Summary/Abstract: The European Union has been crossing the borders of the Union with its strategies and policies for decades. With the entry into force of the Treaty of Lisbon in December 2009, space was opened for internal reform, strengthening of the administrative structure and better positioning of the Union in defining global goals with partners such as the USA, Russia and China. It was global problems and a strengthened structure that contributed to the EU implementing the principle of rapid response with shortened administrative procedures in the instrumentalization and implementation of policies, focusing on the needs of end users, but not losing focus on its traditional values, process transparency and efficient use of funds.
