Summary/Abstract: The article explores the impact that two defining concepts in the field of national security have on the mechanism of achieving national defense, namely security culture and resilience. Security culture facilitates and enhances societal resilience, resulting from the attitudes and customs of a nation, which aim to assimilate the concepts of security and defense, but also related ones, obtained with the sustainment of the formal or informal educational process. Societal resilience is also a desire of states in a world marked by imbalances and different threats from the full range of hybrid threats. Both at the national level and at the international level, different measures are being taken so that state actors, but also international organizations, permanently strengthen their resilience, on all its related pillars, so that they can face all the challenges in the security environment.
