The article deals with the changes in teacher's education designed to ensure high competitiveness of future graduates. The author enlists all the reforms needed in educational field for Ukrainian education to become able to compete with those of European countries. It is stated that process of structural reform in national education systems, changes in educational programs and institutional reforms should be made. The legislative norms for the changes in question are reviewed. The author comes to the conclusion that given evolution of the education system should not be separated from other areas of society. It has to develop in a harmonious interrelation with society as a whole, taking on the role of its leader.

Od svog nastanka, 1948. godine, sa nastankom Univerzalne deklaracije o ljudskim pravima, međunarodni režim za ljudska prava zasnivao se na tradicionalnim mehanizmima zaštite prava razvijenih od strane Ujedinjenih nacija (UN), koje su dale značajnu ulogu državama. Naime, države su primarni akteri u međunarodnim procesima provedbe, ali i monitoringa ljudskih prava, odnosno države i istovremeno garantuju prava, ali i vode proces praćenja i izvještavanja. U nedostatku kapaciteta UN tijela da direktno prate stanje ljudskih prava u svim zemljama članicama, onda kada zemlje članice propuste biti dovoljno samokritične, pokazalo se da važnu ulogu igraju nevladine organizacije, čija je jedna od osnovnih uloga monitoring i izvještavanje o zaštiti ljudskih prava i zagovaranje njihove bolje zaštite kod domaćih institucija vlasti i međunarodnih organizacija. Efikasna zaštita ljudskih prava zahtijeva snažan angažman civilnog sektora i na državnom, ali i na međunarodnom nivou, jer su organizacije civilnog društva jedini subjekti koji kontinuirano prate stanje na terenu, te rade na podizanju svijesti o postojećim pravima i pozivaju donosioce odluka na odgovornost u slučaju njihovog kršenja. U tom pogledu revidiran je i proces praćenja i izvještavanja o stanju ljudskih prava od strane Ujedinjenih nacija (UN) i od 2008. godine uspostavljen je novi instrument: Univerzalni periodični pregled (UPP) od strane Generalne skupštine UN-a rezolucijom 60/251 2006. godine, koja UPP definiše kao novi međunarodni instrument u borbi za ljudska prava kojeg UN Vijeće za ljudska prava primjenjuje u procesu praćenja stanja ljudskih prava u državama članicama UN-a. Svake četiri godine, svih 192 države članice UN-a, bivaju predmetom UPP pregleda kroz koji se na univerzalan i jednoobrazan način vrši procjena ispunjavanja međunarodnih obaveza i opredjeljenja u pogledu ljudskih prava u cilju stvaranja demokratskog pritiska na vlade država da unaprijede situaciju u svojoj državi u pogledu ljudskih prava, te da se bore protiv neravnopravnosti i svih oblika diskriminacije. UPP se provodi kroz proces interaktivnog dijaloga kroz koji zemlja, čije se stanje ljudskih prava prati, prezentira svoj izvještaj, odgovara na pitanja i dobiva preporuke od drugih zemalja. Potom se neformalno usvaja izvještaj koji uključuje sve preporuke date zemlji u pregledu, a koji se ponovo zvanično usvaja na sljedećoj redovnoj sjednici Vijeća za ljudska prava. Oko 16 zemalja UN-a jesu predmet pregleda u okviru svake sjednice Vijeća, a 48 ih je predmet pregleda svake godine. Pored država, UPP pruža i mogućnost uključivanja nevladinih organizacija u ovaj proces. Naime, aktivnosti prije i nakon pregleda izvještaja ključne su za implementaciju konkretnih preporuka iz ishodnog dokumenta i tokom ovog perioda nevladine organizacije mogu ostvariti značajan uticaj kroz aktivnosti monitoringa, analize i zagovaranja. Neki od instrumenata učešća nevladinih organizacija u UPP procesu su: angažman u konsultacijama s vladom svoje države; podnošenje izvještaja interesnih grupa prema Vijeću za ljudska prava; lobiranje drugih država za davanje određenih preporuka; prisustvovanje sjednicama UPP radne grupe, kao i prisustvovanje i učestvovanje u sjednicama Vijeća za ljudska prava; te popratne aktivnosti vezane za zagovaranje za implementaciju preporuka. Prepoznavajući važnost novo-uspostavljenog mehanizma za praćenje ljudskih prava, ali i ulogu, koju su u istom dobile nevladine organizacije, Mreža pravde u BiH prihvatila je UPP kao instrument u svom radu, već u aprilu 2010. godine. Nakon konsultacija između članica, Mreža pravde se uključila u UPP proces kroz izradu UPP preporuka za BiH, koje su predstavljene od strane tročlane delegacije Mreže pravde na 14. sjednici UN Vijeća za ljudska prava, 11. juna 2010. godine u Ženevi. Pored pripreme preporuka i njihovog predstavljanja u Ženevi, u organizaciji Mreže pravde, održana je i obuka o ovom mehanizmu za predstavnike civilnog društva i sektora pravde. Također, za istu ciljanu grupu održana su dva okrugla stola u Sarajevu i Banja Luci na kojima su definisani zaključci koji naglašavaju potrebu za efikasniju primjenu UPP preporuka u pravosuđu BiH. Polazeći od ovih zaključaka, tokom strateškog planiranja Mreže pravde u 2010. godini, dogovoreno je da monitoring i izvještavanje o stanju ljudskih prava kod domaćih i međunarodnih institucija predstavlja primarni oblik djelovanja Mreže. Time je Mreža pravde - koja okuplja 64 nevladine organizacije, a čiji je osnovni cilj da pruža podršku institucijama vlasti u jačanju efikasnosti, neovisnosti i odgovornosti pravosudnog sistema Bosne i Hercegovine, kao i kvalitetnog informisanja, obrazovanja i zastupanja interesa građanki i građana u sektoru pravde - identificirala monitoring i izvještavanje o ljudskim pravima kao osnovni mehanizam pomoću kojeg nastoji realizirati svoje ciljeve. Razvoj pravosudnog sistema u BiH koji efikasno štiti ljudska prava i promiče vladavinu prava, nije moguć bez detaljne i stalne procjene rada sistema koja prati usklađenost domaćeg zakonodavstva i međunarodnih standarda. Sa ovim ciljem osnovana je i Radna grupa za izradu izvještaja „Univerzalni periodični pregled (UPP) o stanju ljudskih prava u Bosni i Hercegovini“ Mreže pravde, koja već od 2010. godine provodi proces monitoringa institucija sektora pravde na osnovu procjene provedbe UPP preporuka na koje se obavezala Bosna i Hercegovina u oblasti pravosuđa. Po četvrti put predstavnici nekoliko nevladinih organizacija, a ove godine predstavnici Asocijacije za demokratske inicijative, Centra za informativnopravnu pomoć Zvornik (CIPP), Centra za istraživačko novinarstvo (CIN), Centra za ljudska prava Univerziteta u Sarajevu, Udruženja «Pravnik», Udruženja stručnih saradnika i savjetnika u sudovima i tužilaštvima u BiH, i Udruženja za međunarodno pravo - zajednički su radili na monitoringu provedbe preporuka UN Vijeća za ljudska prava u pravosuđu BiH u sektoru pravosuđa u periodu od 2013. do 2014. godine. Kao rezultat ovog monitoring rada objavljuje se već po četvrti put publikacija Ljudska prava i pravosuđe u Bosni i Hercegovini: Izvještaj o provedbi preporuka u sektoru pravosuđa u BiH iz Univerzalnog periodičnog pregleda Vijeća za ljudska prava Ujedinjenih nacija (2011. – 2012.). Izvještaj Ljudska prava i pravosuđe u Bosni i Hercegovini predstavlja nastavak već započetnog rada na primjeni UPP mehanizma i istovremeno predstavlja jedinstvenu publikaciju ove vrste. Cilj objavljivanja navedene publikacije jeste uvid u proces provedbe dobivenih preporuka UN Vijeća za ljudska prava, odnosno od strane njenih država članica, a nastalih kroz proces Univerzalnog periodičnog pregleda (UPP). Monitoring procesa provedbe UPP preporuka od strane članica Mreže pravde, fokusira se na pravosudni sistem, odnosno uključuje samo one preporuke koje su identifikovane kao krucijalne za unaprjeđenje sektora pravosuđa u BiH. Pored općeg pregleda zaštite ljudskih prava kroz pravosuđe, autori su identifikovali i preporuke za donosioce odluka s ciljem da podstaknu institucije vlasti na efikasniju i ažurniju primjenu UPP preporuka u sektoru pravde i kako bi ispoštovale obaveze koje je preuzela Bosna i Hercegovina prema međunarodnoj zajednici, ali i prema svojim građanima. Nadamo se da će Izvještaj biti koristan izvor informacija, ne samo predstavnicima pravosuđa, nego i nevladinom sektoru, te da će inicirati i razvoj interesovanja za konkretne akcije kod organizacija civilnog društva za djelovanje u oblasti pravosuđa. Mreža pravde će svakako nastaviti i u budućnosti sa aktivnostima monitoringa zaštite ljudskih prava u sektoru pravde, te će nastojati razviti i daljnje aktivnosti kada je u pitanju izvještavanje u okviru Univerzalnog periodičnog pregleda (UPP) prema domaćim institucijama vlasti ali, i međunarodnim organizacijama. Uzevši kao osnovu rezultate monitoringa o stanju ljudskih prava u Bosni i Hercegovini navedenih u Izvještaju, Mreža pravde je provodila i prateće zagovaračke aktivnosti kako bi se jačao uticaj građanki i građana kroz organizacije civilnog društva na proces donošenja novih odluka i implementaciju postojećih propisa u oblasti pravde. Na ovaj način, Mreža pravde nastoji dati svoj doprinos u poticanju aktivnog odnosa svojih članica i civilnog društva u cjelini ka razvoju nezavisnog, efikasnog, odgovornog i zakonitog djelovanja pravosuđa u BiH. Koristimo ovu priliku da se zahvalimo svima koji su bili uključeni u realizaciju pripreme analiza i izradu publikacije. Posebno se zahvaljujemo Američkoj agenciji za međunarodni razvoj (USAID), koja kroz Projekat razvoja sektora pravosuđa II pruža tehničku podršku Mreži pravde u BiH i njenim članicama.
More...The first part of the book presents three main themes which, as a whole, are intended to bea framework for more specific descriptions in its second part. In the first chapter, entitled Realgardens against the myths, the author shows selected examples of landscape designs and discusses theirutilitarian functions, their role in the religious cult, the mythical, symbolic and metaphorical contextswhich have directly affected either programme assumptions of the gardens or a treatment of certainfeatures of the landscape. The cultures of Egypt, Mesopotamia, Greece and Rome are discussedin these respects. The author addresses the intellectual foundation of English and sentimentalgardens to clarify their strong ties with the ancient understanding of the landscape, describing onthis background meaningful features of Arcadia park near Nieborów. The chapter concludes witha discussion of selected solutions in Little Sparta — a garden founded by Sue and Ian Hamilton Finlaynear Edinburgh, Scotland. The second chapter, entitled Gardens of Imagination, discusses literarydescriptions, abstracted from specific landscape implementations. Several examples of literaturefrom different historical periods are invoked, with an emphasis on the role of sensuality. The authoranalyzes the fragments of the Egyptian Book of Gates, the epic of Gilgamesh, the Bible, Divine Comedyof Dante Alighieri, Charles Baudelaire’s Flowers of Evil. The third chapter, entitled The gardensof thought, raises general epistemological issues, first: in terms of the philosophical proposals forovercoming the fear of death, and second: in terms of theory of art viewed from the perspective of thetwentieth-century crisis of the great narrations.The common theme of all the chapters is the Garden of Eden, whose main intentional “function”is to overcome the fear of death. This issue is discussed in the context of eschatological, agnostic,and nihilistic intuitions, organized according to their relationship with specific gardens (Chapter 1),with the literary themes (Chapter 2), and finally with the abstract contemplation on the conditionof mankind and its representation in contemporary art (Chapter 3). Such a structure, inspired byHegel’s description of the history of the Absolute, makes it easier to present the problems of gardensfrom various perspectives — specific relations with nature, aesthetic experience and thought of purelyintellectual character. This approach, on the one hand, serves the clarity of argument by avoidingexcessive complexity of description, and on the other, shows the complexity of the concept of “garden”,resulting from the build-up of different meanings over the millennia.

The Centre for Eastern Studies has decided to embark on the project entitled 'Turkey after the start of negotiations with the European Union - foreign relations and the domestic situation' for two major reasons: the start of the accession negotiations between Ankara and the European Union in October 2005, and the significant part which Turkey plays in western Eurasia (the Caucasus, the countries in the basins of the Black and Caspian Seas, the Middle East and the Balkans) which We wish to present our readers our second report discussing Turkey's relations with Central Asia, the Caucasus and Russia, the aspect of Turkish foreign policy regarding the Black Sea, and the role of Turkey as a transit country for oil and gas from the Middle East and the Caspian regions. The evaluation of Turkey's standpoint and potential regarding the aforementioned issues is especially important, considering the tensions existing in Turkey's relations with the EU and the USA, as well as the West's increasing engagement in the Caucasus, Central Asia and Black Sea regions. In this process, Ankara may play the role of a significant ally for the West. However, it may just as readily play the role of its rival, who could co-operate with other countries and may seriously frustrate the implementation of the EU and US' goals. The Report was developed between autumn 2006 and autumn 2007, over which time the project participants searched for publicly available documents in Poland, Turkey, EU countries and the USA, and went on five research trips to Central Asia, Russia, Turkey and Caucasus, where they met local analysts, officials and researchers.The authors of this Report would like to express their gratitude to everyone who has shared their opinions with them, and to the Polish diplomatic service, particularly to Minister Andrzej Ananicz, for their expert support and assistance in the authors' work on the Report.This Report does not present the official stance of the Polish government on the issues discussed therein; instead it reflects the personal views of its authors, who have made their best efforts to ensure that their work is reliable.

Today, western Balkans states are a long way from where they were at the beginning of the decade. The Stabilization and Association process, which has just started in 2000, is almost completed as all the states have negotiated and signed the Stabilization and Association Agreements with the EU, the EU is negotiating visa liberalization agreements and all states are entitled to the new pre-accession financial assistance IPA, designed to address the strategic needs of the region. This progress, apart from the persistent efforts of the national governments and the EU administration, is also partly due to the visionary policy reports and recommendations of people and organizations working on the Balkans. We are convinced that their commitment to the region and the ability to look beyond the limitations of the immediate political context for lasting solutions makes them an irreplaceable item on every reading-list of both those who wish to study the Balkan region and those who aim to produce similar such reports addressing the present dilemmas and challenges for the western Balkan states. “The Enlargement of the EU to Balkans” is a compilation of four reports on the Balkans published since 2000. They all concern the Balkan region and its prospects for the future – away from violent legacies towards peace, stability and European integration. As such, they are a valuable source for all those interested in and studying the recent political developments in this region, for these reports give an overview of the challenges that Balkans states faced on the start of their journey to European integration. We hope this collection of reports will become part of the curricula of schools and departments where Balkan politics, history and EU integration are taught. From the multitude of reports, books and other works written on the Balkans, the reports that follow were not chosen accidentally. Rather, we aimed to include the most influential reports, those which had the greatest impact on the EU and international community’s approach towards the Balkans, those with the most valuable recommendations concerning the features of EU’s policy towards the Balkans. The results of in-depth field research and analysis of diplomatic relations in the region, these reports provided the most credible assistance to the European and other policy-makers when faced with the dilemma ‘how to deal with postconflict post-Milosevic Balkans?’ By publishing their reports again, we also like to pay tribute to those people and organizations that made their most for Balkans to be found in EU integration map.

The study presents data that was the subject of research on the local level, and its collection took place by means of a standardized questionnaire. The aim of the study on the local level was to survey the opinions of local actors (residing in towns and municipalities of the Prešov Self-governing Region (PSK) and the Košice Self-governing Region (KSK) in Slovakia and the Transcarpathian Region (ZOU) in Ukraine) from the viewpoint of their ability to take advantage of the structure of the political opportunities1 created by external factors2 for establishing mechanisms of cross-border cooperation, including an assessment of existing experiences and practices. In the course of data collection, we focused on surveying perceptions, preferences, motivation and strategies of regional and local actors on both sides of the border for the development of cross-border cooperation.

This chapter offers an analytical review of Slovak-Ukrainian relations on the intergovernmental level with the aim of identifying their impact on crossborder cooperation between regional and local actors on both sides of the common state border. It looks at exploring opportunities and obstacles for Slovak-Ukrainian cross-border cooperation generated by the interactions of governmental actors on the inter-national level. It analyses policies, perception and practices of national actors who have been shaping the agenda of bilateral relations between the two neighbouring countries since their emergence on the map of Europe as independent states after the split of the Soviet Union and Czechoslovakia. In addition, this text tries to explore the impact of the EU as an exogenous supranational actor on the bilateral regime of Slovak- Ukrainian relations and consequently also on cross-border cooperation, especially in the context of Slovakia’s accession to the EU in 2004. It also examines the impact of Slovakia’s EU membership on its national approach towards Ukraine, including how it has been influenced by the legislative framework for the EU’s relations with/and policies towards Ukraine.

What was the image of the doctoral studies of their later graduates, before they took them up? Did it turn out to be in line with reality? What or who inspired the students to make this decision and what did they expect from it? Is there a set of common aspirations and basic characteristics of this group? – These are the questions I seek to answer by identifying two elements that significantly influence the design and implementation of the social action in question: the context of predicted events, aspirations and values, and the category of generalized and meaningful others.Therefore, I look at the original plans and initial assumptions concerning doctoral studies, which were constructed by the researched graduates before they began their studies. This allows for the identification of three leading goals of the study, which can be called, ranking them according to the popularity of indications as ideological, cognitive-scientific and ennobling. They can be assigned to three types of doctoral students, whom we have described as idealists, pragmatists and those seeking recognition. The decision to take up third degree studies is also influenced by the social environment of the respondents, in which generalised and significant categories of others can be placed. Graduates cite here examples of their role figures, among which there are, in particular, people of science, personally known to the respondents, but not belonging to their family circles. The key, however, turns out to be the master-student relationship, in which the supervisor occupies an extraordinary place.The assumption of this part is also an attempt to characterize the expectations towards doctoral studies. As a result of the conducted interviews, two leading types of expectations are revealed, which result from two different attitudes presented by the respondents. These include: searching attitude (“selfsufficient”) and conservative (“student”) attitude. However, regardless of the represented type of approach to studying, the interviewed graduates perceive doctoral studies as a process in which one of the most important goals is personal development.

Both the Government and citizens are concerned and interested in the climate change issue. The Governmentis already pursuing several strategies to reduce greenhouse gas emissions, thus allowing the Human DevelopmentReport to focus on identifying key gaps and to provide specific recommendations on “climate-proofing”human development strategies. In addition, the Report can help to address public concerns: in a recent survey, 8 out of 10 Croatians felt that climate change was really happening, and of that group, 4 out of 10 thought itworse than experts were saying. // While this Report is not meant to be a comprehensive overview of all aspects of climate change, it does reflectthe breadth and depth of research that has been done in many sectors to date, and it provides a link between aglobal phenomenon and the everyday human development issues facing Croatia. The research and analysis in thisHuman Development Report indicates that, while climate change is likely to pose serious threats to human developmentin Croatia, it also has the potential to bring several beneficial opportunities. The “climate for change” thatcurrently exists in Croatia will provide the country with the motivation it needs to rise to the challenge.

Nakon parlamentarnih izbora 2009. godine Centar za građansko obrazovanje (CGO) objavio je publikaciju „Prilog razvoju političkog pamćenja u Crnoj Gori – parlamentarni izbori 2009“, kao početak svog rada na dokumentovanju političkih ponuda tokom izbornih ciklusa. Publikacija „Izbori i izborni programi 2012: suština ili forma“ predstavlja nastavak tog poduhvata, uz nešto širu perspektivu koja obuhvata studiju o političkom spektru i pozicija, kao i osvrt na praćenje i analizu sadržaja, kvaliteta, dosljednosti i provjerljivosti izborne političke ponude. Polazeći od toga da je političko pamćenje veoma važno u procesu oblikovanja države i društva, te 2009. godine smo postavili neka pitanja, koje se čine i danas podjednako aktuelna. Na primjer, da li u Crnoj Gori postoji sistematizovana dokumentacija koja svjedoči o razvoju političkih partija? Da li i koliko političke partije istinski poznaju svoje saradnike ili oponente u programskom i organizacionom, pa i interesnom smislu? Koliko su politički subjekti i pojedinci koji ih personifikuju spremni da uče jedni od drugih, posebno kada se radi o neistomišljenicima? Koliko je javni diskurs političkih aktera, ali i praksa onih koji imaju priliku da vladaju, u saglasju sa njihovim programskim principima? Drugom publikacijom koja obrađuje parlamentarne izbore 2012. godine učvršćujemo te osnove političkog pamćenja. Razvoj kulture političkog pamćenja, kao i samih političkih ponuda i političkih subjekata, sporo napreduju. Činjenica da i dalje u Crnoj Gori imamo naglašeno negativne kampanje u odnosu na političke protivnike, pa čak i potencijalne saveznike, ukazuje na nizak nivo generalne političke kulture, brojne kadrovske i organizacione nedostatke političkih subjekata, ali i izostanak strategija dugoročnog djelovanja. Ova publikacije ima za cilj da nastavi da doprinosi objektivizaciji crnogorske političke scene. Istovremeno, ona je i novi apel da sada kada u Crnoj Gori postoje univerzitetske jedinice koje se bave političkom naukom iste iskoriste šansu i uhvate se u koštac sa izazovom sistematizacije i analize dokumenata koji svjedoče o razvoju parlamentarizma u Crnoj Gori posljednjih decenija. Crnogorskom društvu, političkim akterima, organizacijama civilnog društva, akademskoj zajednici i drugima ova publikacija će omogućiti da dodatno unaprijede razumijevanje i sadržajnije izučavaju dinamične političke procese u zemlji. Građanima/kama ova publikacija omogućava da prate obećanja političkih aktera, ali im pruža i oruđe da neodgovornost u odnosu na iste kažnjavaju na izborima.
