Summary/Abstract: The main purpose of this article is to present two frameworks significant for contemporary theory and practice of social rehabilitation and to find the answer for the question asked in the title. The Risk-Need-Responsivity Model is discussed first in order to emphasise the implications for the social-rehabilitation practice. Then the resilience framework is discussed to show a broader context of this concept and to stress how important it is to break free from the risk perspective.
