The competitiveness of the Bulgarian economy has been constantly improving its position for the past three years while in 2010 there was a significant retreat. Clusters are an important tool and are an essential part of the theories to promote competitiveness. Despite attempts to implement them in Bulgaria through state-sponsored projects, the latter does not add new value to the previous two projects and exacerbates their weaknesses.

This paper presents the various ways by which determination of the degree of digitalization level could be possible. Three main approaches are covered - Open Data Maturity Model of the Open Data Institute, Digital Maturity Model of the Deloitte and Open Digital Maturity Model of the Open ROADS. The similarities and differences between these models are numerous. Each model could be applied in different situations for the determination of the scope and the level of digitalization in order to find possibilities for potential improvement.

In the dynamically changing modern world, work and employment call for a new approach on the behalf of the employers and society, as well as for rethinking of the meaning we put into the concept of job quality and job wellbeing. Competition for highly qualifi ed professionals on an European and on a global scale transforms working conditions into one of the key aspects that make an position attractive. It is also one of the key factors for developing and retaining talented professionals. The paper contains an analysis of data and guidelines for the development of the concept of working conditions in the Republic of Bulgaria as a model for improving workplaces and making them desired by Bulgarian citizens, by the Bulgarians emigrants abroad and by the foreigners seeking employment in the Bulgarian economy.

Typically, dreams refl ect the achievement of a better and desirable state that can be considered as a form of development. One possible typology of different views of a desirable state is through the prism of values as criteria for choice and motivating factors of behavior. The present study aims to reveal the specifi cs of the value orientations of Bulgarian respondents with the help of Schwarz’s internationally approved structural model of the basic values .The research seeks to address the question of how individual values relate to perceiving the importance of personal development and resources as time and money that people are willing to devote to it. The study covers 417 respondents and its methodology is based on a survey that includes the Schwarz’s Portrait Values Questionnaire (PVQ).

The development of the World during the past years increasingly makes us think about how we live, what kind of moral values and culture of knowledge about our environment we have; what kind of rights we have and how, and why we exercise, respectively not exercise them. The global ‘climate’, dynamic and exposed to risky situations, is gradually evolving and entering a period of search for efficiency, effectiveness, balance and adaptability, in order to stabilize itself, survive and continue in an optimal way.The idea behind this article is to show in general aspect the theoretical ways, stands, schools and concepts in this interdisciplinary field. The use of the different economic concepts and tools gives us many possibilities: to look at the nation as a combination of organized systems, to discover and shape the balance and harmony between them, their subsystems and elements with the purpose of successful implementation of different rights; to suppose and explain the effects of the legal norms, in or even before their creation; to estimate which legal decisions are rational and to provide for which of them should be rejected, approved, amended, etc. So this approach will make them socially justified, more understandable, accepted and implemented by the society.

The issues related to the objective aspect of inevitable defence, the objective features of attack and defence, the circumstances determining their compliance, have been investigated in multiple aspects and thoroughly, both in legal theory and in case law.The same cannot be said for the subjective aspect of inevitable defence. In theoretical studies on the institute of inevitable defence, these issues are addressed incidentally, most often to substantiate the thesis that the subjective attitude of the perpetrator to the wrongful assault is irrelevant, if objectively such an assault is present. In Decree No. 12/1973 of the Supreme Court the questions about the subjective aspect of the inevitable defence were also ignored.

This paper describes the interactive multimedia internet-linked presentation on the topic of Asymptotes, which is part of the Higher Mathematics curriculum. It aims to popularize and multiply good practices in the field of innovative educational technologies and didactic models in the fundamental sciences. Recommendations from the Innovative Educational Technologies Handbook (Ivanova et al., 2022) have been used, which has been written and issued as part of the National program for improving the competencies among lecturers in the public higher education institutions that are preparing future teachers (2021). This paper focuses on the digital transformation of traditional Mathematics teaching in accordance with the expectations and the predispositions of the digital generation of pupils and students, which is used to receiving internet multimedia information through different interactive devices.

The various problems related to financial calculations are of great importance for the economic stability of all economic operators. One key element in this regard relates to determining the amount of repayments when withdrawing a loan. Borrowing (credit) is one of the most popular financial transactions and is undoubtedly present in the lives of most people in modern society. The most commonly used loans are consumer and mortgage. The report looks at long-term mortgage loans and ways of charging interest, not taking into account different fees set by banks. An analysis of the positive and negative parties was carried out when calculating the constant installment (annuity) for repayment of a long-term loan.

The divergent-convergent approach developed by Polikarov presents the problemsolving process as consisting of two phases: a phase of divergence and a phase of convergence. The divergence phase ends with the generation of the fullest possible field of possible solutions. Proliferation is a process that serves this purpose. The convergence phase ends with the selection of the best solution. Sometimes, however, the best solution is not among those available in the field of possible solutions, but is achieved by synthesizing some of these solutions. For Polikarov, synthesis is always a conscious goal. This paper examines an example from recent philosophy of science related to the discussions on the factivity of understanding, which shows that a tendency towards synthesis can arise without it being consciously sought, as a by-product of the proliferation process.

Resurrection of Polikarov: the divergent-convergent method in solving the mind-brain problem

The psychophysical problem defines the hybrid structure of the shared field of neuroscience and psychopathology. In that field there collide nomothetic and ideographic notions and methods, which imply very often heterogeneous meaning. This paves the ground for the incoherence in the theories of mental life, which vary from extreme and deterministic forms of reductive materialism to incongruent tacit positions of interactionist dualism. By means of Polikarov’s divergent-convergent method we were able to trace the co-evolution of neuroscience and the sciences about mental health, through divergent field of possible solutions in the discourse of the XIX century, to a reduced group of predominant project-solutions based on evidence from neuroscience. This group is comprised of identity theory of mind, applied to more basic mental phenomena, and supervenience theory of mind, applied to complex psychological functions. Those project-decisions were tested empirically by use of innovative paradigm for functional magnetic-resonance imaging of the brain, where brain signal is registered simultaneously with the item responses to psychological diagnostic tools. The results support to a great extent the proposed project-solutions of the psychophysical problem in psychopathology. Our data on conceptual, empirical and meta-empirical level confirm the validity of the heuristic divergent-convergent method for problem solving, by Polikarov on transdisciplinary level.

Intonational and Prosodic Characteristics of Simple Sentences in Bulgarian

The research is focused on comparison of the prosodic characteristics of simple sentences (positive statements) in Bulgarian. The main goal is to compare the prosodic features of positive statements focusing on the prosodic grouping. The experimental protocol consists of processing the sentences, gathered in a corpus for the aims of the project “Rhythm and Intonation in Bulgarian Sentences” (МУ21-ФлФ-013) with Speech Anlyzer 3.1 and analysis of their melodic graphs and spectrograms with focus on the prosodic grouping of the phrases.

The paper represents a comparative study of the cases in which in Bulgarian and Russian there is a competition between the dative and the prepositional complement with the preposition для/за 'for' in stative predicative constructions. The relation between the type of complement and the choice of complement clause is considered. Based on empirical data from both languages, general tendencies as well as language-specific features such as control rules in Russian or cases of raising an argument from the subordinate clause are outlined.

A Newly Discovered Manuscript by Father Eduardo Informs about Public Relations among Bulgarian Catholics in the 19th Century

The report is dedicated to a newly discovered manuscript from the 19th century in Rakovski, written by Father Eduardo of Torino and represents a notarial book in which agreements and wills of Bulgarian Catholics are recorded. The manuscript belongs to the literature of Bulgarian Catholics, is not known to scientists and the next report presents for the first time data on its content and features. The discovery enriches the idea of this part of Bulgarian literature, as this type of notarial book has not been discovered, described and researched so far, and it contains valuable information about public relations between the representatives of this part of the Bulgarian people. The manuscript adds important data to the knowledge of the work of Father Eduardo of Torino, who wrote in modern Bulgarian language among Bulgarian Catholics in the second half of the 19th century.

Decarbonisation Evolution of The European Economy: The European Carbon Border Adjustment Mechanism

The aim of the article is to present the background of the European Carbon Border Adjustment Mechanism (CBAM). The object of the study is the European Union ambitions for decarbonisation and climate neutrality, the subject of this study is analytical presentation of the proposal for the Carbon Border Adjustment Mechanism and some implications for Bulgaria. To achieve this goal, three tasks were conducted: 1) context analysis of the EU climate neutrality strategy; 2) establishing a link between the carbon border tax and the European Emissions Trading Scheme; 3) presentation of parameters and implications on the Bulgarian economy in the process of decarbonization. The article is limited to a theoretical analysis. The research methods utilized are: historical-logical analysis, comparative analysis and content analysis. The main thesis is that as long as CBAM contributes to the EU’s climate goals, careful design and tax scope must be defined in view of the competitiveness and readiness of the national economy. The results of the study are theoretical conclusions that serve as a basis for further discussion while finalizing the positions for CBAM implementation.

The Family „in the Embrace” of Covid-19

Based on secondary analysis of data from two empirical studies, two questions find their answers: 1. Why was Covid-19 able “to embrace”, enclose and even capsulate the family? and 2. How has Covid-19 caused a change in the functioning of the families? As is becomes clear from the social empiricism, some of the reasons for this "closure" are the imposed anti-epidemic measures, the increasing unemployment, poverty and conflicts in the family. The impacts of Covid-19 are causing a change in the economic, the emotional and the socializing functions of the family.
