THE IMPORTANCE OF REGIONALISM FOR TRANSITION SOCIETIES

Summary/Abstract: Every talk on overcoming the centralist concept of government and social organisation leads to several steps that have to be undertaken for the purpose of decentralisation. The first step forward toward a new social order encompasses regionalisation as a new form of social organisation. To the end of further democratisation of this area, regionalism is viewed as the prerequisite for a revival of real parliamentary life, i.e. that with the assembly system, a democratic authority is introduced by demarcating the legislative, executive and judicial power, but on different levels - vertical and horizontal.
