This paper approaches the twisted philosophy of Friedrich Nietzsche considering the interpretation of Peter Sloterdijk, who asserts in his Critique of Cynical Reason that the philosopher from Basel is in fact a Neo-„Cynicalŗ thinker. For instance, the „Eternal Recurrence of the Sameŗ is one of Nietzscheřs most subversive thoughts that reflects a description of a resurgence of „kynicalŗ motives. Though often overlooked, we must say that Nietzsche himself occasionally practiced Cynicism as a strategy of survival. We know that he lived modestly and had no fixed abode, wandering from city to city with all his notes and just a few books. Because Nietzsche rejected not only the Academic style, but the citizenship in any one country just as much as Diogenes had protested against Platořs philosophy and had declared himself a „citizen of the worldŗ, we can affirm that he was a true cosmopolitan, namely a modern Cynical philosopher. That is why, before his mental breakdown, he ostentatiously stylized his fight against Western metaphysics, Christianity and Christian morality into Cynicism. Thus, I emphasize that „the transvaluation of all valuesŗ is an unfinished project about the virtues of Neo-cynical wisdom. Besides, his basic concepts Ŕ „the Overmanŗ, „the Eternal Recurrence of the Sameŗ, „the Will to Powerŗ Ŕ are nothing more than metaphors for „the love of fateŗ or for the acceptance of the idea of Becoming.

There is a vast literature on developing a composite index of relevant macroeconomic indicators that predicts the real economic growth. This is of great importance not only for international financial institutions (e.g. IMF, ECB), central banks, and financial supervisory authorities, but also for the private sector (credit rating agencies). Our goal is to build a Financial Stability Index (ISF) or financial stress index that tracks economic growth in Romania. We constructed a composite index using a linear combination of financial variables that are considered to have a significant impact on economic activity. These financial variables are weighted with respect to their cumulated two quarters impulse response on GDP growth, as estimated by a VAR model. Developing such a composite index of financial stability or financial stress has two main utilities: The analysis of the correlation between financial variables and the real economy placed in the context of different historical episodes of financial crisis. Also, this correlation analysis reveals, in each period, the significant positive or negative contribution of each financial variable to real economic growth. Following this analysis, the ISF can measure the impact of economic and financial policy measures aimed at mitigating financial crises. The short-term prediction of real economic growth estimated by forecasting the next period evolution of the real economic activity (GDPt+1) using current period GDPt and ISF

In order to begin to understand human musical creativity, musicologists and anthropologists must examine the ways that individual musicians subjectively ”improvise” in all aspects of their daily lives. The common assumptions that creative thinking or action belong to special individuals at specific times are misleading since every human being has to constantly live creatively in emergent social settings. This paper analyzes the creative acts of two general groups of musicians as a form of cultural improvisation shaped by social and material constraints in their particular settings and styles. Traditional Irish musicians, who play flutes, and Moldovans, who play a wide variety of musical styles with the Pan flute called ”nai”, participate in cultural improvisation processes to make their way into the complicated world of music of the XXI century. In both cases, these musicians have taken on the task of performing on instruments that are outside of the realm of more common musical practice and are very difficult to learn. The undertaken creative actions in response to various musical and social settings reveal their developing experiences, expectations for sound, and the nature of their respective instruments. These depend on decision-makers and specialized instrument traders, thoughtful teachers and collaborators, and their own love for their instruments, as they negotiate complicated situations at home and abroad.

Fractal geometry is a tool in the analysis and interpretation in Potamology. Delta, is a typical case of alluvial river that occurs at the mouth of the great rivers loaded with a large amount of silt and opens into smooth waters, usually saline (seas and oceans) which has shallow waters and a shelf extended where tides (in most of the cases) are of low intensity and where currents coastline, with different meanings are weak, allowing the appearance, submersible or on surface of bars or a flat surface cone of dejection on which the river it spreads its waters in a web of streams, canals and lakes.A fractal is a geometric entity which, in its spatial development, is multiplying more and more on a smaller scale. An essential characteristic of fractals is that if you look with a magnifying glass, any part thereof, is reproducing at a smaller scale, the figure of the whole fractal. Fractal Analysis of the mouths of the Danube show a particular hydromorphological dynamics with specific mechanisms important for the exchange of energy and matter. The high degree of complexity of the Danube course determines the occurrence of several degrees of freedom in the course of the bed, reflected in an intense development and decreased predictability. On the other hand, the fractal dimension analysis of morphologically homogeneous sections of the course, emphasizes the geometric homogeneity of the lower Danube by similar values thereof. As engineers and scientists, we have become aware that water management involves a holistic and integrated view of a number of distinct systems that would previously have been dealt separately, and consequently there is a need for collaboration with experts from a number of other disciplines. Also we have to take into account the requirement of a range of stakeholders who have a direct interest in Danube Delta ecosystems functions. We have to note the Danube Delta water circulation (DDWCS) system deal with very complex interactions that are not immediately apparent. Simulation modeling has therefore become an important tool in order to understand the behavior under changes to various boundary conditions or internal conditions, such as parameters or even functional representations of different identified phenomena.

Underprivileged populations, a constant component of society, face distinct medical issues. The medical issues faced by patients from underprivileged groups has some particularities derived from specific economic and social particularities (food scarcity, decreased financial resources to access quality healthcare), risk factors (poor dieting, smoking) and a de-emphasis of prophylactic measures (due both to financial reasons as well as a lack of medical information); additionally, these factors are augmented by a healthcare system with insufficient resources, which tends to prioritize life-saving procedures. Dental healthcare is mostly private, and an optimal access to it requires significant financial resources; additionally, the public system is largely unknown to the masses and only insures a few basic dental procedures. The main aim of this paper is to perform an ethical analysis of the problem of access to dental healthcare (both prophylactic and therapeutic) in underprivileged patients (from a socio-economic point of view), depending on the type on the model dental practitioner-patient relationship

The issue of international labor force migration and especially its analysis both at European level and at the level of our country can be considered a topic of great importance for the current research in the economic-social field, especially in the context of massive movements and labor mobility at European Union level. This aspect can have major consequences in the economy of countries of origin and destination of the migrant population, as well as socially, politically, individually and historically. The complex phenomenon of globalization has redefined the relations between states on a global scale, the borders becoming less and less evident, as entire communities of people left their place of origin and chose to live in areas where the quality of life was much better.

The end of the 21st century finds the world in a great economic and political turmoil. On the one hand, the highly developed countries try to extend their influence outside the territorial borders to the resource-rich areas, on the other hand the developing countries try to reach the great powers, and not least the poor countries that are in fierce struggle with poverty. An unfair world we could say and unequal in terms of power vectors. If we think that the two great world conflagrations of the last century were preceded by strong economic crises, we will come to wonder whether or not we are in a new war or on the verge of a new world war. The beginning of the 21st century brings new types of battlefield actors, new types of threats and new methods and techniques for approach of the battle actions.

The Astronomical Observatory has found its usefulness in the European scientific environment since the 19th century, and observations and calculations made using mechanical, optical, electrical and electronic instruments have provided indispensable information for the knowledge of the celestial space. Whereas in some countries of Europe at the end of the 19th century, there were already famous Observatories, for the intelligence provided in the field of astronomy, in Vienna, Berlin, Paris. For example, in Romania, only in early 20th century, the first such pieces of equipment were built and put into operation This is how the Observatories in Bucharest and Iași were founded in the first decades of the 20th century. These, of course, functioned outside the Universities. They were the places where mechanical disciplines, physics, astronomy and philo-sophy all taught; all of them contributed to a certain extent to the research carried out in the institutions of higher education. The need to summarise in this article the historical information regarding the Astronomical Observatory in Iași has the role of introducing to the scientific circuit a series of unique documents from the Iași archives and more, hosted by the County Service of the National Archives of Iași, by the University Archive “Alexandru Ioan Cuza” of Iași and by the CNSAS Archive. This article will analyse the main stages in the history of the institution, which include both the personalities who contributed to the development of the astronomy field in Iași and how the Observatory was equipped, so as to correspond to the specific activities, i.e. didactic, research and observation. Even more important was the attempt to restore the historical route of the operation and endowment of the building, which recorded am uninterrupted activity for almost a century since its establishment, despite the serious damage caused during the two World Wars, which left behind colossal material damage
