Summary/Abstract: On June 28, 2013, the European Council decided to open accession negotiations with Serbia, and to hold the First Intergovernmental Conference in January 2014 at the latest. The EU member states also adopted the Negotiating Framework for Accession Negotiations with Serbia, the draft of which was agreed from July 23, 2013, when the European Commission presented the first draft to the member states, until December 19, when it was first adopted by the European Council for General Affairs, and confirmed by the European Council on December 20, 2013.
