Summary/Abstract: The article is an attempt to analyse the self-governing auxiliary units in Szczecin. The purpose of the analysis is to define the legal basis for the elections for the Szczecin councils of housing estates, and their tasks and responsibilities. The article depicts the relation between the legally binding elections statute for the councils of housing estates and the results obtained by the individual candidates and the ones running in groups. The key question is to reveal the relation between auxiliary units and the constituting body, from the point of view both legal and financial. The article also includes an attempt to answer the question whether the existing legal situation allows the housing estates to effectively enhance the development of public participation of the inhabitants.
