The initiative ‘Civic Organizations: a Guarantee for Equal Rights of Vulnerable Groups before the State’ encompasses four vulnerable groups: persons deprived of their liberty, victims of human trafficking and domestic violence, as well as persons in need of international protection and other vulnerable foreigners. Although very different, those communities encounter similar problems in their relations with institutions: insufficient human and financial resourcing, work practices not always meeting the needs of vulnerable groups. Thus, oftentimes those persons rely on civil society for improving their status, including through assistance before the respective competent authorities. Throughout its different stages, the initiative outlined the profile of the vulnerable groups, their relations with institutions and NGOs and promising foreign experience and practices applicable in the Bulgarian environment. A Concept for More Effective Civic Participation in the Assistance to Vulnerable Groups was developed, proposing further practical steps. The four memoranda (Co-operation between institutions and NGOs in improving the status of domestic violence victims; Co-operation between institutions and NGOs in improving the status of victims of human trafficking; Co-operation between institutions and NGOs in improving the status of persons deprived of their liberty; Co-operation between institutions and NGOs in improving the status of persons seeking international protection and other vulnerable foreigners) contain specific recommendations to institutions, working with the vulnerable groups, based on the Concept and the opinions of various state authorities and civil society representatives.

In order to contribute to the improvement of the situation of Bulgarian NGOs, providing support to selected vulnerable groups – prisoners, victims of trafficking and domestic violence, persons seeking international protection and other vulnerable foreigners – this report presents a selection and summary of good practices from EU Member States, donor states Iceland, Liechtenstein and Norway and countries outside of Europe. The practices have been identified by studying printed and electronic publications of foreign entities and comparative reports of international organisations on the legislation, policies and practices in different countries. Part of the information has been collected via foreign partners of the Center for the Study of Democracy under projects, related to the selected vulnerable groups and the capacity building of civic organisations.

The survey was conducted among a wide range of journalists (77), electronic, print and internet editions, including a wide range of media from the capital and about 20% of provincial publications. More than 70% of respondents are from specialized economic publications with a very high level of education, predominantly humanitarian, but not a small part - more than 1/3 are economically educated, with an even larger proportion (43%) attending economic courses and specializations.

For three years, it was discussed how to organize the process of mass privatization in Bulgaria and what model to adopt. An administrative option was chosen, following the example of the Czech Republic, and with the adoption of the investment privatization program on December 19, 1995, the mass privatization began in the country. Until the last moment of its beginning, the hesitation of whether it should have taken place in this version did not cease. Mass privatization has also become a field of political opposition. But when the process started, both pessimists and optimists took part.For those involved in mass privatization, the assessment of whether they made a mistake depends on the specific financial results. For the economy as a whole, the assessment of the effect of mass privatization can not be subtracted from the context of its impact on the main markets: commodity, labor and stock markets.

Regardless of the course and progress of change, the political and social situation, there is no former socialist state that has not taken at least initial steps in the field of privatization. The most commonly used approaches to privatization can be summarized in two - free (coupon, voucher) privatization and capital privatization (privatization fee). The two methods are only conditionally distinguishable, since they are not applied anywhere in pure form. The application of the capital methods of privatization and the free ones everywhere are accompanied by difficulties.

A representative national survey was conducted by Vitosha Research in the month of December 1996 with the aim of registering popular attitudes to NGOs in Bulgaria. It was conducted between 1-14 December, 1996 by the personal interview method with the participation of 1,561 respondents aged over 18. Two-stage cluster sampling was used. In the first stage 250 constituencies (clusters) were randomly selected from the list of constituencies in the last parliamentary elections of 1994, and the second stage consisted in randomly selecting 7 respondents out of each cluster. The sample included 176 clusters in towns and cities and 74 clusters in villages.

While violence and the fear of violence affect the everyday life of each, some groups - women, children and adults, as well as immigrants, refugees and some ethnic groups - are particularly vulnerable targets for the abusers.

This sociological analysis is based on empirical data from representative public opinion surveys conducted by the Center for the Study of Democracy in May 1998, February 1999 and September 1999. Its purpose is to outline the sustainable structure of the information society space in the country as well as the degree of influence of the mass media on the Bulgarian society. The analysis of dynamics and changes in citizens' attitudes for a period of a year and a half indicates the key trends in the development of public opinion towards the media. The report outlined a number of prerequisites underlying the effective functioning of the mass media in Bulgaria.
