Centar za evroatlantske studije predstavlja Vam Vodič kroz informacionu bezbednost u Republici Srbiji, objavljen u projekta Srbija ide napred: Mapiranje normativnog okvira informacione bezbednosti, koji je podržala Misija OEBSa u Srbiji. Cilj Vodiča je da ukaže na obaveze koje proističu iz članstva i učešća Srbije u međunarodnim telima i organizacijama, ali i koje mogućnosti ovo članstvo pruža za razvoj politika i kapaciteta u ovoj oblasti. Vodič obuhvata postojeći normativni okvir, strategije, principe i preporuke tela kao što su Evropska unija, NATO, Organizacija za evropsku bezbednost i saradnju i Ujedinjene nacije.Vodič takođe pruža osnovne smernice za dalje korake u procesu sveobuhvatnog uređenja oblasti informacione bezbednosti u Srbiji, poput razvoja Strategije razvoja informacione bezbednosti, kao i očekivanih podzakonskih akata koji detaljnije uređuju određene oblasti obuhvaćene Zakonom. U tom smislu, Vodič je namenjen donosiocima odluka, odnosno predstavnicima relevantnih državnih institucija, kao podrška naporima usmerenim na uređenje oblasti informacione bezbednosti u Srbiji, ali i predstavnicima privatnog sektora, akademske zajednice i civilnog društva zainteresovanim za ovu oblast.

Centar za evroatlantske studije iz Beograda (CEAS) ima zadovoljstvo da Vam predstavi završnu, integralnu verziju naše obimne studije Širom zatvorenih očiju: Jačanje ruske meke moći u Srbiji - ciljevi, instrumenti i efekti, sa zaključcima i preporukama koji su izvedeni na osnovu naše procene rezultata vanrednih parlamentarnih izbora u Srbiji u aprilu 2016. Odlučili smo se da finalnu verziju Studije objavimo sa zakašnjenjem smatrajući da su rezultati izbora odličan kontrolni mehanizam za proveru naših nalaza.Sasvim ukratko, smatramo da Srbija klizi ka autokratiji i to ispred nosa političkog Zapada koji na to ne reaguje adekvatno. U interesu demokratski orijentisanih građana Srbije je da se gore opisanoj politici, koja se vodi samo interesom aktuelnog Beograda da ostane na vlasti, stane na put. I on, ali i šira javnost u Srbiji kao i politički Zapad moraju se isterati na čistac u proceni da li se Srbija kreće ka demokratiji ili autokratiji i kakva je uloga sve jače nedemokratske ruske meke moći u tome.Imajući u vidu da se Studija bavi pitanjima meke moći, njene zapadne i ruske verzije, kao i da se Studija objavljuje 9. maja, kada se obeležava i Dan pobede nad fašizmom u Drugom svetskom ratu, CEAS je posvećuje legendarnom muzičaru i majoru američke vojske Glenu Mileru. Njegov umetnički opus i životna priča su za nas pravi primer istinske moći privlačenja vrednosti, politika i metoda koje i sami zagovaramo.

CEAS vam predstavlja Studiju: "Karika koja nedostaje - Reforma sistema bezbednosti, ’vojna neutralnost’ i EU integracije u Srbiji - Kako da EU najbolje iskoristi svoj uticaj da zagovara održive reforme”, koja analizira trenutnu situaciju u sistemu bezbednosti Srbije; mehanizme koje Evropska unija poseduje kako bi omogućila Srbiji sprovođenje održivih reformi u sistemu bezbednosti, sa posebnim osvrtom na Poglavlje 31 i političke kriterijume; mapu potreba i ključnih oblasti u kojima je potrebno sprovesti reforme, uz konkretne zaključke i preporuke za sve relevantne aktere. Studija je pripremljena na osnovu opsežnog istraživanja, konsultacija i intervjua sa relevantnim akterima sprovedenim u Beogradu i Briselu poput predstavnika Ministarstva odbrane Republike Srbije, Ministarstva spoljnih poslova Republike Srbije, relevantnih skupštinskih odbora, NATO kancelarije za vezu u Beogradu, OEBS Misije u Srbiji, Generalnog direktorata za proširenje Evropske komisije, Evropske službe za spoljne poslove (EEAS) i sedišta NATO.

Centar za evroatlantske studije (CEAS) analizirao je Zakon o izmenama i dopunama Zakona o Bezbednosno-informativnoj agenciji. Pored toga što  donošenje ovog Zakona vidimo kao pozitivan iskorak u procesu reforme sistema bezbednosti u Srbiji, smatramo da predmetne izmene postojećeg Zakona nisu dovoljne da u potpunosti demokratizuju nadzor koji u skladu sa svojim ovlašćenjima vrši BIA kao nadležni organ, i verujemo da treba doneti novi Zakon o Bezbednosno-informativnoj agenciji ne samo sa aspekta primene posebnih metoda i sredstava rada kojima zadire u Ustavom zagarantovana prava i slobode građana, već i sa aspekta nužnog i neophodnog redefinisanja delokruga i zadataka službi bezbednosti RS – pre svega kako bi se postigao neophodan sklad između principa zakonitosti i principa efikasnosti, i kako bi se, smatramo, u velikoj meri otklonile mogućnosti eventualnih zloupotreba ovlašćenja.

The Republic of Serbia's process of accession to the Partnership for Open Government - a multilateral initiative that aims to provide support to governments in areas such as transparency, cooperation with civil society, the fight against corruption and the use of new technologies in order to provide high quality services to citizens and business subjects - began in April 2013, after the intention to do so expressed even earlier, in March 2012 by the Ministry of culture, media and information society. The first action plan for the period 2014-2015 has been evaluated both by the relevant ministry, as well as by civil society organizations that were involved in its monitoring. The Government of the Republic of Serbia at the session held on 25 December 2014, on a proposal of the Ministry of State Administration and Local Government, the conclusion No 05. 021-16514 / 2014, adopted an action plan in order to implement the initiative for Open Government Partnership in the Republic of Serbia for 2014 and 2015, as the period of implementation of the Action Plan is determined by the period from 30th of June 2014 to 30th of June 2016. However, this process of adopting the second Action Plan was not a specific one because representatives of civil society involved in the process were present only during the developed of Draft Action Plan. These objections were put forward when the organizations were submitting comments on the draft Action Plan, and the problem has been recognized by the Independent Research Mechanism. Another major violation of the Open Government Partnership represents the non-inclusion of civil society in the implementation of the second Action Plan.

The project is implemented jointly by MESA10 (Slovakia) and CEAS (Serbia) and supported by the National Endowment for Democracy.Debates among seven university teams took placeon April 8, 2019.If not indicated differently, the following results are from two rounds of surveys- in November 2018 and April 2019.
