Methodological, organizational, legal, political and other aspects of ensuring the stability of regions and territorial communities have been studied. Problems and prospects of ensuring the stability of regions and territorial communities in Ukraine are identified. The analytical report is prepared in the format of the White Paper, it contains an overview of the main pressing issues in the humanitarian sphere of Ukraine: cultural, educational, scientific, linguistic, as well as religious and church relations, rights of national minorities and indigenous peoples, creative industries. Relations between the Russian Federation (RF) and Ukraine are determined primarily by the interstate armed conflict in Donetsk and Luhansk regions. Attempts by Russia to illegally annex the territory of Crimea and the city of Sevastopol in 2014 and their occupation, the armed confrontation in the Donbass determine the long-term nature of the interstate confrontation. // This conflict is asymmetric. The phrase "The 21st century will be the century of Asia" has become one of the most widely used among international experts. The review "Ukraine and the countries of East, Southeast and South Asia: results of 2020 and prospects of development" offered to the reader vividly illustrates its justice. The authors managed to give in a small text not only an in-depth analysis of political, economic, trade, investment ties of Ukraine with a huge region of the globe, but also to outline the main directions of development of this dynamic area. // The review, as expected, pays considerable attention to Ukraine's relations with the People's Republic of China. China became the main trading partner of Ukraine in 2020, is one of the largest investors, and in the future may take first place in this area. The real breakthrough made by the Ukrainian agrarian complex on the Chinese market is rightly noted. There are other areas in which domestic exporters expect success. Problems are also noted. We are talking about the poor domestic investment climate, frequent changes in legislation, lack of the rule of law, and in some cases - bureaucratic red tape in the consideration and implementation of joint projects. The Ukrainian side should consider how our neighbors, the countries of the European Union, are building their trade and economic relations with China.

Decentralization and subsidiarity as basic principles of reform of local self-government and territorial organization of government create at the local level, in particular, conditions for intensifying cross-border cooperation (hereinafter - CBC) as one of the tools for developing communities and regions of Ukraine. In the last decade, a network of horizontal economic, cultural, educational and scientific relations between the border regions of Ukraine and the EU has been actively formed, which ensures cooperation between government and local government, business, universities, research institutions and civil society organizations. Among the favorable factors for the development of such cooperation are geographical proximity (proximity to the EU borders - Poland, Slovakia, Hungary, Romania), targeted long-term EU policy on macro-regions (EU macro-regional strategy for the Danube region, and prospects for the Carpathian macroregion); organizational capabilities (experience of project management and implementation of initiatives in the field of TCS, the potential of regional development agencies (hereinafter - RDA); historical and socio-cultural ties, especially Western Ukrainian territories with European countries; scientific and expert potential; foreign policy vector of Ukraine) Euro-Atlantic civilization space) // At the same time, the border regions of Ukraine face a number of goals that are relevant in the context of the development of TCS. Coherence and complementarity of CBC development goals at the national, regional and local levels also play an important role, which leads to the harmonization of the goals of cross-border cooperation programs, regional development strategies in Ukraine and an inclusive approach to organization of interaction within the TCS. Sub-Saharan Africa is a giant subcontinent for rhetoric of sub-Saharan Africa. In modern definitions There is some disagreement as to the exact number of countries that are part of this region. According to the methodology used by the World Bank, the subcontinent consists of 48 countries1 differing in level of development, self-organization, historical features of the colonial past, geographical location, natural resources, the spread of world religions and place in the world economic order. The subcontinent has common features: population composition, geographical location and similar history of development. According to the UN geoeconomic classification, Africa is isolated four subregions. However, there are real differences between North Africa and the rest of the African continent. Therefore, the purpose of this report is a deeper definition of economic interests of Ukraine and the formation of political influence in the way of development of economic cooperation and the formation of permanent actions with subcontinent countries. To the Ukrainian interests in the Sub-African Africa should include: markets for agricultural products and satisfaction (direct supplies, participation in UN procurement and others international organizations); markets for engineering products and services; Ukraine’s interest in supplying useful wormwood from sub-Saharan Africa; humanitarian cooperation and provision of educational and medical services; formation of favorable international and bilateral climate; group formation "Friends of Ukraine" among the countries of Sub-Saharan Africa; training models for ensuring the geoeconomic interests of Ukraine in the Sub-Africa and a long-term strategy to promote interests on the subcontinent.

The modern globalized world is characterized by increasing turbulence in financial markets, which poses special challenges to ensure the stability of national economies. The megatrend of financialization, which is characterized by increasing the share of financial transactions and the dominance of the financial sector of the economy over the real one, reflects radical changes in the structure of the modern world economy. The process of transforming the Alliance's role and status in the new context of regional and global security was launched by NATO's Rome Summit in 1991. The abolition of the Warsaw Pact and the collapse of the Soviet Union marked the end of the Cold War in global scale. The 1991 Strategic Concept of the Alliance focuses on changing the geopolitical balance and expanding the Euro-Atlantic security space (given the transformations that have taken place in Central Europe). A decision was reached to strengthen NATO's political role and the functioning of the Alliance based on the principles of collective defense, dialogue and cooperation (in particular, to promote reforms in the former socialist camp and launch new formats of interaction with other players in Central and Eastern Europe). // Among such formats, the Partnership for Peace initiative, which was decided at the NATO summit in Brussels in 1994, played a special role. During the NATO Summit in Madrid in 1997, the Charter on a Distinctive Partnership between Ukraine and the Alliance was signed, which regulates the format of cooperation between the parties at the political level. The summit announced NATO's first eastward enlargement to include Poland, the Czech Republic and Hungary, as well as the launch of a policy of Alliance enlargement to include the former Warsaw Pact and the former Soviet Union.

Ukraine gained Independence thirty years ago. This fateful event in the development of the Ukrainian nation became at the same time a powerful challenge for the people of Ukraine in terms of their ability to purposefully and consistently build the basis for the realization of their sovereign rights. Further development has shown that the idea of ​​the inviolability of the value of Ukraine's sovereignty as a young European state has taken root in the minds of the vast majority of citizens. Profound changes have taken place in all spheres of life: from public consciousness to the national economy. The ability of Ukrainian society to resolutely resist the hybrid influence of the Russian Federation (RF), the desire to overcome the "gravity" of the eastern neighbor, the desire to build their own direction of European integration showed that Ukraine has achieved much greater success in gaining real sovereignty than most other post-Soviet countries. // Political and mental sovereignty must be logically continued in building a viable integrated and competitive national economy, which allows to fully realize the potential of independence for making and implementing sovereign decisions on the future development of the country and nation. The paradigm of perception of the country's independence must change: it is no longer a question of "independence from" but of "independence for" - independence for the implementation of a sovereign strategy of social development based on the realization of national interests, consolidated common vision of the future. // In the field of practical realization of the potential of sovereignty, Ukraine still has a long way to go. During the three decades of difficult, not always consistent, often contradictory progress that has taken place since Ukraine's independence, the economy has accumulated complex contradictions that are currently hindering the construction of an integrated vision of the future, proper consolidation of efforts to achieve it.

After the Second World War in the countries of Central and Eastern Europe, which came under the influence of the USSR, the creation of special services was on the Soviet model (with some national features) and with the help of advisers from Moscow. In different years, the security agencies of these countries had NKVD-MGB-KGB offices of the USSR, which later also performed the function of coordinating the activities of special services in the Warsaw Pact countries (hereinafter - ATS). // The processes that took place in the Soviet Union in the late 1980s directly affected the states of the so-called socialist commonwealth. By 1991, anti-communist opposition had come to power in virtually all of these states, and the new governments set out to form a multiparty system and a democratic society, accompanied by the transformation of the special services.

During the thirty years of independence, the civil society of Ukraine has overcome a considerable path of formation and development. From the youth movements, trade unions and political associations of the 1990s, it has transformed into an influential actor in key socio-political processes. // Active centers of civil society, organized and spontaneous, influenced the foreign and domestic political trajectory of Ukraine's development, warning against returning to the circle of post-Soviet countries with authoritarian regimes. There was widespread public resistance in 2004-2005, during the Orange Revolution. The end of 2013 and the beginning of 2014 were also marked by a high level of public activity. With the beginning of the Russian military aggression against Ukraine and its occupation of the Autonomous Republic of Crimea and Sevastopol and parts of Donetsk and Luhansk regions, the birth of a powerful volunteer, philanthropic and voluntary movement significantly expanded the influence of civil society on security. New movements and initiatives of citizens have radically changed the established landscape of civil society in Ukraine, and volunteer and veteran movements have become a powerful segment in the overall structure of civil society and actively interact with public authorities. The inviolability of Ukraine's foreign policy European and Euro-Atlantic prospects, the fundamental requirements of domestic political development (democracy, rule of law, free elections, etc.) is ensured, in particular, by the stability of the active segment of civil society.

Macroeconomic and foreign economic trends formed under the influence of Russia's hybrid aggression against Ukraine are studied, and its consequences for the national economy are assessed. Threats to the economic security of the state are analyzed and the priorities of countering hybrid aggression are substantiated in the context of ensuring national economic interests. Ways to improve Ukraine's economic policy are proposed, which will contribute to reducing the vulnerability of the national economy to external influences and blocking the channels of its possible destabilization in conditions of hybrid aggression. It is aimed at specialists in the field of economic security and public administration, experts in the economic profile, teachers of economic disciplines, graduate students and students.

The international practice of use of force and non-violent methods for settlement of separatist conflict were studied as well as experience of international formats in the settlement of armed separatist conflicts. The effectiveness of certain methods and ways to counter separatism were analysed. Ukrainian society and the international community do not have a complete and objective picture of the situation that has developed as a result of the temporary suspension of trade and economic operations with ORDLO, which is carried out to implement the decision of the National Security and Defense Council of Ukraine "On urgent additional measures to counter hybrid threats to the national security of Ukraine". Instead, the position of the Russian Federation prevails in the global information field, which interprets this measure as a disruption of the Minsk agreements and a hostile attitude towards the population of the occupied territories. Russian dominance in the information space is aimed at stabilizing the domestic political situation in Ukraine and damages its international image. Specialists of the National Institute of Strategic Studies conducted a comprehensive analysis of the consequences of the temporary suspension of cargo transportation (TPPV) across the contact line within the Donetsk and Luhansk regions and its impact on the national security of Ukraine. The results of the analysis prove the legal validity, social necessity and socio-economic importance of the said decision, put into effect by the Decree of the President of Ukraine dated March 15, 2017 No. 62/2017. It is intended for politicians, political analysts, civil servants, scientists, educators and the general public.
