Summary/Abstract: The persistent lag in advanced technology in the Soviet Union and in Eastern Europe is generally explained in systemic terms. But other factors might be at fault, such as the initial backwardness of these countries when they first became socialist, or their self-imposed isolation combined with their specific economic priorities.
