Summary/Abstract: In a geopolitical context marked by strategic uncertainties, accelerated digital transformation, and technological dependence, a state’s ability to exercise sovereignty and ensure national security increasingly depends on its information infrastructure. This article analyzes how information systems can constitute the foundation for the reconstruction of Romanian military leadership. It is argued that the absence of an integrated information architecture severely limits the capacity for strategic response, coherent planning, and revitalization of the defense industry. Concepts such as adaptive leadership, decisional digitalization, institutional interoperability, and algorithmically assisted predictive analysis are explored. In this framework, the article proposes concrete strategic directions for reform, including the creation of a digital strategic command center, the institutionalization of a digital learning culture in the army, and the development of a national digital registry of military capabilities. The conclusion is that without assuming the integration of information systems, Romania will not be able to overcome strategic vulnerabilities and will not be able to play an active role in the European and Euro-Atlantic defense architecture.
