Commission of Towns’ History in Romania after 20 years of activity

The author reviews the activity of Towns’ History Commission (CTHR) in its 20 years of existence. He has compared the objectives of the Commission for two decades with actual achievements. In this way, there can be seen both the realism of the Commission in the period it was created and the achievement of most of the initial plans. The most important achievement consist in the scientific works joint in the collection “Contributions to the history of the towns” as well as the periodicals “Historia Urbana” (journal) and “Information about the history of towns” (newsletter). There are also mentioned scientific conferences which were held annually. The author has emphasized a rich activity since the establishment of the Commission in 1992 up to the present. Among the last activities of CTHR stands out the setting up of a medal to be awarded annually, starting with 2014, to foster research in the field of towns’ history.

Why didn’t Romania acknowledge a negotiated transition between the conservative forces and the reformers as Gorbachev and oppositions? The events that took place in December 1989 should be compulsory inserted both in an international and a regional context: the complexity of Gorbachev’s strategy and the manner in which President Bush had the benefit of it, the pre-eminence of the social change professed by Hungary. The way Mr. and Ms. Ceausescu had been sentenced marks Romania’s impotence of negotiating its own transition. The process against Ceausescu must be regarded as a part of European revolutionary culture, masterly used by the actors of this coup d’état. Romanian public opinion was largely ready to accept the bloody horrors at the end of December 1989 being prepared preliminary by the mass-media that were very strongly opposed to the regime of Ceausescu since 1988.

Recontextualisés et repensés, les grands récits et les mythes fondateurs deviennent dans le postmodernisme un prétexte pour s’interroger sur les origines et l’identité. Leur réécriture ouvre de multiples perspectives au roman, surtout au niveau narratif. C’est le retour au plaisir du récit, mais à voix multiples, à la mise en abîme du récit, le plus souvent parodique, dans l’intention des écrivains de déconstruire le mythe et de le reconstruire à leur manière, en prenant distance par rapport aux représentations connues et en s’offrant la liberté du jeu sans contraintes, une caractéristique du postmodernisme. Un nouveau message et une nouvelle perspective sont livrés au lecteur dans l’hypertexte qui réactualise le texte antérieur, l’hypotexte, dans un contexte historique bien différent.Nous nous proposant d’analyser dans le roman l’Ignorance de Milan Kundera la reprise du mythe du grand retour, de voire comment il débouche vers le nouveau mythe de l’émigrant, de retour dans son pays d’origine après la chute du communisme en Europe. Ioan Slavici’s memoirs underline the impact the folklore had on his childhood (as for all the great Romanian classics in general). The environment described is the one of the fair, whose type of organization was beginning to follow other rules and principles than those of the village, without giving up the influences of rural civilization though. Even if he got in touch with cities as Vienna, Sibiu or Bucharest, Slavici continued to create a cultural symbiosis between the city and the village. Constantin Udroiu (born in Bucharest, 1930 - Rome, 2014) was a plastic artist who knew, in his youth, Romanian communist prisons. The present study follows his artistic biography, with a special emphasis on the experience of exile (established in 1971 in Italy, where he lived and created, until death) and his creations with religious themes. The painter’s interest in the canons of Byzantine religious art, his successes in illustrating (with many works appreciated in the Western world, Catholic) or teaching them to his students (as professor of the Modern Art Academy) are linked to the years of prison - and with the opening to spirituality that such knowledge of Evil can bring.

Law enforcement structures have gone through a comprehensive process of institutional modernization and harmonization of laws in order to match with the Member States of the European Union and alignment procedures and standards. But there are still some overlap and duplication in their work, which requires clarify the powers and determining how cooperation between these structures, which fully justifies the need to continue the reform process at the national defense, public order and national security. Public order is the task of the state organized by special services designed to ensure peace and safety, protecting the rights and fundamental freedoms, facilitate and guarantee social interests, which, according to constitutional provisions may be used even the restriction, under the law, to exercise some of those rights and freedoms. The Ministry of Interior is thus one of the services of the State, organized as the authority of the central public administration specialist, exercising, under the law, its tasks with regard to respect public order, protection of rights and fundamental freedoms , to public and private property, preventing and combating antisocial acts, respecting the legal regime of the state border, fire safety and civil protection, contributing all its work in defense of constitutional democracy, sovereignty, unity and territorial integrity of Romania. Public order as part of national security represents the state of legality, balance and peace, corresponding to an acceptable level of compliance with legal norms that allow the exercise of constitutional rights and freedoms and the functioning of specific structures of the rule of law and is characterized by the institutions' health and public morality, normality in organizing the political, social and economic, in accordance with generally accepted norms of society.
