Psychological science in Bulgaria has passed a long and hard path of development. Prior to 1974 in Bulgaria there were neither separate departments of psychology at universities nor a separate academic unit devoted to development and transfer of psychological knowledge. At the same time psychological problems used to be profoundly studied in the well developed European countries, where a number of books and well established periodicals have been published. The need of profound scientific work and dissemination of psychological knowledge in Bulgaria was realized as early as 1972. This was facilitated by the faster economic and scientific growth and strengthened contacts with the European countries and the ex-USSR. In 1974 a department of psychology was established at the Sofia University based on the specialization in psychology launched a few years earlier. Almost parallel with this in 1973 an independent scientific unit of psychology was also founded at the Bulgarian Academy of Sciences. Yet, publications on psychological issues were few. As a result of great efforts and realization of the need to publish scientific periodical, as to ensure dissemination of psychological articles among broader public and also of Bulgarian scientific achievements in psychology, the Central Laboratory of Psychology - BAS was allowed to publish the journal Psychological Research. Its first volume was published in 1987 as six-month periodical. The journal provided opportunities for publication and popularization of papers in the field of psychological science. Volume 2 published in the same year was the last one. Publication of the series was suspended because of shortage of finance and underestimation of its significance. Due to the great efforts of the managing board of the Institute of Psychology - BAS and particularly the efforts of its director at that time Assoc. Prof Vesselina Russinova to prove the need of psychological academic periodical, the Expert Council on Publishing Activity – BAS realized that need and expressed their concern. The journal was published semi-annually in 1998 by decision of the Managing Board. Policy of the journal since 2000 has been to elect members of the editorial board among heads of the Institute’s departments. In 2007 a new editorial board was elected: Main priorities of the journal are as follows: popularization of research activity of researchers from the Institute of Psychology – BAS;support to development of all major domains of psychology through promotion of publishing activity; dissemination of Bulgarian psychologists’ contributions abroad through publishing of interesting articles in English and articles of foreign researchers. Policy of the journal is to maintain its bilingual traditions. The Psychological Research Journal is of great importance not only for authors, but also for practitioners in psychology, for university and doctoral students in psychology, for all those who are interested in psychological achievements. Its editorial board strives to follow the good practices and maintain the high quality of scientific publications compliant to the European standards. Purpose of the editorial board’s work is to disseminate Bulgarian scientific achievements in the field of psychology among members of the international community of psychology.

Demographic Development, Labour Force and Labour Resources in Bulgaria. Measures for overcoming the demographic crisis in the Republic of Bulgaria

Демографско развитие, работна сила и трудови ресурси в България. Мерки за преодоляване на демографската криза в Република България

Author(s): Kremena Borisova-Marinova,Margarita Atanassova,Iskra Beleva,Maria D. Jeliazkova,Ergyul Tair,Nikolay Tsekov,Adriana Hristova,Silviya Nikolova,Hristo Banov / Language(s): Bulgarian

Keywords: Labour force; labour resources; demographic reproduction; participation in education and training; industrial structure and flexible forms of employment; labour force and workplaces quality; regional differentiation.

Since the start of the new millennium, the development of labour force has been credited for raking among the top priorities of today faced by both Bulgaria and a large number of European countries. The National Development Programme called Bulgaria 2020 is a good argument that any issues having any bearing to the status and development of labour force in Bulgaria are already being included as an obligatory part of political reports dedicated to the progress of Bulgaria’s development. These however should fit in the core of the long-term concept for economic development of this country and be bound to the other aspects of the economic strategy and of the demographic development strategy alike. This necessity is turning into an increasingly urgent imperative and a challenge for the future of this country as, given both the method and the degree of solving the issues relative to the development and the effective use of labour force, this will be key how Bulgaria’s socio-economic development over the forthcoming decades will look like. This study is an attempt to make a multi-aspect interdisciplinary perscrutation of Bulgaria’s labour force development. Several bottlenecks in labour force’s development were identified, all of them having key significance for their management through the decades to follow: growing imbalances in the demographic parameters of labour force and labour resources, including increasing regional differentiation; slow increase in the level of participation in education and training and disturbing warning about a sort of ‘rejuvenation’ of non-active population with low education levels; slow pace of restructuring of employment to higher value added sectors and lack of development in flexible forms of employment; discrepancies in the pair labour force quality–workplaces quality.Beyond the limits of this study, there are remaining two bottlenecks, which are extremely important for Bulgaria: health status of labour force and of non-active population in working age and the variety of aspects of labour force’s life quality.A main objective of this study is to determine the most important directions of the necessary actions and to suggest specific measures to improve the current applicable legislation and policies in the field of employment and economic activity in the country through the prism of the key issues in the development of labour force and labour resources. Implementing this goal, the study was conducted in two stages, and therefore the structure of the statement is in two parts. The first part of the study is aimed at evaluating the significant demographic, economic and social parameters of the labour force and labour resources in the country, the current applicable legislation and the policies in this area during the period 2006–2016. In order to achieve this objective, various research tasks in the above-mentioned problem areas were implemented: statistical analysis of the status and trends of the labour force and the working age population; analysis of the legislation and of the policies and measures in the problem domain; assessment of the adequacy of the legal framework and the policies and measures applied to the current state of the country’s labour force and prospects for its development. The main objective of the second part of the book is to verify and clarify the hypotheses formulated in the previous analysis and concerning the necessary changes in the current legislation and the policies in the field of workforce development and labour resources in the country. To achieve this goal in the aforementioned four problem areas, the following research objectives were implemented: preparation of design and tools for empirical quantitative research on labour force and labour resources; preparation of design and tools for qualitative research; planning and conducting qualitative research and additional analyses demonstrating or rejecting hypotheses in the field of labour force development; analysis and summarising the results of studies carried out; formulating proposals for legislative changes and policy changes in labour force development in the country.Given today’s conditions of strong competition among developed countries to attract workforce what is important is the growing importance of the adequacy and effectiveness of the policy on management of qualitative and quantitative parameters of the labour force. As is known, demographic processes are influenced by the huge number of intertwining factors. Therefore, the proposed packages of measures could affect labour force development and positive impact on demographic behaviour of individuals only if these are applied as a complex and in combination with other measures affecting the overall condition of the quality of work and life of Bulgarian citizens.

Measures for overcoming demographic problems existing in Bulgaria during the period 1879–1989

Мерки за преодоляване на демографските проблеми в България през периода 1879-1989 г.

Keywords: Historical Demography; Bulgarian History 1878-1944; Legislation.

Identifying measures to tackle demographic problems and their implementation is the State’s purposeful activity reflecting Government authority’s views in the field of demographic development and is aimed at the formation of the desired type of population’s reproduction. This type of activity in Bulgaria has mainly been oriented in three main lines over the reference period: First: focusing fertility rate improvement; second: mortality rate reduction; Third: population’s territorial redistribution impacting the mechanic growth. Based on the analysis we can say that measures, which were aimed at resolving demographic problems in the country, took place in Bulgaria throughout the studied period. These were characterised as follows: 1) they were based on conceptual formulations, distinguished by its relevance, and timeliness; and 2) stressed continuity both over time and in relation to the purpose for which they were scheduled. That turned into one of the factors affecting the population growth reported until 1989. In spite of the registered growth, the negative trend was defining the overall dynamics of the natural increase values, whose drop for the period 1881–1989 was nearly 30 times (from 16,9‰ in 1881 to 0.6‰ in 1989). That trend was a product owed to a number of different reasons – the shrunk scope of measures conducted, the unrealistic defining of the main subject in individual directions of theirs, inefficiency of some of the principles that kind of activity was built upon, the discrepancies between legal standards and actions applied in the course of the implementation thereof, etc. Moreover, those were the key circumstances that predetermined the chance to fulfil the main objective meant to be fulfilled by that type of policy, i.e. the achievement of sustainable demographic development.

Diversity from Social Psychological Perspective

Разнообразието от социалнопсихологична перспектива

Author(s): Yolanda Zografova / Language(s): Bulgarian

Keywords: Diversity; intergroup relations; deprovincialization; common group identity; attitudes towards minorities.

This study is centered around the socialpsychological manifestations of the diversity among the phenomena of intergroup relations, social identities and collective behaviour patterns. The main objective is to conceptualize diversity from a socialpsychological perspective, while positioning this point of view in a broad field of social knowledge. Based on a study of interethnic attitudes in Bulgaria and on a metaanalysis of European social survey and Eurobarometer data, the book elaborates the problematic of preconditions for European citizens', including Bulgarians' readiness to accept Others, to support minorities in their cultural preservation and their participation in European political processes. The book presents theoretical models that comprise the effects of diverse factors upon the attitudes towards immigrants moving to Bulgaria and the European Union. Given the condition of increased ethnonational and cultural diversity, the personality parameters are being inscribed into broader range of social groups and social categories and develops diverse identities. Choosing diverse social groups and categories to which an individual might affiliate to and identify with, is a key factor for the construction of a social identity complexity. Multilayered identity clusters have been analysed through surveys, presented here in order to problematize both personal and collective level of these choices. The effects that intergroup contacts produce, as well as those of the different types of social identities, over the interethnic relations in Bulgaria, have been presented. The study aims to outline the major trends in intergroup relations in the country. The study concludes that the development of common group identities and positive contact presuppose higher levels of tolerance and mutual support on an intergroup ground, as it elaborates the complexity of collective identity in the context of the EU citizenship.
