Summary/Abstract: The accelerated digitalization of organizational processes has led to a redefinition of the relationship between the transparency of internal operations and the protection of sensitive information, especially within strategic organizations. This article proposes a theoretical-normative analysis of how information systems can be designed and used ethically, so as to simultaneously support institutional accountability and operational security. It explores the recurring tensions between transparency and operational secrecy, as well as regulatory directions adapted to the specifics of strategic organizations.
