Summary/Abstract: Electricity losses are a particular challenge for the Albanian energy sector, demanding economic costs and their security. According to data from the Energy Regulator (ERE), the ratios in their network have remained among the highest in the region, fluctuating on average between 16% and 20% over the last decade. The Electricity Distribution Operator (OSHEE) uses traditional methods such as energy balances, infrastructure investments, etc. However, these face limitations due to the high computational complexity and non-linear nature of the optimization problems. In this study, an innovative hybrid quantum-classical approach is proposed through the Variational Quantum Eigensolver (VQE) algorithm, which leverages the power of NISQ (Noisy Intermediate- Scale Quantum) quantum computers to model and reduce the technical complexity of the technology. The methodology is based on the formulation of a customized Hamiltonian for the OSHEE network, integrating the parameters of the lines, transformers and technical constraints. The quantum ansatz is called the Chebyshev policy. The first results from the simulations show an average product of 4–10 in reducing the results compared to traditional numerical methods such as linear programming of various types not applied in Albania. This paper contributes in the scientific aspect, by advancing the applications of quantum optimization in energy systems, as well as in a practical spectrum, by providing a model that connects technological innovation with the concrete challenges of the energy sector in Albania.
