The Bulgarian Philosophical Review, an annual review of philosophy and culture, is issued by the Institute of Bulgarian Philosophical Culture. Its objectives are to define and present the image of the community interested in philosophical Bulgarian studies in this country and abroad; to initiate and stimulate researchers’ interest in this sphere; to incorporate efficiently into our national culture the results achieved; to make them available not only to specialists who are professionally involved in philosophy but also to the broad cultural public. The review has a structure of sections which is traditional for such publications and covers the full range of creative endeavors in the sphere of philosophical culture in this country: І. Studies – this section presents the results achieved by Bulgarian authors in the overall subject range of philosophy as well as texts by foreign authors committed to the Bulgarian philosophical culture. ІІ. Archives – this section provides information about new materials registered in the archive funds and about the rules for using them; it also includes archaic texts and analytical articles on archive items related to the development of our national philosophical culture. III. Philosophical views – this is a section free of restrictions as regards content, genre and style. The only requirement for texts submitted to be published in this section is that they should contain a philosophical aspect in whatever form it may be expressed. ІV. Critique and Bibliography – this section reviews the monographs, collections, studies and articles published in the periodical press during the calendar year through reviews and annotations as well as bibliographies by subjects and authors. V. Philosophical Publicity – this section reflects public life (scientific forums, defense of dissertations, attainments of academic ranks, jubilees, etc.) of organizations, associations, educational and research institutions and researchers of the Bulgarian philosophical culture.

The book comprises two ethical lecture courses of the late prof. Ivan Georgov: "History of ethics" and "Ethics (Principles of Morals)" and three research studies on issues of moral philosophy – “Selfishness and selflessness as principles of moral life", "The problem of freedom of will" and "What is conscience?". They were published in the first third of the twentieth century but today practically unknown for both the specialists and the general public. The publication of these texts now gives a chance for more thorough understanding of the works of the "father" of professional university education in philosophy in Bulgaria. Beside their historical value these texts have a live value too as far as the observations and evaluations they reveal have not lost significance. The texts would be fascinating for everyone who is interested in the basic problems of ethical theory or history of ethical teachings and in the work of the first Bulgarian researcher of moral philosophy from the epoch after Liberation.

There is cross-analysis of the professional philosophizing in the country after the Liberation, with emphasis on the totalitarian and post-totalitarian time in the book. The studies Included in the thematic volume were written after the beginning of the new millennium and based on a common methodological ground - the term "philosophical culture." They go through a wide range of problems: periodization of the history of modern philosophical culture; tendencies in the development of the philosophical college; review of the academic career development of the philosophers in the country; giving meaning to the work of some leading figures in the Bulgarian philosophical community (I. The problem-categorical analysis approbated and established in Bulgaria with the support of the late Prof. Michael Buchvarov is used in this monograph that is dedicated to his memory. The first chapter outlines the problem for the essence of philosophy, which historical and philosophical dimensions are subject to this research. Here an important methodological decision of the author emerges - to divide the philosophy in Bulgaria before the Second World War into two types: academic and party, making the explicit reservation that the above made division is only for the needs of this research, but it could have more general application. The second chapter covers the period before the imposition of the communist regime in Bulgaria – the end of XIXth and the first half of XXth century, where the views of academic philosophers I. Georgov K. Krastev, D. Mihalchev S. Kazandjiev A. Iliev D. Penov are analyzed. The views of Mihalchev D. and C. Kazandjiev are specially outlined by the author who expresses the idea that their views of philosophy form a bipolar coordinate system, which allows person to orient generally in the great number of assumptions about philosophy, formed during the first half of the XXth century in Bulgaria.Only the ideas of T. Pavlov, from the representatives of the so called party philosophers, are reviewed in this chapter. The third chapter is about the views of Bulgarian philosophers on the matter what is philosophy during the period of socialism, which is divided by the author in two periods: early socialism – from the beginning of the communist rule in 1947 until the end of the 70’s - and late socialism - from the late 70’s until its collapse of socialism in 1989. During the early socialism the problem for the essence of philosophy is reduced to the problem for the subject of Marxist-Leninist philosophy, the only exception are the views of M . Buchvarov. The reinvention of the problem for the essence of philosophy becomes possible during the late socialism. From the studies of the authors representative for this period the book of L. Sivilov “Philosophy, Philosophers, Philosophizing”is the one brought to notice. The third chapter is devoted to the views of the essense of philosophy, published after the fall of socialism during the so called period of transition, till 2005. Due to the author because of their limited content and undetermined ideological platforms the studies conducted in this period could not be considered significant achievements of Bulgarian philosophical thought.

Philosophical culture, like any other, has its own intellectual nucleus and a series of material expressions. What is fundamental about this culture is, indisputably, its ideas. To reach the professionals and the general public, these ideas need to find their physical bearer. Their main embodiment is the written work. The respective philosophical culture finds its key representative in the face of specialised written works. Thus, if one is to get to the bottom of a particular philosophical culture, one should necessarily get acquainted with the relevant literature in its glaring examples. In the case of a national philosophical culture, special literature has two manifestations: the original works of the native authors written in the respective native language, and the corpus of translated writings. This book is about the philosophical literature published in Bulgaria after the Liberation of 1878. Its aim is to facilitate the process of rationalising over what has been achieved in the area of philosophy in this country in the past 135 years by offering a review of the specialised printed matter. This publication is thefirst attempt to produce an overall survey of the more significant results of the philosophical quest that has been expressed in individual books. Not only are these books the result of the work of professionals in the national philosophical culture, but they have had considerable impact on it, as well as on the shaping of the public aspect of philosophy among the general readingaudience. The book contains over 4,100 titles (see the Appendix with the information about the philosophical literature published in Bulgarian) but makes no claim to be comprehensive with respect to the whole philosophical literature published in Bulgariaduring “the long 20th century” which included also the late 19th century and the very early 21st century.

Philosophical works includes two monographs of Acad. Ivan Nedev Gyuzelev (1844-1916): "The world as a product of consciousness" and “The absolute consciousness". They were published in the early XXth century, nowadays practically unknown to both specialists and general public. The publication of these texts allows us to think through deeper the deed of the almost forgotten Bulgarian original thinker. These texts have historical value too as they present the views of the author of the "first whole philosophical system in Bulgarian" (D. Mihalchev). The texts will be interesting for everyone who is working on the problem of the genesis of modern philosophical culture in Bulgaria.
