the classification of the UN Handbook on Prisoners with special needs and looking at the different national contexts, the authors identify different groups as vulnerable in different countries. In order to encompass as many groups as possible, their list was extended to include some particularly marginalised groups, such as sex offenders, prisoners with disabilities, etc. Each group is viewed in context, explaining the situations of vulnerability both generally and in the selected countries. From one side, the handbook presents the efforts for compensation of vulnerabilities in every country available in the legislation or provided by prison authorities or other actors. From the other side, it identifies the gaps in the measures and practices, which vary both from country to country and from group to group.

Religion has the capacity to eliminate the conflict, harmonization of interethnic relations, reducing psychological stress during periods of social exacerbations, to stabilize the political situation in the country and others. Recognising this fact, the author, however, focused on enabling and using this function of religion to manage ethno-religious conflict as a phenomenon. The significance of the research is justified by the fact that religion has never participated in public life in "pure" form. This is particularly relevant today. Religion is deeply integrated into many areas of public life - culture, education, life and despite the claims of some religious and political leaders, it even serves as ethno-defining factor.

In this respect, the aim of the paper is to analyze the role of these factors in the actual manifestation of the interaction between fiscal policy and macroeconomic activity.

The US presidential elections in 2016 unleash the power of fake news. This case study shows how misleading information and click-bite headlines outperform serious journalism in the mainstream media during the campaign. Both Donald Trump and Hillary Clinton use the tool of fake news during their march to the White House. But the collected data reveals that pro-Trump sites are much more effective. The study also shows how „Facebook“ and „Тwitter“ „fuel“ the phenomenon of fake news – a few seconds are enough for a misleading article to become viral all over the world, but it takes 13 hours a single hoax to be debunked. A new breed media barons are rising in social networks, such as amateur publishers, running hyper-partisan sites, etc. A brand new media is born, which power is threatening to vitiate the crucial elections in Western Europe in 2017.

The article is focused on the mystifications and manipulations spread by fake news in the social networks during the 2016 presidential election campaign in the USA. The main hypothesis concerns the influence these might have had on the outcome of the vote in favor of Donald Trump. The author also considers the background history of the distortion of truth for purposes of political benefits in the context of the technological development of media. The methods used in the argumentation of the article include discourse analysis, and rhetorical and interpretative analysis. The data used in the article are from a study conducted in 2017 by Stanford University and the independent digital media company BuzzFeed News.

Th e article considers the early stage of Kraj idea formation as a specifi c political and intellectual phenomenon in Belarus and Lithuania at the beginning of the 20th century. Th e article is based on early narratives and biographies of the two fi rst representatives of Kraj idea: Raman Skirmunt and Michal Romer. Th e author of the article tries to answer the question about the personal motives, aims and feelings of the fi rst adherents of the Kraj idea. Besides, the author analyses ideas and concepts which were introduced by R. Skirmunt and M. Romer in the public discussions at the beginning of the 20th century: understanding the region’s interests, historical tradition, the issue of ethnic relations; the idea of shared (Kraj) citizenship, common origin of nobility and peasants of the former Grand Duchy of Lithuania, the idea of “local patriotism” etc.

The article deals with a narrow and rather marginal linguistic topic – the feminization Nomina agentis of the Belarusian language. At firts sight, the topic seems too narrow, but its understanding and artciulation in the light of the present debates around the Belarusian language, as well as in the light of feminism, leads to the colonialist perspective. The examples of acception and rejection of feminization show clearly that the official language is a colonial product, which refers to the stylistic norms of the Russian language.

The Article is dedicated to the phenomenon Goli Otok which refers to the regime of Tito’s Yugoslavia as well as to all totalitarian societies. It emphasizes in particular that the threat of falling into totalitarianism is tightly connected with the crises of political authority. In the case of Goli Otok crises is a result of the two totalitarian leaders Tito and Stalin. The mechanism of totalitarian system functioning is described as maintaining its rule by imprisonment, physical and psychical mistreat, humiliation and destruction of innocent people. As illustration, is the memoir and Romanesque creations of past prisoners of Goli Otok, who explicitly speak on this topic only after Tito’s death and the ruin of his regime.

This article elucidates why the Kant’s transcendental scheme in its orthodox type is not a functionally reliable bridge in the transition from pure cognitive forms to real experiental “crystallizations”, and how this can be compensated by its transformation into a phenomenal structure including as its own elements regionally relevant kinaesthetic organization and “encoded ideas”. Ideas undergo deformalization – from “purely regulatory” schemes of reason, they go to constitutive structures that comprise regional figurative adhesions and as such receive regional “encoding” – contentful concretization. This type of rethinking of the transcendental scheme also leads to a significant change in the way in which local phenomena should be understood (such as, for example, socialization and education) so as to guarantee their rethinking in the transition from the empirical (but hermeneutically grasped manifold) to the phenomenal integrity in the encoded ideas as a regionally relevant, concrete “figurative kinship”.

Финансирането на българската политическа реклама в медиите (2003 – 2018)

This article analyzes the money spent by the Bulgarian parties during the election campaigns and the institutional advertising in the media during the period 2003 – 2018. The purpose of the study is to examine public funding of state institutions, and the task is to track the cost of the so- „Institutional advertising“ and the different funds invested in various electronic and printed media. Thus, the fundamental problem of the public funding of Bulgarian political parties is based on the understanding of the essence of political advertising. Specific results are given in the funding of the parties and the media in Bulgaria, which is supported by empirical material. The relevant conclusions drawn from the factual data, as well as some recommendations for improvement of party financing in the country, were also made. The limitations of the study range over a 15-year period (2003 – 2018). The value of the development is characterized by the fact that this problem is one of the first to be analyzed in Bulgarian political science.
