Elections are one of the main forms of democracy in the country - the expression of the will of the people, the constitutional way of forming public authorities and local governments. As the basic principle of democratic governance is to create appropriate conditions for the will of citizens and ensure adequate representation of their interests, in many countries the development of electoral technologies is underway to introduce new ways to increase accessibility, efficiency and comfort of the voting process. voting with remote access. // Introduction of new voting technologies into the election process is a consequence of technological development. The use of these technologies must comply with the principles of democratic elections, without raising public doubts about the reliability of the voting results. That is why the issue of implementing electronic voting in democracies has been accompanied by broad professional and public discussions for many years. On the one hand, remote electronic voting (hereinafter - DEG) is a conscious future, and on the other - a source of new challenges and potential risks. At the same time, as democracies continue to discuss and carefully accumulate experience in the application of DEG, authoritarian regimes (such as the Russian Federation) can use new technologies to address the preservation of their political system.

The analytical report emphasizes that Ukraine has a good potential for the implementation of e-government, including remote electronic voting. Some problematic moments of realization of voting rights by citizens who are permanently or temporarily outside Ukraine are outlined. Prospects, risks and warnings about piloting information and communication technologies of voting in the near future are considered. It was stressed that such a pilot project is possible with acceptable risks for voting of Ukrainian citizens abroad, as the percentage of votes cast in a foreign constituency does not significantly affect the results of national elections. This report is dedicated to the region traditionally referred to as the Middle East and North Africa (MENA, hereinafter referred to as the Ukrainian equivalent of this abbreviation - BSPA). Its borders almost reproduce the perimeter of the former Ottoman Empire with the exception of its European possessions. The region currently includes a number of Arab countries and one autonomy: Iraq, Syria, Lebanon, Jordan, Kuwait, the KSA, Qatar, Bahrain, the UAE, Oman, Yemen, Egypt, Libya, Tunisia, Algeria, Morocco, and the Palestinian Authority1. In this report, we will follow a conservative - that is, narrow - definition of the region's borders. A special place on the map of the region is occupied by three non-Arab countries (more precisely, countries with a predominantly non-Arab population) - Israel, Turkey and Iran. As of the beginning of 2020, the population of the region is 449 million people, and the total GDP is 3.61 trillion dollars. The region covers a number of countries with different levels of economic, political and social development: from the G20 member states of the world's largest economies to middle-income countries, poor countries and at least four failed & fragile states.

In the report based on the analysis of the dynamics of indicators of the functioning of the real sector of the economy of Ukraine in 2016-2017, the priorities of its development in the conditions of a change in the vector of economic policy are substantiated. The exhausting confrontation of Ukraine in the hybrid war by the Russian Federation is indicated by losses in the sectors of the real sector of the economy. An assessment of such losses has been made; a list of economic sanctions and restrictive measures by Ukraine as a reaction to Russia's aggressive behavior is given. The directions of Ukraine's cooperation with the EU in the real sector are proposed, which is determined by expanding access to capacious European sales markets, using Ukraine's opportunities to attract foreign investments and technology transfer, as well as participation in various EU development programs. The priorities of the economic policy regarding the development of the real sector of the economy are outlined, the measures of macroeconomic and foreign trade policy, economic diplomacy and international trade law aimed at leveling the destructive consequences of the hybrid war and restoring economic growth in Ukraine are defined. The analytical report offers the results of a study of a number of problematic issues related to the acquisition and loss of Ukrainian citizenship. The content and forms of the constitutional and legal regulation of citizenship in Ukraine are studied and attention is focused on the existing problems of legislative support for the functioning of the institution of citizenship, as well as the most optimal ways of its improvement are determined. It was concluded that in modern social and political conditions, the institution of citizenship has become one of the factors that significantly affects the state of ensuring Ukraine's national security. It is proposed to consider citizenship as one of the main elements of the mechanism of admission to participation in the management of state affairs and removal from such participation of persons who have committed crimes against the foundations of national security, peace, human security and international legal order, including during the armed conflict on the territory of Donetsk and Luhansk regions. The theoretical and practical issues of multiple citizenship are considered, the results of the study of the current state of its legislative regulation in Ukraine are presented. An analysis of individual legislative initiatives for solving problems related to the determination of the directions of state policy in this area of legal relations was carried out, and proposals were formulated for possible ways of their settlement at the national and international levels.

The analytical report analyzes the European and international experience of financing the investment development of communities using the example of the deployment of network infrastructure and the construction of "smart" cities and "smart" communities. Special attention is paid to the role of technical regulation in the implementation of strategic priorities for the deployment of integrated network infrastructure of territorial communities, sustainable mobility and automation within the framework of the EU Global Strategy "Shared Vision, Shared Action: Strengthening Europe". For politicians, regulators, experts, scientists, specialists, subjects of authority, representatives of public organizations and individual citizens, everyone who is interested in the problems of the future development of territorial communities. The publication can be useful during the development and adoption of legislative acts that will regulate legal relations in this area.

The analytical report is devoted to the issues of forming an effective public-private partnership on cyber security issues. Theoretical approaches to public-private partnership and their peculiarities in cyber security issues are analyzed. The world experience (USA, EU, Germany, Great Britain, Poland) in building trust between the public and private sectors in cyberspace security issues has been studied. The regulatory, legal and organizational foundations of public-private partnership in Ukraine are considered, and effective examples of such partnership are given. Prospective directions for the development of cyber security public-private partnership in Ukraine and possible ways of their implementation are outlined.

The analytical report provides an overview of modern models and scenarios of innovative development of territorial communities in the context of the transition to the fourth technological revolution and reflects probable scenarios for Ukraine. The main directions of the formation of a systemic approach to modeling the process of integration of territorial communities into the ecosystem space declared by the world community are illustrated by the experience of developed foreign countries regarding the integration of various and complex innovative technologies into national innovative systems, which are combined on a planetary scale into a network infrastructure based on digital assets. Some theoretical approaches to the modeling of territorial communities are considered, the factors and possible results in the modeling of management systems for the innovative development of territorial communities through the implementation of relevant functions and a holistic view of the processes, resources, objects (infrastructure) of innovative activity, which form the innovative basis for development of appropriate development strategies.

The issues of interrelationships and mutual influences of the educational and security spheres in the conditions of modernization challenges and external threats are analyzed. We have analyzed the secret methodology for dealing with crises, which is caused by failures in the supply of oil and naphtha products, and examines the officials who are responsible for these crises in the member states of the European Union. The problems associated with the approval of minimal reserves of petroleum and petroleum products in Ukraine have been strengthened. The process of forming these reserves was analyzed and their infrastructure elements were monitored. A model for the creation of minimal reserves of naphtha and petroleum products has been developed and a financial and economic analysis has been developed. The prospects for the development of this model and the creation of naphtha and energy reserves in Ukraine have been identified. The priorities of policy in this area have been established, and recommendations have been made to the central authorities of the royal government. Insured for representatives of the sphere of national, economic and energy security, representatives of government bodies who formulate and implement the state policy of energy security and the state policy in the nafta sector.

Dedicated to the problems of identifying and preventing the activity of influx agents the theoretical aspects of the concept of “influx agent” and the problems of legal qualification of their activities have been explored. The practice of attracting agents up to the point of resemblance in the historical context (the Cold War period) and at the current stage is examined. The country against the activity of influx agents in Ukraine has been closely monitored. Ukrainian criminal legislation in this particular area has been analyzed, problematic aspects of the provisions of Articles 110 and 111 of the Criminal Code of Ukraine have been identified, examples of the activities of agents in Ukraine have been submitted and reviewed It is clear that accusations have been brought against these agents. Based on the results of the investigation, specific recommendations were made to the authorities on strategic directions for improving Ukrainian legislation and preventive measures in the field of anti-influx agents. For government officials, scientists and a wide range of readers who will discuss the problems of national security.
